The college adopts the decision lists.

2. B&W advisory note Updating Youth Aid Regulation / Steven Grevink

The Son en Breugel 2018 Youth Aid Regulation is in need of updating. The VNG has revised the 2019 model ordinance in terms of content and wording. In addition, the
current regulation no longer appropriate to the local context. Based on the revised model regulation and the local context, the current regulation and the
associated executive order is updated. The College decides to submit the draft Youth Assistance Regulation and the draft. Implementation Decision to be presented for imaging

3. Addition of crisis assistance to DVO 21 / Steven Grevink

During the tender for the purchase of crisis assistance, a number of questions arose for which the best
appropriate solution has been found. To this end, the Service and Cooperation Agreement (DVO21) will be supplemented.

The college agrees to:

  1. The addendum and Annex 4a to the DVO21, which:
    a. the crisis assistance coordination function will be added to the list of youth assistance to be procured regionally;
    b. the financing of related costs runs through the Municipality of Eindhoven, in accordance with the allocation key of the DVO21 to be charged to the 21 municipalities as of January 1, 2022. For the municipality of Son and Breugel this involves a total of € 5,974, of which the financing of a similar amount in 2021 on the basis of the work plan 21 for Youth went through the municipality of Veldhoven.
  2. Placing contract management for the coordination function with the Municipality of Eindhoven (purchasing organization) and adjusting the overview of costs of the purchasing organization and the individual contribution of the regional municipalities (Annex 3 of the DVO21) accordingly. For the municipality of Son and Breugel it concerns an increase compared to the previous budget 2022 of € 167.
  3. The inclusion, for the guaranteed crisis beds purchased from youth care providers as of July 1, 2022 (availability funding Crisis Care Residence), of the funding by and settlement between the 21 municipalities in the DVO21, through the addition of Annex 4b, whereby the Municipality of Eindhoven can pay any advance payments and final settlement on behalf of the 21 municipalities to the providers concerned.
  4. The necessary addition to the mandate granted to the College of Mayor and Aldermen of the Municipality of Eindhoven with the Crisis Assistance Coordination Function, in accordance with the attached draft municipal bulletin.

4. B&W advice note pilot Bureau Jong 

Divorce always has an impact on children, both in the short and long term. Son en Breugel currently lacks preventive offerings to provide early
support when there is a divorce. A preventive program can prevent the need for (specialist) assistance at a later stage.
Bureau Jong offers a preventive group program for this target group which takes place at elementary school. The college takes note of the intention to start a pilot project
for a preventive group course for children with divorced parents with Bureau Jong.

5. Purchasing organization 'A 10 for youth': adjustment lump sum 2022 / Steven Grevink

In line with the purchasing methodology, agreements have been reached with healthcare providers on an adjustment of lump-sum payments for 2022. The effectuation of these agreements is before this opinion.

The college agrees to:

  1. The proposed 2022 lump sum adjustment
  2. Distributing the 2022 lump sum adjustment to the municipalities based on scenario 4.

6. B&W advisory note on policy framework / Steven Grevink

We are starting a discussion about a new policy framework for social domain. A kick-off memorandum has been prepared for this purpose in order to properly start the discussion with the city council.
