The college adopts the decision lists.
2. Decision on objection to administrative order
On June 8, 2023, the council decides to impose an administrative order in connection with the placement of a storage structure in violation of the zoning plan and without an environmental permit. On July 13, 2023, the council receives an objection from the objector against the above decision. The objections committee recommends that the objection be declared unfounded, that the contested decision be upheld, and that the request for reimbursement of legal costs be rejected.
College Decision:
- To declare the objection unfounded;

- To reject the request for reimbursement of legal costs;
- To refer to the opinion of the Objections Committee for the reasons for the decision.
3. Appointment of secretary and deputy secretary of the appeals committee
This decision appoints the secretary and deputy secretary of the appeals committee. The secretary supports the appeals committee in its work.
College Decision:
- To appoint Ms. S.M.A. Glaudemans, LL.M., as secretary of the appeals committee;
- To appoint Ms. M.J.M. Bellemakers as deputy secretary of the appeals committee.
4. General Subsidy Regulation 2024
In 2022, the Internal Audit Department of Dienst Dommelvallei made a number of recommendations for improving the General Subsidy Regulation (Asv) in a special internal audit. The recommendations focus primarily on the subsidy process.
Partly on the advice of the auditor, we have adopted these recommendations. Based on this, the General Subsidy Regulation 2020 has been updated. The current subsidy regulation forms the starting point for this. The intended date of entry into force of the new subsidy regulation is January 1, 2024.
College Decision:
- To request the council to adopt the General Subsidy Regulation 2024 for the municipality of Son en Breugel;
- To grant Alderman to make textual amendments to the extent necessary following consideration by the municipal executive.
5. Amended adoption of zoning plan "Rural area, Noorderlicht 1"
The zoning plan revision procedure, with the aim of establishing the zoning plan "Buitengebied, Noorderlicht 1" by the council, has been completed. During the consultation period, two opinions and several comments were received. These have led to the amended adoption of the zoning plan. This plan aims to enable the construction of a crematorium at the Wolfswinkel cemetery and funeral center.

- To approve the draft council proposal and decision to amend the zoning plan "Buitengebied, Noorderlicht 1";
- To agree with the Opinion Memorandum on the Draft Zoning Plan "Rural Area, Noorderlicht 1."
6. Raw Materials Policy Plan 2024-2027
The council agenda and the council's administrative agreement stipulate that the service level and collection frequency of waste collection must be discussed. To this end, the council has drawn up a raw materials policy plan. The raw materials policy plan provides an overview of what the municipality can expect in the area of waste, how we are currently performing, what we want to improve, and how we want to do this in the coming years.

7. Subsidy scheme for UV-C equipment in schools
In order to improve air quality in schools and childcare facilities, a financial contribution from the municipality is desirable to help schools and childcare facilities purchase air purification systems using UV-C technology. The aim is to ensure that education and childcare can continue uninterrupted. The equipment contributes to a healthy environment and helps to disinfect the air. An accessible subsidy scheme has been developed for the implementation. The maximum costs (subsidy ceiling) amount to €155,000. These costs are based on an inventory of the buildings (education and childcare) and the maximum subsidy expenditure if all parties make use of the subsidy schemes.
College Decision:
- To adopt the "Temporary subsidy scheme for the purchase of UV-C equipment for schools and childcare facilities" (subject to the subsidy ceiling being set by the council);
- To establish the application form for schools and childcare facilities for the subsidy scheme referred to in decision point 1;
- The council proposal Subsidy scheme for UV-C equipment in schools and childcare facilities for submission to the Council to set the subsidy ceiling at €155,000 and to cover this from the Coronavirus Crisis Compensation Reserve.
8. Extension of energy coach
On February 28, 2023, the council decided to extend the energy coach program to 350 consultations. As of May 15, 2023, 300 consultations have been conducted and 38 applications are pending. This rapid increase is a positive development. The municipality is satisfied with the quality of the implementation and the service provided to our residents. The response from residents also shows that they are very positive about the energy advice. We are therefore extending the assignment with 150 additional consultations to a total of 500 consultations.
The college agrees to:
- Extending the assignment to Stichting Trias Innervatie (Energiebox) for one-third of 150 coaching sessions, for a total of 500 sessions;
- To charge the costs of €16,500 for the additional meetings to the sustainability budgets.
9. Amendment to the Social Support Act (Wmo) regulation regarding personal contributions
The Wmo (Social Support Act) stipulates a personal contribution for certain services. Since January 1, 2020, this contribution has been €19 per month. Due to national indexation as a result of general price increases and inflation, this personal contribution will be €20.60 per month as of January 1, 2024.
The council decides to request the council to adopt the amendment to the Regulation on social support in Son en Breugel 2020, in connection with the national indexation of the personal contribution under the Social Support Act (Wmo).
