1. Internal (non-public) list of decisions and public list of decisions dated September 26, 2023 - Suzanne Otters-Bruijnen

The college adopts the decision lists.

2. Political Evening October 5, 2023 - Suzanne Otters-Bruijnen

The council discusses the program schedule for the Political Evening on October 5, 2023.

3. Intergovernmental Oversight (IBT): Oversight Assessment Environmental Law 2023 - Suzanne Otters-Bruijnen

The province systematically monitors the timeliness/up-to-dateness and quality of the legally required VTH documents of the municipalities. The IBT 2023 assessment form shows that the municipality has scored positively and thus meets the established assessment criteria and standards.

The College:

  • Takes note of the Intergovernmental Oversight (IBT) 2023 oversight assessment;
  • Decides to inform the municipal council by means of a council information letter.

4. Extension of the Landscape Incentive Scheme - Steven Grevink

From 2021 to 2023, the municipality of Son en Breugel participated in the Landscape Incentive Scheme (StiLa). The term of the StiLa can be extended by two years. Every euro made available by a municipality is doubled by the province. The scheme encourages activities/initiatives in the field of nature and landscape in rural areas. Participation contributes to the sustainable development of the countryside from a landscape, ecological, hydrological, recreational, and socioeconomic perspective.

College Decision:

  • 1. To agree to extend the term of the Landscape Incentive Scheme and to digitally sign (or have digitally signed) the cooperation agreement with the province (by proxy, if necessary);
  • 2. To note that the financial consequences of this (€30,000) have already been included in the 2024-2027 multi-year budget, which will soon be presented to your Council.

5. Tax Regulations 2024 - Jan Boersma

Every year the council is presented with a proposal on municipal tax rates and tax ordinances.

College Decision:

  • To approve the tax and fee regulations with accompanying rate tables;
  • To submit the council proposal for tax regulations 2023 to the council for decision-making.

6. Rent temporary school units Bloktempel - Steven Grevink

The council has made funds available for the expansion of De Bloktempel Primary School. The project has always taken into account the possibility that a number of classrooms may be unusable for a short period during construction due to construction noise. It was also known that this possibility would only become apparent after the tender process had taken place. It has become apparent that temporary accommodation will indeed be required during construction. Other locations for temporary accommodation were initially considered. However, these were all very expensive or unsuitable for temporary educational accommodation. Four temporary units are required to temporarily house the educational activities at the Bloktempel for six months. The costs of €158,000 will be included in the second management report for 2023.

College Decision:

  1. The additional credit of €158,000 for the rental of school units to be included in the second management report;
  2. To label this as a 'fire hazard';
  3. Inform the council about this via the Council Information Letter.

7. Social Domain Monitor Fall 2023 - Steven Grevink

The Social Domain Monitor is compiled twice a year. It is also presented to the municipal council during an informative evening. It is proposed that the council approve the structure and layout (which has changed slightly compared to previous editions) of the draft Social Domain Monitor. In the run-up to the informative council session (on October 5), it will be further supplemented and finalized with data and figures up to and including June 30, 2023.

College Decision:

  • To agree with the structure and layout of the draft Social Domain Monitor;
  • To grant the portfolio holder a mandate to use this draft as a basis for producing a final version that can be presented to the municipal council on October 5.
