3 Administrative planning (council June 20)
The administrative schedule provides an overview of topics to be included in the program of a Political Evening or the agenda of a council meeting at any given time in an advisory, informative, opinion-forming, judgmental or decision-making capacity. It is a dynamic document that is periodically updated. Administrative planning is discussed 3 times a year in a public council meeting: in February, June and October/November. The next public discussion will take place on June 20. The administrative planning is the result of an update exercise conducted in the 2nd half of May. Here, it is up to the contact persons to seek coordination with the portfolio holders. The planning is at the quarterly level and the topics are arranged by budget program.
The Administrative Planning is now before the college for notification. Thereafter, the planning with a cover letter and legend will be added to the meeting documents for the June 20 council meeting.
College Decision:
- To take note of the updated administrative schedule;
- forward the administrative schedule to the City Council for discussion, accompanied by a letter.
4 Answering questions CDA - starter loan
The CDA group submitted written questions about the Starter Loan on May 13.
These are the following questions:
- Is it correct that applications must meet 1 of the 3 options? If so, perhaps it could be added on the website that 1 of the 3 options is a condition for applying for the Starter Loan?
- How should the 2013 Starters Loan Ordinance be interpreted in the present day?
- How will the 2023 Starters Loan Regulation be applied in practice?
- In what areas should the 2013 Starters Loan Regulation be amended?
- What are the financial implications of those adjustments?
The college is proposed to agree to the (draft) response.
The College decides to adopt the (draft) answers to the incoming written questions of the CDA Group on the Starter Loan.
5 Termination of Intent Agreement Veer Street 19
On August 24, 2021, the college decided to enter into a letter of intent for the plan development of Veer Street 19. The implementation of the letter of intent has not been followed up by either party. And there has been no further discussion between the parties. Subsequently, there was a court ruling on 1-for-1 sales of municipal land. Given this ruling and the fact that there was no follow-up to the letter of intent Veerstraat 19, it is now proposed not to negotiate (further) to reach a cooperation agreement and to explore another approach for the sale of the land.
The college decides:
- To not negotiate further a cooperation agreement for the location Veerstraat 19 Son en Breugel with Heijmans Vastgoed B.V.;
- To consider the Intent Agreement dated September 2, 2021 as terminated.
6 Use of LVB / LVB+ scheme farmers
Ceasing farmers in our municipality cannot use the LVB or LVB+ scheme. Therefore, they often look for opportunities together with Development Company Ruimte voor Ruimte (ORvR). The quality gain, removing environmental contours or reducing emissions, is converted into RvR housing titles . For this, the development company wants the municipality's approval on the calculation that underlies this. It is proposed to use the calculation according to the LVB or LVB+ scheme. This depends on the degree of improvement in environmental quality, especially added value for the residential environment of existing regular homes and in the visions included future regular homes.
The college decides:
- To agree to at most the calculation method of the LBV+ scheme in the case of discontinuing intensive livestock farms, where a clear added value for existing and/or new housing is created, if the development company Ruimte voor Ruimte requests agreement on this;
- To agree to at most the calculation method of the LBV scheme in the case of discontinuing intensive livestock farms, where no clear added value for existing and/or new housing is created, if the development company Ruimte voor Ruimte requests agreement on this.
7 Fees ordinance regarding driving license fees
The fee table attached to the adopted fee regulation incorrectly includes the fee for driver's licenses.
The College decides:
- Change the rate for driver's licenses to the nationally established rate: €51.10;
- To submit the council proposal dues ordinance 2024 including rate table 1st amendment to the council for decision.
8 Annual Report 2023
The college prepares annual financial statements (consisting of the annual report and financial statements) each year. These are made available to the auditor for review in mid-April. The auditor presents his findings in a report and any amended version of the financial statements then goes to the council for adoption. The auditor gives an unqualified opinion for fairness. The council proposal also includes a proposal for profit appropriation.
The college decides:
- To approve the 2023 Annual Report and submit it to the City Council with the accompanying council proposal for decision;
- To agree to the response college on the audit report and send it along to the council;
- To take note of the draft auditor's report of findings;
- The college requests that the audit committee discuss the audit report.
9 Framework Memorandum 2025-2028
Every year, within the P&C cycle, the framework memorandum is drawn up as a prelude to the budget. With the framework memorandum we establish the financial starting points. The framework memorandum is not balanced and therefore the structure that is now before you this year is different from what you are used to from us.
The college decides to approve the 2025-2028 Framework Memorandum and submit it to the council for decision.
10 1st administrative report
The management report is an interim financial account from the college to the council. Only financial deviations (advantages and disadvantages) are explained in the management report. The alternative use of resources is also explained in the management report. This booklet does not explain delays or deviations in policy.
College Decision:
- To agree to the contents of the first administrative report 2024 and submit it to the City Council for decision;
- To propose to the council that the unfavorable balance be charged to the Free Spending Reserve;
- To approve the various deposits and withdrawals to reserves and provisions, as proposed in this first administrative report 2024;
- To approve a preparation appropriation for Sports Hall the Landing;
- To agree to the council proposal.
