3 Intergovernmental Oversight (IBT) oversight assessment Environmental Law 2024
The province systematically monitors the timeliness/up-to-date status and quality of the legally required VTH documents of the municipalities. The IBT 2024 assessment form shows that the municipality has scored positively and thus meets the established assessment criteria and standards.
The council decides:
- to take note of the Intergovernmental Supervision (IBT) 2024 supervisory assessment;
- inform the city council by means of a council information letter.
4 Mandate decision on student transportation
Since February 1, 2024, Forseti has been handling school transport applications for the municipality. The municipal executive is authorized to make decisions regarding school transport. Since Forseti now handles the applications, they must make decisions on behalf of the municipal executive. To this end, Forseti's consultants must be mandated. The proposal is to arrange this by means of the attached mandate decision.
The council decides to grant mandate to the consultants of Forseti for the implementation of and decision-making (granting/refusing) in the context of Student Transport, based on the provisions of the Son en Breugel Student Transport Funding Regulation.
5 Continued Son en Breugel Food Team
From May 1, 2023, to May 1, 2024, a pilot project was run with the Son en Breugel Food Team. The food team is a specialist unit within primary care that aims to reduce and prevent the deterioration and overload of secondary care. Parents and young people can contact the food team for eating problems without referral. The multidisciplinary approach ensures that they can be supported effectively and quickly
. Following the initial positive results, it has been proposed that the eating team be given a structural follow-up.
College Decision:
- to continue the Son en Breugel Food Team on a structural basis;
- contribute to this by means of a financial compensation for the multidisciplinary consultations of €3,600 per year;
- cover this reimbursement in the first year of the follow-up from the Youth Policy budget, FCL 6672016.
6 RES MRE - Cooperation and Implementation Program (S&UP)
Because the RES MRE (Regional Energy Strategy – Eindhoven Metropolitan Region) has agreed on a new organizational structure, the RES Cooperation and Implementation Program (S&UP) has been updated. The S&UP is an elaboration of RES 1.0. It is a multi-year program containing the projects that we are implementing as a region, including the manner of cooperation. During this period, the focus will be on continuing and accelerating implementation; the current frameworks from RES 1.0 offer sufficient scope for this. To elaborate on the S&UP, an Annual Plan is drawn up each year, which includes a more detailed elaboration of the projects, including the budget, as an annual target. The
present draft S&UP is a 0.9 version. Based on input from the RES MRE steering group, the final elaboration will take place in order to arrive at
a 1.0 version that will be presented to the Poho energy transition on September 11. The new S&UP will then also be translated into the MRE Work Program 2025-2026. At the official Energy Transition consultation (dated June 25, 2024), the
officials from the MRE municipalities were asked to submit this draft version to the councils of the MRE municipalities for information.
The council decides to take note of the S&UP.
7 Memo for informational session September 26, 2024
The council decides to take note of the memo on the update and progress of the Action Plan cmd. for the council on September 26.
8 General Local Regulation 2024
Due to various developments in legislation and regulations and in practice, the General Local Regulation is being updated.
The council decides to adopt the council proposal "General Local Regulation 2024" and to submit it to the municipal council for adoption.
9 Remember September
Preparations are currently underway for the commemoration of 80 years of liberation (Remember September). During its discussion of the 2024-2027 budget, the council adjusted the available budget from €150,000 to €125,000. At the council's request, the municipal executive has agreed to submit a supplementary proposal if the budget proves to be insufficient. It is now clear that the budget will in all likelihood
will be insufficient. We would like to inform the council of this. This advisory note contains the text for inclusion in the next Council Information Letter.
College Decision:
- justify exceeding the budget allocated for Remember September in the second management report for 2024;
- to adopt the text as included in the advisory memorandum and to include it in the next council information letter.
10 Responses to written council questions regarding Vroonhoven Park
On July 11, 2024, Voor u! asked questions about the state of maintenance of Vroonhovenpark and whether the council is aware of the subsidy option offered by the Leefbaarheidsfonds (Liveability Fund). The Council is aware of the delay in responding due to the holiday period. The council will answer these written questions in an outgoing letter.
The council decides to adopt the answers to the written questions about Vroonhovenpark, as included in the outgoing letter to the municipal council, and to send this letter.
11 Redesign of recycling center and temporary closure
The current recycling center is going to be renovated. We would like to inform the council about the schedule, temporary closure, and replacement location.
The council decides to adopt the RIB and submit it to the municipal council for information.
12 Mobility package
The Multi-Year Multimodal Mobility Package (MMMP) is an elaboration of the Regional Mobility Vision. It sets out regional mobility measures to be implemented up to 2040. Measures that have been decided on previously are included in the MMMP under Short-Term Measures (KTM) 1. Measures arising from the Brainport Deal and the Beethoven Deal are included in KTM2. The principles from the first draft of KTM2 will be discussed during the Poho Mobility MRE on September 5, 2024.
The council decides to approve the draft KTM2 and the MMMP, taking into account that:
- the concept is only being discussed;
- the municipal councils are informed in a joint Council Information Letter and/or joint session;
- no financial obligations are yet required;
- The portfolio holder will explain this.
