1. Internal (non-public) list of decisions and public list of decisions dated January 24, 2023 - Hans Gaillard

The college adopts the decision lists.

2. SGE Administrative Platform dated February 3, 2023 - Hans Gaillard

The Administrative Platform of the Eindhoven Urban Area (SGE) is scheduled for February 3, 2023. The agenda and supporting documents will be submitted to the municipal executive for information.

The council takes note of the agenda and supporting documents for the Eindhoven Urban Area Administrative Platform dated February 3, 2023.

3. Decision on objection to environmental permit to modify awning and install roller door - Jelle de Jong

On October 25, 2022, the council decides to grant an environmental permit for the modification of an awning and the installation of a roller door at Raadhuisplein in Son en Breugel. On November 8, 2022, the council receives an objection from the objector against the above decision. The objections committee recommends that the objection be declared unfounded and that the contested decision be upheld.

College Decision:

  1. Declare the objection unfounded;
  2. uphold the contested decision;
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

4. Extension of ODZOB Service Agreement - Jelle de Jong

The current service agreement (DVO) is an effective framework for agreements. That is the conclusion reached by the OD-ZOB and its participants following an evaluation in the spring of 2022. On October 13, 2022, the AB agreed to extend the agreement for the period January 1, 2023, to July 1, 2024.
This extension gives the OD-ZOB time to update the DVO in conjunction with the GR and, if necessary, to align it with the new Omgevingswet. Formally, the boards of the participating organizations must take a decision on the extension.

The council decides to approve the extension of the service agreement with ODZOB for the period January 1, 2023 – July 1, 2024.

5. December Circular 2022 - Jan Boersma

A December circular for 2022 has been received, and we will incorporate the financial effects into the 2022 financial statements and the first draft of the 2023 budget.

The council decides to take note of the December circular 2022.

6. Cable car relocation - Jan Boersma

On the initiative of the Youth Council, a cable car was installed in the playground on Limburglaan. In 2021, this cable car was closed due to noise pollution experienced by local residents. An alternative location for the cable car has been proposed. Local residents of the new location are involved in the relocation to this location. The council is requested to take a decision on the relocation of the cable car.

The council decides to approve the relocation of the cable car from the current playground to the playground in 't Zand.

7. Political Evening Program and list of commitments - Hans Gaillard

The council discusses the program schedule for the Political Evening on February 2, 2023, and the list of commitments made by the council on January 19, 2022.

8. Flexibilization of governance in the asylum chain - Hans Gaillard

The council discusses developments in the asylum chain and the proposed flexibilization of this chain through new legislation. The focus of the discussion is the additional task that Son en Breugel (among others) will face in providing shelter to status holders, asylum seekers, and Ukrainians. Every municipality will face this additional task. Target groups and numbers can be shifted between municipalities, as long as the total regional target is achieved.

9. Programs in the Omgevingswet, action plan for the elaboration program for sub-areas and sub-themes - Jelle de Jong

With the adoption of the "Son en Breugel Environmental Vision: Eyes on a sunny future!", the council immediately decided that a number of sub-areas and sub-themes need to be further elaborated as a basis and input for a subsequent version of the environmental vision. The administrative agreement also calls for attention to this. In recent months,
the (consultation) structure and design have been developed to arrive at an action plan as an elaboration for a sub-area and sub-theme. These action plans are requested to be approved so that these elaborations can be started after the internal assignment has been given. This will also allow the action plans to be used in the informative session "Omgevingswet; Programs in the Omgevingswetwith the city council on February 9, 2023.


The council decides to:

  1. take note of and agree to the various Action Plans for the development of a sub-area or sub-theme for the next version of the "Son en Breugel Environmental Vision: Looking toward a bright future!";
  2. to authorize Alderman de Jong to act on behalf of the municipal executive as the administrative principal from the general portfolioOmgevingswet;
  3. designate the relevant administrative leader as co-signatory for each sub-area or sub-theme and include this in the action plan;
  4. to designate the general Program Manager Omgevingswet the official client, with the exception of the subprograms Son City Center and Mobility Plan;
  5. to use the established action plans as input for the informative workshop "Omgevingswet; Programs in the Environmental Omgevingswetwith the city council on February 9, 2023.

10. Frameworks for a bicycle-friendly Son en Breugel - Jan Boersma

On January 10, a number of council members submitted an initiative proposal. The proposal concerns establishing frameworks for a more bicycle-friendly Son en Breugel. The municipal executive will determine its response to the initiative proposal and inform the municipal council.

The council decides to approve the content of the draft letter and informs the municipal council.
