3. Codes of Conduct

The current code of conduct for political office holders dates from 2012 and needs to be updated. To this end, 2 new codes of conduct have been drawn up in accordance with the recommendation of the VNG. A code of conduct for council and citizen members and a code of conduct for mayor and aldermen. The college has been asked to present these to the council for adoption. Furthermore, a set-up has been made for process agreements (what to do when an integrity violation is suspected). To the mayor the request to present these to the city council for adoption.

The college decides to propose to the city council:

  1. To adopt the Code of Conduct for Integrity of Council and Citizen Members 2025;
  2. To adopt the Code of Integrity for Mayor and Aldermen 2025;
  3. the Mayor decides to propose to the City Council to adopt the Process Arrangements for Maintaining the Integrity of City Government.

4. Decision on objection rejection of application for urgency decision.

On October 10, 2024, the college decides to reject an application for an urgency decision. On October 16, 2024, the college receives an objection from the objector to the above decision. The Objections Committee recommends that the objection be declared admissible, unfounded and that the contested decision be upheld.

The college decides:

  1. Declare the objection admissible;
  2. Declare the objection unfounded;
  3. uphold the contested decision;
  4. Refer to the opinion of the Objections Committee for the reasons for the decision.

5. District implementation plan 't Zand

The municipality of Son en Breugel is making the transition to a natural gas-free municipality. The district implementation plan that is now before you is a continuation of the choice to start in the district 't Zand. The municipality finds it important to take up this challenge together with residents and other stakeholders. This district implementation plan describes which actions 't Zand, the municipality and cooperating parties) will undertake through 2030 and why we have chosen these actions.

CollegeDecision:

  1. Adopt the 't Zand Neighborhood Implementation Plan and begin implementation;
  2. Inform the Council by means of a Council Information Letter.

6. Quick scan and preliminary research SMP

Insulating buildings requires an SMP (Species Management Plan). Insulating buildings contributes to our sustainability goals. To arrive at an SMP it must first be clear which areas and species are involved in Son en Breugel. This can be done by means of an ecological QuickScan for protected animal species and a subsequent house sparrow survey throughout the municipality.
The decision is to have Natuurlink, with an award and an estimated budget, carry out a QuickScan and house sparrow survey in order to clarify the assignment for the SMP within the municipality, which will enable the municipality to draw up the tender for the SMP in a more targeted manner.

The college decides:

  1. Adopt the Abbreviated Purchasing Strategy QuickScan Son en Breugel, and thereby commission Natuurlink to conduct a QuickScan;
  2. Inform the City Council through a Council Information Letter.
