1. Internal (non-public) list of decisions and public list of decisions dated May 24, 2022 / Hans Gaillard

The college adopts the decision lists.

2. Adoption of the amendment plan for Rooijseweg 61 Son / John Frenken

An intensive livestock farm is currently located at Rooijseweg 61. The owner wants to cease agricultural activities and convert the site to residential use. This can be done with a zoning plan amendment. The municipal executive has made the draft zoning plan amendment available for inspection. No opinions on the plan were received within the deadline. It is now up to the municipal executive to adopt the amendment plan "Buitengebied; Rooijseweg 61."

College Decision:

  1. pursuant to Article 6.12 of the Spatial Planning Act, to decide not to adopt an exploitation plan for the amendment plan "Buitengebied; Rooijseweg 61";
  2. to adopt the amendment plan "Buitengebied; Rooijseweg 61" with plan identification "NL.IMRO.0848.BPWBUITENGEBIED-VA01" unchanged and make it available digitally.

3. Abbreviated procurement MAP integration / Paul van Liempd

The 2021 Integration Act came into force on January 1, 2022. As a municipality, we are responsible for organizing the Labor Market and Participation Module (MAP) for those who are required to integrate. We propose to entrust the implementation of the MAP to Werkvloertaal B.V. We are doing this jointly with the municipalities of Best, Oirschot, and Nuenen.

  1. The council decides to adopt the abbreviated procurement strategy (1101018) for the MAP and to award the contract to Werkvloertaal B.V.;
  2. the mayor delegates the signing of the contract to Alderman P. van Liempd, pursuant to Article 171(1) of the Municipalities Act; and
  3. The board grants authority to the budget holder to sign the procurement strategy.

4. Annual report on the Childcare Act / Jos de Bruin

The municipality is responsible for supervising and enforcing the quality of childcare and childminding services. Each year, the municipality reports on these tasks to the Ministry (Education Inspectorate). The Municipal Health Service (GGD) carries out the supervision on behalf of the municipality. In 2021, no investigations were carried out by the supervisory authority due to the coronavirus measures that were also in force in 2021. The Inspectorate has indicated
that it will take this into account when assessing the annual report and that it understands the situation.

College Decision:

  1. to adopt the 2021 annual childcare report and to authorize its submission to the Education Inspectorate;
  2. to submit the 2021 annual childcare report to the municipal council for information by including it in the next council information letter.

5. Political Evening Program June 2 and list of council commitments May 19 / Hans Gaillard

The council discusses the items on the agenda for the political evening of June 2.

6. GOO report on the reception of Ukrainians, including response from Project Manager / Hans Gaillard

As a result of the war in Ukraine, the municipality has been tasked with accommodating a number of refugees. The municipality of Son en Breugel has decided to convert the Vijverberg school building into 19 rooms for 4 to 6 people (the basic principle is one family per room). The accommodation must meet several requirements, such as fire safety, and comply with a number of recommendations. Based on the latter category
, an "infection prevention expert" visited the location and presented her recommendations and tips in the attached report. In addition to the recommendations and tips mentioned, the report gives a positive picture of our efforts. In the response, also attached as an appendix, we provide an explanation (if necessary) for each point of the advice and tips. We will implement some of the advice and tips immediately, while others will be adapted if the practice here
gives cause to do so. Finally, many of the tips/advice given will be part of our daily routine and will be promoted/implemented by the manager/coordinator. If you have any questions, we will be happy to explain.

The council decides to take note of the report and the response to it.

7. Decision on objection to environmental permit granted for internal construction of building at Heistraat 6 / John Frenken

On February 21, 2022, the council decides to grant an environmental permit for changing the internal structure of the building at Heistraat 6 in Son en Breugel. On April 4, 2022, the council receives an objection from the objector against the above decision. The appeals committee recommends that the objection be declared inadmissible.

College Decision:

  1. Declare the objection inadmissible;
  2. Refer to the opinion of the Objections Committee for the reasons for the decision.
