1. Internal (not public) decision list and public decision list dated October 24, 2023.
The college adopts the decision lists.
2. Decision on objection to administrative order.
On June 8, 2023, the college decides to impose an administrative enforcement order in connection with the erection of a structure for storage in violation of the zoning plan and without an environmental permit. On July 13, 2023, the college receives an objection from the objector to the above decision. The Objections Committee recommends that the objection be declared unfounded, that the contested decision be upheld and that the request for reimbursement of legal costs be rejected.
College Decision:
- To declare the objection unfounded;
- Uphold the contested decision;
- Reject the request for reimbursement of legal costs;
- To refer to the opinion of the Objections Committee for the reasons for the decision.
3. Appointment of secretary and deputy secretary appeals committee.
This decision appoints the secretary and deputy secretary of the Objections Committee. The secretary shall assist the Objections Committee in its work.
College Decision:
- To appoint Ms. mr. S.M.A. Glaudemans as secretary of the Objections Committee;
- To appoint Ms. M.J.M. Bellemakers as Deputy Secretary of the Objections Committee.
4. General grant ordinance 2024
In 2022, the Internal Control Department of Service Dommelvallei made a number of recommendations to improve the General Subsidy Regulation (Asv) in a differentiated internal audit. The recommendations focus in particular on the grant process.
Partly on the advice of the auditor, we have adopted these recommendations. On this basis, the 2020 General Grant Ordinance has been updated. The current grant ordinance is the starting point here. The intended effective date of the new subsidy ordinance is January 1, 2024.
College Decision:
- To request the council to adopt the General Grant Ordinance 2024 Municipality of Son and Breugel;
- To authorize the Alderman to make textual changes as needed as a result of college consideration.
5. Amended adoption of "Buitengebied, Noorderlicht 1" zoning plan.
The zoning plan review procedure, with the aim of adopting the zoning plan "Buitengebied, Noorderlicht 1" by the council, has been completed. Two views and some comments were received during the view period. These give rise to the amended adoption of the zoning plan. This plan aims to allow for the construction of a crematorium at Wolfswinkel cemetery and funeral home.
College Decision:
- To agree to the draft council proposal and decision to adopt the zoning plan "Buitengebied, Noorderlicht 1" as amended;
- To agree to the Notice of Views Draft Zoning Plan "Outside Area, Noorderlicht 1".
6. Commodity policy plan 2024-2027
The council agenda and the council's administrative agreement agreed to discuss the service level and collection frequency of waste collection. To address this, the council has prepared the resource policy plan. The resource policy plan gives a perspective of what is coming to the municipality within the waste domain, how we are performing now, what we want to improve and how we want to do it in the coming years.
The college decides to present the 2024-2007 Raw Materials Policy Plan to the City Council.

7. UV-C equipment grant scheme schools.
To give an improvement to the air quality in the schools and child care centers, a financial contribution from the municipality is desired to help schools and child care centers get started with the purchase of air cleaning with UV-C technology. The aspiration is that education and child care should always be able to continue. The equipment contributes to a healthy environment and helps disinfect the air. An accessible subsidy scheme has been further developed for implementation. The maximum cost (subsidy ceiling) is €155,000. These costs are based on an inventory of the premises (education and child care) and the maximum subsidy expenses if all parties use the subsidy schemes.
College Decision:
- To adopt the "Temporary Subsidy Scheme for Procurement of UV-C Equipment Schools and Childcare" (subject to adoption of the subsidy ceiling by the council);
- To adopt the school and child care application form for the grant program listed in decision point 1;
- To table the council proposal Subsidy Scheme UV-C Equipment Schools and Childcare to the Council to set the subsidy ceiling at €155,000 and cover it from the State Coronacrisis Compensation Reserve.
8. Renewal of energy coach
On Feb. 28, 2023, the college decided to extend the energy coach to 350 calls. As of May 15, 2023, 300 calls have been conducted and 38 applications are open. This rapid increase is a positive development. The municipality is satisfied with the quality of implementation and service to our residents. The response from residents also shows that they are very positive about the energy advice. We are therefore expanding the assignment by 150 additional calls to a total of 500 calls.
The college agrees to:
- Renewing the contract towards Foundation Trias Innervation (Energy Box) for a third installment of 150 coaching calls, for a total of 500 calls;
- Charge the cost of €16,500 for the additional interviews to the sustainability budgets.
9. Amendment of Wmo regulation regarding own contribution
The Wmo has a co-payment for certain facilities. This has been €19 per month since January 1, 2020. Because of a national indexation due to general price increases and inflation, this co-payment will be €20.60 per month starting January 1, 2024.
