1. Objection to charge under penalty / Hans Gaillard
On April 9, 2021, the college decides to impose a penalty payment order on the objector. On May 13, 2021, the college receives a notice of objection from the objector to the above decision. The Objections Committee recommends that the objection be declared unfounded and that the contested decision be upheld.
College Decision:
- Declare the objection unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
2. Decisions taken in mandate week 35 2021 / Hans Gaillard
The College is periodically informed of decisions made in mandate. The summary includes decisions made on behalf of the College or the Mayor.
The college takes note of the overview of decisions taken in mandate week 35 2021.
3. Public Green Space Policy Paper 2021 / Jan Boersma
The current green policy plan from 2013 is in need of revision. The submitted memorandum fulfills this need. It is now presented to the council for consideration as an opinion-making and later as a decision-making document.
The College decides to propose to the City Council:
- adopt policy document Public Green Space 2021;
- agree to the financial implications;
- Limit built-up area in relation to the Nature Protection Act. Map image '20210222 boundary built-up area in relation to Nature Protection Act' prepared d.d. 22-2-2021, thus replaces the 'Forest Act boundary' established by the City Council d.d. 29-5-1980.
4. Decision on objection unable to adequately establish identity / Hans Gaillard
On April 1, 2021, the college decides not to consider a request for access to personal data processed. On May 11, 2021, the college receives an objection from the objector to the above decision. The Objections Committee recommends that the objection be declared unfounded and that the contested decision be upheld.

5. Redevelopment Ruysdaelstraat 2: adaptation of preconditions and principles section housing policy following motion / John Frenken
On July 22, 2021, the council adopted a motion 'additional preconditions for protected living location Ruysdaelstraat'. For the further plan elaboration by Woonstichting 'thuis, a decision must be made by your college as to whether this motion will be adopted, which will then lead to a further adjustment of the preconditions and principles adopted on June 8, 2021. It is proposed to implement the motion, with the annotation that this only applies to house seekers currently residing or with a connection to Son en Breugel.
College Decision:
- Amendment to the Terms and Conditions adopted on June 8, 2021 for the Ruysdael Street 2 development site, Housing Policy section whereby:
a. the phrase "... upon a 2nd lease, these housing units shall be available to all housing seekers ..." is deleted;
b. the provision "... the 20 housing units in question are available, as long as necessary, to the target group (housing seekers with 24-hour permanent care needs with WLZ indication)..." is added;
c. the provision "... to consider as housing seekers with a 24-hour permanent care need with WLZ indication 'the housing seekers currently living in Son en Breugel and the housing seekers who (temporarily) live elsewhere but whose 1st line family lives in Son en Breugel' ..." is added; - Woonstichting 'thuis to be informed of this in writing.
6. RIB purchase of agricultural land in Sonniuswijk / John Frenken
On August 3, the college took note of the final agreement on the purchase of agricultural land in Sonniuswijk for an amount of € 4,650,000. It was agreed to inform the council of this as soon as possible. This can be done by means of a council information letter.
College Decision:
- Adopt the text for the council information letter regarding the purchase of agricultural land;
- Add this text to the next council information letter.
7. Request for support Corona fund / Paul van Liempd
Relief based on the Corona Fund has been requested. The Corona Fund was established to grant relief in special individual cases. These must be cases where no claim can be made under other schemes. It has been judged that the applicant does qualify for an allowance based on the Corona Fund because no other options are available.
The college decides to grant the request for relief based on the Corona Fund.
8. One-time grant Outside the Lines / Jos de Bruin
The theater group Piepschuim has approached the municipality of Son en Breugel about a possible grant application for a performance on climate change. The theater group is applying for a subsidy for the development process and the first performances in Son en Breugel. The performance fits well within the strategy on sustainability and gives residents the opportunity to get acquainted with culture. The college is proposed to grant a one-time subsidy of €7,000 and cover it from the state compensation corona crisis reserve and include this in the second administrative report 2021.
College Decision:
- To award a one-time grant of €7,000 for the performance "Outside the Lines."
