1. Internal (not public) decision list and public decision list dated Jan. 24, 2023 - Hans Gaillard
The college adopts the decision lists.
2. SGE Administrative Platform dated February 3, 2023 - Hans Gaillard
The Administrative Platform of the Eindhoven Urban Area (SGE) is scheduled for February 3, 2023. The agenda and underlying documents are submitted to the college for notification.
The college takes note of the agenda and underlying documents for the Administrative Platform of the Urban Area Eindhoven dated February 3, 2023.
3. Decision on objection environmental permit to modify canopy and install rolling door - Jelle de Jong
On October 25, 2022, the college decides to grant an environmental permit for the modification of a canopy and the installation of a rolling door at the address Raadhuisplein 36 - 38 - 40 in Son en Breugel. On November 8, 2022, the college receives a notice of objection from the objector against the above decision. The Objections Committee recommends that the objection be declared unfounded and that the contested decision be upheld.
College Decision:
- Declare the objection unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
4. Renewal of Service Agreement ODZOB - Jelle de Jong
The current service agreement DVO is a good working agreement framework. That is the conclusion drawn by OD-ZOB and its participants after an evaluation spring 2022. On October 13, 2022, the AB agreed to extend the agreement for the period January 1, 2023 - July 1, 2024.
This extension gives OD-ZOB time to update the DVO in conjunction with the GR and, if necessary, to align with the new Omgevingswet. Formally, the colleges of the participating organizations must decide on the extension.
The college decides to approve the extension of the service agreement with ODZOB for the period
January 1, 2023 - July 1, 2024.
5. December Circular 2022 - Jan Boersma
A December Circular 2022 has been received and we will process the financial effects in the 2022 financial statements and the 1st Berap 2023.
The college decides to accept the December Circular 2022 for notification.
6. Moving cable car - Jan Boersma
On the initiative of the Youth City Council, a cable car was installed in the playground on Limburg Avenue. In 2021, this cable car was closed due to noise pollution experienced by nearby residents. An alternative location is proposed for the cable car. For the relocation to this location, local residents of the new location are involved. The college is requested to make a decision on moving the cable car.
The college decides to approve the relocation of the cable car from the current playground to the playground in 't Zand.
7. Political Evening program and list of commitments - Hans Gaillard
The college discussed the program format for the February 2, 2023 Political Evening and the list of council commitments from January 19, 2022.
8. Governance flexible asylum chain - Hans Gaillard
Board discusses the developments in the asylum chain and its intended flexibilization through new legislation. The core of the discussion is the additional task that (also) Son en Breugel gets in the reception of status holders, asylum seekers and Ukrainians. Every municipality will have this additional task. Target groups and numbers can be shifted between municipalities, as long as the total regional task is met.
9. Programs in the Omgevingswet, plan of approach for working out sub-area themes - Jelle de Jong
With the adoption of the "Omgevingsvisie Son en Breugel; OOg op een zonnige toekomst!" the council immediately decided that a number of sub-areas and sub-themes require further elaboration as a basis and input for a next version of the environmental vision. The administrative agreement also calls for attention to this. In recent months, shape has been given to
the (consultation) structure and design to arrive at a plan of approach as an elaboration for a sub-area and sub-theme. It is requested that these plans of approach be approved so that these elaborations can be started after the internal assignment. With this, the plans of approach can also be used in the informative session "Omgevingswet; Programs in the OmgevingswetAct" with the City Council on February 09, 2023.
The College decides to:
- To take note of and agree to the various Plans of Action for an elaboration of a sub-area c.q. a sub-theme for a next version of the "Environment Vision Son and Breugel; OOg to a bright future!";
- To mandate the Alderman Jelle de Jong, to act on behalf of the college as administrative principal from the general portfolioOmgevingswet';
- For each sub-area or sub-theme, designate its own administrative leader as a co-signatory and include it in the plan of action;
- designate the General Program Leader Omgevingswet as the official principal, with the exception of subprograms Center Area Son and Mobility Plan;
- Have the adopted plans of action be part of the input for the informational workshop "Omgevingswet; Programs in the OmgevingswetAct" with the City Council on February 09, 2023.
10. Frameworks for bicycle-friendly Son and Breugel - Jan Boersma
On Jan. 10, several council members submitted an initiative proposal. The proposal is about setting frameworks for a more bicycle-friendly Son and Breugel. The college adopts the response to the initiative proposal and informs the city council.
The College decides to agree with the content of the draft letter and informs the City Council.
