4. Second Interim Report 2026, Dommelvallei Department
Dienst Dommelvallei carries out operational management tasks for the municipalities of Geldrop-Mierlo, Nuenen, and Son en Breugel. For the municipalities of Nuenen and Son en Breugel, Dienst Dommelvallei also performs service-related tasks. The Joint Arrangement for the Operational Management Organization Dienst Dommelvallei stipulates that the board must provide the municipal councils with all information necessary for a proper assessment of the policies the board has implemented and intends to implement. To that end, Dienst Dommelvallei hereby submits the 2nd Interim Report for 2026 (formerly the Executive Report), detailing the variances for the first 8 months of 2026, for the municipalities’ information. The 2nd Interim Report for 2026 from Dienst Dommelvallei has no implications for the 2026 budget or subsequent budgets of the municipality or municipalities.
The council decides to take note of the second interim report for 2026 from the Dommelvallei Service.
5. Science Park EHV Parking Garage
The project proponent has submitted a preliminary request to construct a parking garage on the unnumbered lot at Science Park Eindhoven. The site is currently used as a temporary parking facility for employees of the nearby company Prodrive. The initiative does not comply with the current environmental plan. To provide the initiator with clarity regarding the Requirements under which the municipality is willing to provide planning cooperation, preconditions and guiding principles have been established. These are included in the “Preconditions and Guiding Principles for the Development of Science Park Eindhoven (unnumbered).” The preconditions are divided into requirements and recommendations. Requirements are Requirements that the initiative must meet to be eligible for planning cooperation. Recommendations are quality objectives that the municipality recommends but which do not constitute independent grounds for refusal.
The council has decided to establish the preconditions and guiding principles for the development of Science Park Eindhoven, specifically regarding the construction of a parking garage at this location.
6. New decision on the appeal following the court’s ruling
In its ruling of September 3, 2026, the Oost-Brabant District Court upheld the appeal against the decision on the objection dated June 3, 2025, overturned the decision on the objection, and instructed the municipal executive to issue a new decision on the objection within eight weeks, in accordance with the ruling. The municipal executive will issue a new decision on the objection in accordance with the court’s ruling.
The Board decides:
1. to declare the objection unfounded and to uphold the contested decision, with additional reasoning;
2. to reject the request for reimbursement of costs pursuant to Article 7:15(2) of the General Administrative Law Act (Awb);
3. to refer, in part, to the opinion of the Objections Committee for the reasoning behind the decision.
