4 IBT supervision opinion on improvement plan archive and information management 2023-2024

In the first half of December 2023, we received the supervision assessment of the Interadministrative Supervision (IBT) of the province on the improvement plan archival and information management 2023-2024. The IBT assessed the plan with a "partially satisfies" for Dienst Dommelvallei and "satisfies" for the municipalities.

College Decision:

To take note of the IBT's supervisory assessment and the action to be taken thereon.
To adopt the council information letter with supervisory assessment IBT.

5 Statement of no objections dog kennel Sonniuswijk 5

For the purpose of the draft environmental permit for the conversion of an intensive livestock farm for meat pigs to a dog kennel at Sonniuswijk 5, the City Council must issue a draft statement of no objections.

The college decides to propose to the council to issue a draft declaration of no objections in favor of the draft environmental permit to deviate from the Buitengebied zoning plan for the realization of a dog kennel at Sonniuswijk 5 by means of the attached (draft) council proposal and draft council decision.

6 Set rates for works for third parties 2024

To settle work that the municipality performs for third parties, it is important that the college sets the rates for this. The college itself can make this decision because it is a private act. By choosing a determination basis, the rates can be easily and unambiguously redetermined annually.

The college decides to approve the rates works for third parties 2024.

7 Council decision additional criteria local broadcasting

Per February 17, 2025 the five-year designation of Stichting Lokale Omroep Son en Breugel as local broadcaster for our municipality expires. Therefore, as of February 17, the Media Authority will start an appointment procedure to designate a local broadcaster as of February 17, 2025. This means that besides the current local broadcaster also other parties may apply for the designation local broadcaster. Parties can apply for this until August 17, 2024 at the latest. The municipal council has an advisory role in the designation procedure. This means that the municipal council issues an opinion on whether applicants meet the statutory access criteria. If several applications have been submitted, the Commissariat asks the municipal council to also issue a preferential recommendation. In this preferential recommendation, the municipal council advises on which applicant is best suited to perform the function of local broadcaster for our municipality for the next five years. The Commissariat therefore asks the council to establish additional criteria at this stage of the designation procedure, against which your city council will test if several applications are submitted. The Commissariat asks the municipal council to establish additional review criteria by March 21.

The College decides to propose to the City Council:

To adopt the additional criteria for a local broadcaster;
Assign an equal weighting factor to these criteria;
Set the possible scores per criterion to: [inadequate to excellent]. To adopt the additional assessment criteria that a local broadcaster should meet, as proposed in the council proposal.

8 Views on draft zoning plan expansion HS Best station

On Dec. 19, 2023, the Best municipal council made the draft zoning plan "Expansion of HS Best station available for inspection until Jan. 30, 2024. The expansion of this station is an important link in solving the network congestion in the municipalities of Best, Oirschot, Son en Breugel and part of Eindhoven. Together with the other municipalities, the college intends to submit a joint viewpoint on the draft zoning plan to underline the social importance of this development.
