1. Objection to penalty payment / Hans Gaillard
On April 9, 2021, the council decides to impose an order subject to a penalty on the objector. On May 13, 2021, the council receives an objection from the objector against the above decision. The objections committee recommends that the objection be declared unfounded and that the contested decision be upheld.
College Decision:
- Declare the objection unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
2. Decisions taken under mandate in week 35 2021 / Hans Gaillard
The College is periodically informed of decisions made in mandate. The summary includes decisions made on behalf of the College or the Mayor.
The board takes note of the overview of decisions taken in mandate week 35 2021.
3. Public Green Space Policy Document 2021 / Jan Boersma
The current green policy plan from 2013 is due for revision. The memorandum presented provides details on this. It is now being submitted to the council for consideration as an advisory document and later as a decision-making document.
The council decides to propose to the municipal council:
- adopt the Public Green Spaces Policy Document 2021;
- agree to the financial consequences;
- To determine the built-up area boundary in relation to the Nature Conservation Act. Map image '20210222 built-up area boundary in relation to the Nature Conservation Act' drawn up on February 22, 2021, thereby replacing the 'forest law boundary' established by the municipal council on May 29, 1980.
4. Decision on objection unable to sufficiently establish identity / Hans Gaillard
On April 1, 2021, the board decides not to process a request for access to processed personal data. On May 11, 2021, the board receives an objection from the objector against the above decision. The objections committee recommends that the objection be declared unfounded and that the contested decision be upheld.

5. Redevelopment of Ruysdaelstraat 2: adjustment of preconditions and principles of housing policy policy following motion / John Frenken
On July 22, 2021, the council adopted a motion entitled "Additional precondition for sheltered housing at the Ruysdaelstraat location." For the further elaboration of the plan by the 'thuis' housing association, your council must decide whether to adopt this motion, which will then lead to a further adjustment of the preconditions and principles established on June 8, 2021. It is proposed that the motion be implemented, with the proviso that this only applies to house hunters currently living in or with ties to Son en Breugel.
College Decision:
- Amendment of the preconditions and principles established on June 8, 2021, for the Ruysdaelstraat 2 development site, section 'housing policy', whereby:
a. the phrase "… in the event of a second letting, these residential units are available to all house hunters …" is deleted;
b. the provision "... the 20 housing units in question are available to the target group (people seeking housing with a 24-hour permanent care need with a WLZ indication) for as long as necessary ..." is added;
c. the provision "... to be regarded as house hunters with a 24-hour permanent care need with WLZ indication 'the house hunters currently residing in Son en Breugel and the house hunters who (temporarily) live elsewhere but whose first-line family lives in Son en Breugel' ..." is added; - Housing association 'thuis hier' must be informed of this in writing.
6. RIB purchase of agricultural land in Sonniuswijk / John Frenken
On August 3, the council took note of the final agreement on the purchase of agricultural land in Sonniuswijk for €4,650,000. It was agreed to inform the council of this as soon as possible. This can be done by means of a council information letter.
College Decision:
- to adopt the text of the council information letter regarding the purchase of agricultural land;
- Add this text to the next council information letter.
7. Request for support from the Coronavirus Fund / Paul van Liempd
A request has been made for compensation from the Corona Fund. The Corona Fund was set up to award compensation in special individual cases. These must be cases where no claim can be made under other schemes. It has been assessed that the applicant is eligible for compensation from the Corona Fund because no other options are available.
The board decides to grant the request for compensation based on the Corona Fund.
8. One-time subsidy Buiten de Lijntjes / Jos de Bruin
The theater group Piepschuim has approached the municipality of Son en Breugel with a request for a possible subsidy for a performance about climate change. The theater group is requesting a subsidy for the development process and the first performances in Son en Breugel. The performance fits in well with the sustainability strategy and gives residents the opportunity to become acquainted with culture. It is proposed that the council award a one-off subsidy of €7,000, to be covered by the national coronavirus crisis compensation reserve, and to include this in the second management report for 2021.
College Decision:
- to award a one-time subsidy of €7,000 for the performance "Buiten de Lijntjes" (Outside the Lines);
- cover the one-off subsidy from the national compensation reserve for the coronavirus crisis and include this in the second management report for 2021.
