The college adopts the decision lists.
2. Municipal Executive advisory memorandum Update to the Youth Assistance Regulation / Steven Grevink
The Son en Breugel Youth Assistance Regulation 2018 is due for updating. In 2019, the Association of Netherlands Municipalities (VNG) revised the content and wording of the model regulation. In addition, the
current regulation was found to no longer be appropriate for the local context. Based on the revised model regulation and the local context, the current regulation and the
associated implementation decree will be updated. The council has decided to submit the draft Youth Assistance Regulation and the draft Implementation Decree to the council for information purposes.

3. Addition of crisis assistance to the DVO 21 / Steven Grevink
During the tendering process for the procurement of crisis assistance, a number of questions arose for which the best solution was found on the scale of the 21 municipalities in Southeast Brabant.
To this end, the Service and Cooperation Agreement (DVO21) will be supplemented.
The college agrees to:
- The addendum and Appendix 4a to the DVO21, whereby:
a. the coordination function of crisis assistance is added to the list of youth assistance services that are purchased regionally;
b. the financing of associated costs will be provided by the municipality of Eindhoven, in accordance with the DVO21 distribution key, with effect from January 1, 2022, by passing on the costs to the 21 municipalities. For the municipality of Son en Breugel, this amounts to a total of €5,974, of which a comparable amount was financed in 2021 on the basis of the 2021 work plan for youth via the municipality of Veldhoven. - Investing in contract management for the coordination function at the municipality of Eindhoven (procurement organization) and adjusting the overview of procurement organization costs and the individual contribution of the regional municipalities (Appendix 3 of the DVO21) accordingly. For the municipality of Son en Breugel, this represents an increase of €167 compared to the previous 2022 budget.
- The guaranteed crisis beds purchased from youth care providers as of July 1, 2022 (availability financing for crisis care accommodation), inclusion of the financing by and settlement between the 21 municipalities in the DVO21, by adding Appendix 4b, whereby the municipality of Eindhoven can pay any advance payments and final settlements to the relevant providers on behalf of the 21 municipalities.
- The necessary addition to the mandate granted to the Municipal Executive of Eindhoven with the Coordination Function for Crisis Assistance, in accordance with the attached draft municipal gazette.
4. Municipal Executive advisory memorandum on the Bureau Jong pilot project
Divorce always has an impact on children, both in the short and long term. In Son en Breugel, there is currently no preventive program in place to provide these children with early support
when a divorce occurs. A preventive program can prevent the need for (specialist) assistance at a later stage.
Bureau Jong offers a preventive group program for this target group, which takes place in primary schools. The council takes note of the intention to start a pilot
for a preventive group program for children with divorced parents with Bureau Jong.
The council decides to launch a pilot project for a preventive group program for children with divorced parents in collaboration with Bureau Jong.
5. Procurement organization 'A 10 for youth': adjustment of lump sum 2022 / Steven Grevink
In line with the procurement methodology, agreements have been made with healthcare providers regarding an adjustment to the lump sum payments for 2022. The implementation of these agreements is outlined in this recommendation.
The college agrees to:
- The proposed adjustment of the lump sum for 2022
- Distributing the adjustment of the 2022 lump sum among the municipalities based on scenario 4.
6. Municipal Executive advisory memorandum on policy framework / Steven Grevink
We are initiating a discussion about a new policy framework for the social domain. A kick-off memo has been drawn up for this purpose to ensure that the discussion with the city council can get off to a good start.

The council decides to approve the submission of the kick-off memorandum on the social domain policy framework for 2023-2026 to the municipal council for an exploratory discussion.
