3 Interadministrative Supervision (IBT) supervisory assessment Environmental Law 2024

The province systematically monitors the timeliness/updatedness and quality of municipalities' legally required VTH documents. The IBT 2024 assessment form shows that the municipality has scored positively and thus meets the established assessment criteria and standards.

The college decides:

  • To accept for notification the supervisory assessment Interadministrative Supervision (IBT) 2024;
  • Inform the City Council through a council information letter.

4 Pupil Transport Mandate Decision

Since February 1, 2024, Forseti has been handling pupil transport applications for the municipality. The college is authorized to make decisions regarding pupil transport. Since Forseti now handles the applications, they must make decisions on behalf of the college. For this, the consultants of Forseti must be mandated. The proposal is to arrange this through the attached mandate decision.

The college decides to grant a mandate to the consultants of Forseti for the implementation of and taking decisions (granting/refusing) within the framework of Pupil Transport, pursuant to the provisions of the Ordinance funding pupil transport Son en Breugel.

5 Continued Eating Team Son and Breugel

From May 1, 2023 to May 1, 2024, a pilot ran with the Eetteam Son en Breugel. The eating team forms a specialism within primary care to reduce and prevent aggravation and overburdening of secondary care. Parents and young people can contact the eating team for eating problems without indication. The multidisciplinary approach ensures that they can be supported effectively and quickly.

College Decision:

  1. Provide structural follow-up to the Eetteam Son en Breugel;
  2. contribute to this through financial compensation for the multidisciplinary consultations á € 3,600 per year;
  3. cover this fee in the first year of the follow-up from the Youth Policy budget, FCL 6672016.
     

6 RES MRE - Cooperation and Implementation Program (S&UP). 

Because the RES MRE (Regional Energy Strategy - Eindhoven Metropolitan Region) has agreed on a new organizational structure, the Cooperation and Implementation Program RES (S&UP) has been updated. The S&UP is an elaboration of the RES 1.0. It is a multi-year program containing the projects we are implementing as a region, including the way of working together. In this period the focus is on the continuation and acceleration of the implementation; the current frameworks from the RES 1.0 offer sufficient room for this. As an elaboration of the S&UP, an Annual Plan will be drawn up each year, which will include a more detailed elaboration of the projects, including budget, as an annual instalment. The
present draft S&UP is a 0.9 version. Based on input from the RES MRE steering committee, the final elaboration will take place in order to
a 1.0 version which will be presented to the Poho energy transition of September 11. The new S&UP will then be translated into the MRE Work Program 2025-2026. During the official consultation Energy Transition (dated 25 June 2024), the involved
officials of the MRE municipalities were requested to offer this draft version to the colleges of the MRE municipalities for notification.

The college decides to accept the S&UP for notification.

7 Memo accompanying informational session Sept. 26, 2024 

The college decides to take note of the memo on the update and progress of the CMD Plan of Action for the council on Sept. 26.
 

8 General Local Regulation 2024

Due to various developments in laws, regulations and practice, the General Local Ordinance is being updated.

The College decides to adopt the council proposal "General Local Ordinance 2024" and submit it to the City Council for adoption.

9 Remember September

Currently, the commemoration of 80 years of liberation (Remember September) is being prepared. By the council during the consideration of the budget 2024-2027 the available budget of € 150,000 was adjusted to € 125,000. At the request of the council, the college promised to come up with an additional proposal if the budget turns out to be insufficient. It is now clear that the budget will in all likelihood
insufficient. We want to inform the council about this. This advisory note includes the text for inclusion in the next council information letter.

College Decision:

  • To account for an excess of the budget made available for Remember September in the 2024 2nd Administrative Report;
  • Adopt the text as included in the advisory note and include it in the next council information letter.

10 Answering written council questions park Vroonhoven

On July 11, 2024, For You! asked questions about the state of maintenance of Vroonhoven Park and whether the college is aware of the grant opportunity from the Livability Fund. The Council is aware of a delay in answering due to the vacation period. The college answers these written questions in an outgoing letter.

The college decides to adopt the response to the written questions about Vroonhoven Park, as included in the outgoing letter to the City Council, and to send this letter.

11 Redesign of environmental street and temporary closure 

The current environmental site is going to be remodeled. We want to inform the council about the schedule, temporary closure and replacement location.

The College decides to adopt the RIB and offer it to the City Council for information.

12 Mobility Package

The Multi-Year Multimodal Mobility Package (MMMP) is an elaboration of the Regional Mobility Vision. It programs regional mobility measures until 2040. Measures decided upon earlier are included in the MMMP under the Short-Term Measures (KTM) 1. Measures resulting from the Brainportdeal and the Beethovendeal are included in KTM2. The principles from the first draft KTM2 will be discussed during the Poho Mobility MRE on September 5, 2024.

The college decides to approve the draft KTM2 and MMMP, noting that:

  1. the concept is only discussed; 
  2. City Councils will be informed in a joint Council information letter and/or joint session; 
  3. no financial obligations are yet requested; 
  4. the portfolio holder will elaborate.
