1. Adoption of non-public decision list and public decision list dated October 27, 2020 / Hans Gaillard
The college adopts the decision lists.
2. Schedule of council and committee meetings first quarter 2021 / Hans Gaillard
In good time before the end of the year, the General Affairs Committee sets the schedule of council and committee meetings for the following year. This establishes when meetings will take place and can be taken into account when planning. For now, the schedule covers the first quarter of 2021, pending City Council decision-making on the "Trial New Meeting Structure and Method of Decision-Making by the City Council."
The college decides to take note of and agrees with the meeting schedule for council and committee meetings first quarter 2021 to be submitted to the General Affairs Committee by the council president and clerk.
3. Adopt replacement decision and replacement manual / Hans Gaillard
By adopting the replacement decision, the college decides to proceed with the replacement of paper records with digital copies. Replacement is an irreversible process. Therefore, the quality of the replaced copies is very important. In order to establish the quality level of the replacement, the replacement manual has been prepared.
College Decision:
- to establish replacement of archival records;
- Adopt the Replacement Manual;
- Authorize the change management of the Replacement Manual to the Director of Service Dommelvallei with the possibility of authorizing others qualified to do so;
- To accept for notification that the municipal secretary, as administrator referred to in the Son en Breugel 2019 Information Management Regulations, signs an authorization decree authorizing the Director of Service Dommelvallei to make and sign the Declarations of Replacement or Destruction of the original archive documents with the possibility of authorizing others qualified to do so.
4. 2nd Administrative Report Dommelvallei Service / Hans Gaillard
The Dommelvallei Service common regulation states that the General Board reports every four months to the councils and colleges of the participating municipalities. Through the 2nd administrative report 2020, Dienst Dommelvallei reports in outline on the first 8 months of 2020. The management report does not give cause for a budget amendment. As a result, the City Council cannot express its views on the management report. The council will be informed via an incoming document.
The college decides to take note of the 2nd administrative report 2020 of Service Dommelvallei.
5. Award of Volunteer Medal / Hans Gaillard
It is customary to award a Volunteer Medal at the turn of the year.
The Volunteer Medal can be awarded as a token of appreciation, both to residents
residents and non-residents of Son en Breugel, who have achieved generally acknowledged merits in any field of social life. The college decides on this and requests prior advice from the general affairs committee. This advice contains a proposal on the awarding of the medal.
The college approves the proposal to award the Volunteer Medal and submits it to the General Affairs Committee.
6. Deletion of public law restrictions from the National Provision / Hans Gaillard
We have been asked to remove a number of restrictions from the land registry.
To achieve that, the relevant decisions should be repealed. For part of the requests, there is no reason to leave the decisions in place, so those requests can be met. Some two decisions will be upheld under proper motivation.
College Decision:
- Revoke the preventive charge under penalty to the owner of parcel De Kuilen 3a regarding the use of a building for parties and gatherings by third parties or with a commercial character;
- To revoke the orders under penalty payment to Van Happen Holding BV with regard to causing (dust) nuisance by storing large quantities of sand and broken rubble and with regard to its use as a parking location for third-party cars;
- uphold the orders under penalty payment to EazzyPark B.V. and Ovi Service B.V. regarding their use as parking locations for third-party cars;
- Have the restrictions listed in 1 and 2 removed from the National Provision.
7. Council agenda Nov. 5, 2020 / Hans Gaillard
The college will discuss the items scheduled for the November 5 budget council meeting. This council meeting will continue on Nov. 11.
8. Opinions combined meeting committees Territory Affairs and Civil Affairs dated October 27, 2020 / Hans Gaillard
A joint meeting of the Land Affairs and Civil Affairs committees was held on Oct. 27. The college is informed of the opinions given by this committee.
The College takes note of the opinions and commitments of the combined meeting of the Committees on Territory Affairs and Civil Affairs of October 27, 2020.
9. Roll out basic plan redevelopment park north Sonnius Park / John Frenken
The Sonnius Park Steering Committee prepared the rollout of the basic plan redesign of Park North Sonnius Park on October 14. Of this, the college is informed by this advisory note.
College Decision:
- To approve the rollout of the construction base plan redevelopment park north Sonnius Park;
- the base plan may be submitted to the Land Use Committee and the Council for notification by means of a Council information letter.
10. Request for expansion of fish farm with packaging area at Brouwerskampweg 19 / John Frenken
The request concerns the expansion of fish farm Foolen, Brouwerskampweg 19 with a packaging area/freezer storage of 3000m2. The expansion violates the "Buitengebied" zoning plan. The council has the authority to enlarge or change the shape of a building area through a zoning plan review.
The College decides in principle to grant cooperation (under Requirements) to the expansion of fish farm Foolen, Brouwerskampweg 19 with a packaging area/freezer storage of 3000m2.
11. Bridging agreement with Baetsen/Remondis / Paul van Liempd.
On July 7, 2020, the College decided to initiate a study to temporarily continue waste collection as of January 1, 2021 with the current collector. The outcome of this investigation is that a 1-year bridging agreement with the current service provider is the best option.
The college decides to enter into a bridging agreement with Baetsen/Remondis for a period of 1 year based on the current service.
12. Agreement with Attero for processing household organic waste / Paul van Liempd
The municipality of Son and Breugel, under the direction/control of the GR Blink, has completed a regional tender for the processing of household organic waste after January 1, 2021. Lot 4, which includes Son and Breugel, was awarded to Attero. The municipalities that participated in the tender individually enter into an agreement with the contractor. The contract has a term from January 1, 2021 to December 31, 2022 and can be extended 2x by one year.
The college decides to enter into an agreement with Attero for processing household GFT after Jan. 1, 2021.
13. Survey of frequency of use of shared cab / Paul van Liempd
It is suspected that the frequency of use, and therefore the costs, of collective demand-dependent transport (CVV) is higher in the municipality of Son en Breugel than in other (comparable) municipalities. Frequency of use refers to the number of trips per person and the distance. The study focused on the possible higher use of CVV, the causes of the possible higher use and whether measures are needed. The results are now available.
College Decision:
- To take note of the research report on the frequency of use of the shared cab;
- mandate (to Team Policy Social Domain) to come up with further advice as an elaboration of the aforementioned recommendations;
- Inform the Council in the next Council information letter.
