The college adopts the decision lists.
2. Appointment of Polling Station Members / Hans Gaillard
The College shall decide on the appointment of members of the main and central polling stations and of polling officials for the elections to the City Council. (Further referred to as HS/CS)
- To appoint as members of the principal and central electoral college for the period from December 10, 2021 to December 10, 2025: Mr. J.F.M. 3. Information plan 2022 Dommelvallei for theme night council December 8, 2021 / Hans Gaillard
On December 8 is the first annual joint I&A theme night for the municipal councils of the three Dommel-Valley municipalities. With this we meet the desire of the municipal councils to be more involved in the main line of the annual information plan and its progress. In this proposal we explain with what information and approach we go to your council.
The college decides to accept the draft information plan together with the additional information from the advisory note.
4. Order for administrative coercion / Hans Gaillard
It is proposed to impose two charges under penalty to the occupants of a house in Breugel. The front yard, house and backyard are full of stuff, which compromises fire safety and health. The first charge concerns acute fire safety. The second charge deals with health and safety.
College Decision:
- To agree to the order under administrative order to put acute fire safety in order within two weeks;
- To agree to the administrative order to improve health and safety in the home within four months;
- To agree to the decision to be sent.
5. Dues ordinance 2022 / Jan Boersma
Every year the council is presented with a proposal on municipal tax rates and tax ordinances.
College Decision:
- To approve the dues ordinance and associated fee table;
- To submit the council proposal for dues ordinance 2022 to the council for decision.
6. Implementation plan Basic Subsurface Registration / Jan Boersma
As of January 1, 2018, the Subsurface Basic Registration Act (Bro) is in force. This stipulates, among other things, that Administrative Bodies have the legal duty to supply and use data about the subsurface. Recently, the implementation plan for the municipality of Son en Breugel was drawn up. This marks the start of the design of the process within the municipality of Son and Breugel.
The college decides to approve the implementation plan "Administrative set-up BRO S&B".
7. Sustainable facade insulation outside / Paul van Liempd
On June 28, 2018, the municipal council unanimously adopted the motion "The sustainable facade" or "Flemish Rooilijndecreet in Son en Breugel. The motion asks the college to investigate whether and how the principles of the Flemish Rooilijndecreet can also be used in our municipality. Recently an initiator reported who wants to insulate the outside of his facade. The resident needs the insulation in order for the heat pump in his home to function properly. The college has examined under what Requirements it wants to cooperate. For this purpose, it has prepared a policy rule Sustainable facade insulation exterior.
College Decision:
- requesting the City Council's authority to allow up to 26 inches of building boundary overrun in the zoning ordinance for exterior durable wall insulation;
- Upon a positive decision of the City Council: to adopt the Sustainable Exterior Facade Insulation Policy Rule.
8. Decision on objection to decision on Wob request / Paul van Liempd
On April 23, 2021, the college received a Wob request regarding the reason for the departure of the town clerk. On June 16, 2021, in response to the request, the college decided to disclose part of the documents and refuse disclosure of another part of the documents. On July 12, 2021, the college received an objection to this decision. The Objections Committee recommends that the objection be declared unfounded and that the contested decision be upheld.
College Decision:
- Declare the objection unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
9. Memorandum on reserves and provisions 2022 / Jan Boersma
The note on reserves and provisions has been updated and can be presented to the City Council for consideration.
College Decision:
- To approve the 2022 reserves and provisions memo
- To submit the 2022 reserves and provisions memo to the council for decision.
10. Waste Regulation Implementation Order / Paul van liempd
On November 25, 2021, the municipal council adopted the Waste Materials Ordinance 2021 of the municipality of Son en Breugel. Based on the new waste materials ordinance, the college will adopt the implementation decree waste materials ordinance 2021. The implementation decree designates GR Blink as the collector of household waste and the manager of the environmental street as of 1-1-'22.
The College decides to adopt the 2021 Waste Regulation Implementation Order.
11. Joining Joint Arrangement Blink / Paul van Liempd
On Nov. 25, 2021, the City Council approved formal accession to the Blink Joint Arrangement. The college resolves to join the Blink Joint Arrangement effective January 1, 2022.
The college decides subject to the agreement of all municipalities within the Blink Joint Arrangement:
- To join the Blink Joint Arrangement as of January 1, 2022;
- To appoint Alderman Paul van Liempd as the representative of municipality of Son and Breugel in the General Board of Blink;
- To appoint an alternate member to represent the Municipality of Son and Breugel in the General Board of Blink;
- Adopt the privacy agreement (with attachments) with the GR Blink (AVG);
- not to handle all resident reports, complaints and services that logically result from Blink's services as of Jan. 1, 2022, but to refer them to Blink. Residents will contact Blink directly.
12. WP ODZOB 2022 19-11-2021 / Paul van Liempd
An important basis for the execution of the basic and requested tasks by ODZOB are the work programs (WP). The service agreement with ODZOB states that annually and no later than November 15 of the previous year, the draft work program will be agreed upon and finalized by the affiliated municipalities and province before December 1.
College Decision:
- To approve the ODZOB 2022 Work Program;
- include the additional costs of the work program compared to the municipal budget 2022 in the 1st berap 2022 and incorporate the multi-year consequences in the framework note 2023-2026.
13. CMD business plan / Paul van Liempd
The Son and Breugel City Council adopted the vision document for the CMD on December 20, 2020. Based on this vision document, the assignment was given to draw up a CMD business plan. In the period April through November the business plan was prepared with seven network partners. On November 4, the network partners agreed to Business Plan CMD 4.2. The business plan will be further developed into an implementation plan with annual tranches and a cooperation agreement with the 7 network partners.
College Decision:
- Agree to the CMD business plan;
- To note the presentation to the council CMD working group and the report;
- Provide the business plan to the City Council for notification.
