3. Political Evening March 5, 2026

The council takes note of the program for the Political Evening on March 5, 2026, and
submits the list of commitments and the list of outstanding motions to the council.

College Decision:

  1. take note of the program for the Political Evening on March 5, 2026;
  2. to present the list of commitments dated January 29, 2026 to the council;
  3. to present the list of outstanding motions to the council for the meeting of March 5, 2026.

4. Implementation of the MRE - Meierijstad Cooperation Agreement

On December 17, 2025, the General Board of the Eindhoven Metropolitan Region (MRE) adopted the
Regulation for the Eindhoven Metropolitan Region – Municipality of Meierijstad, which is a joint
regulation. The MRE-Meijerijstad Cooperation Agenda has been drawn up for substantive cooperation. The tasks relating to Economy and Talent, Housing, and Mobility in the
Cooperation Agenda require administrative and managerial commitment in order to be realized. With
this proposal, a decision will be made on the administrative commitment.
 

College Decision:

  1. the tasks of Economy & Talent and Mobility in the context of the Cooperation Agenda
    MRE-Meijerijstad to be administratively assigned to the Alderman and Mobility;
  2. the tasks related to housing in the context of the MRE-Meijerijstad Cooperation Agenda
    to be administratively assigned to the Alderman ;
  3. to assign the overarching administrative tasks in the context of the MRE-Meijerijstad Cooperation Agenda to the Mayor.

5. Establishing preconditions and principles Triangle approx. 

The initiator wants to cease his business activities on the Driehoek and develop a residential property. The rest of the plots will be converted from agricultural to nature use, as a landscape investment within the customized environmental quality scheme. The initiator aims to make the property suitable for all stages of life and energy neutral. The existing buildings will be completely demolished and the existing containers will be removed. The initiative proposal does not fit within the environmental plan of the municipality of Son en Breugel. This council proposal sets out the preconditions and principles under which the municipality can cooperate with the plan. On this basis, the initiator is invited to further develop the plan. 

College Decision; 

  1. to establish the "preconditions and starting point for the Driehoek ong. development site" for the redevelopment of the development site;
  2. to inform the initiator in writing about the "preconditions and principles for the Driehoek development site" and to request that a detailed plan be drawn up that fulfills these conditions.

6. Preparatory decision on preliminary protection rules for multi-tenant buildings 

The municipality of Son en Breugel strives to provide future-proof, safe, and attractive business locations and sufficient employment opportunities for its residents. That is why the municipality makes economical use of the available space (both physically and in terms of noise and environmental zoning categories) in the industrial estates and wants to prevent undesirable developments. The municipal executive is taking a preparatory decision to establish preliminary protection rules to prevent the possibility of multi-tenant buildings being constructed.

Opinion 

College Decision:

  1. to impose a ban on multi-tenant buildings;
  2. to adopt a preparatory decision as referred to in Section 4.14 Omgevingswet the entire municipality, establishing preliminary protection rules in preparation for amending the environmental plan for the entire municipality, as included in Appendix 1 to this council decision;
  3. to adopt the text on multi-tenant buildings and include it in the next council information letter.

7. Decision on objection to parking ban on Schoolstraat 

On September 18, 2025, the municipal executive decides to impose a parking ban on Schoolstraat between Nieuwstraat and Kerkstraat in Son en Breugel. On November 9, 2025, the municipal executive receives an objection from the objector against the above decision. The appeals committee recommends that the appeal be declared unfounded and that the contested decision be upheld.

College Decision: 

  1. Declare the objection unfounded;
  2. uphold the contested decision;
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

8. RIB Mobility 

To inform the council about the newsletter regarding the start of the tender process for the new Southeast Brabant concession, which is expected to commence in 2029. This has little impact for now and is only for the purpose of sharing information. 

The council decides to adopt the text of the Southeast Brabant public transport concession and to include it in the next council information letter.

9. Letter of intent for youth in the Dommel Valley+ 

The four Dommel Valley+ municipalities of Geldrop-Mierlo, Nuenen, Son en Breugel, and Waalre are signing a letter of intent in the area of youth. By working more closely with our neighboring municipalities in the area of preventive youth care, we are increasing our implementation capacity, strengthening local teams, and creating a solid foundation for sustainable improvement in youth care.

College Decision: 

  1. to adopt the agreement "Letter of Intent Dommelvallei+" in accordance with the draft;
  2. the mayor transfers the signing of this agreement to Alderman ;
  3. to adopt the council information letter 'Declaration of Intent Dommelvallei+' and include it in the next council information letter after the moment of signing.

10. Evaluation of municipal forest management 

The evaluation of forest management in 't Harde Ven and the Sonse Bergen (2021–2025) has been completed and externally assessed. The assessment confirms that management has been carried out carefully and that the results have been accurately recorded. With the completion of the first management cycle, the foundation has been laid for the start of the new management period in 2026. 

College Decision: 

  1. to adopt the evaluation of municipal forest management at 't Harde Ven and Sonse Bergen, including the external assessment;
  2. to adopt the text on "Evaluation of municipal forest management" and include it in the next council information letter;
  3. to adopt the text "Invitation to a field trip on municipal forest management" and to invite the municipal council to a field trip in the forest.

11. Termination of DGZ-Z 1.1 

The Green Zone Solar Panels 1.1 is a regional collaboration between 11 municipalities within the Eindhoven Metropolitan Region, in which residents with limited financial resources are supported in the purchase and installation of solar panels. Due to an increase in uncertain factors, such as the definitive abolition of the net metering scheme, the serious increase in grid congestion, and the limited technical solutions available for this target group, the progress of the project has come under pressure. In consultation with the administrators of the municipalities involved, it has been decided to terminate the current project. 

College Decision: 

  1. to agree to the termination of the current cooperation with De Groene Zone Zonnepanelen 1.1.;
  2. The council decides to adopt the text on the termination of the Green Zone Solar Panels project and to include it in the next council information letter.

12. Policy rules for the Participation Act in balance 

On January 1, 2026, the amended Participation Act came into force. The old Participation Act, which came into force on January 1, 2015, was generally considered too rigid and complex. With an amendment, the "Participation Act in Balance," the cabinet is creating more room for customization, trust, and simpler procedures. The amended Act contains elements that require municipalities to develop further policy details. For some topics, policy must be established with effect from January 1, 2026. For other topics, changes are still to come, which will take effect on January 1, 2027. We will return to you on this in the fall of 2026. We hereby present to you the Policy Rules on Reintegration and the Policy Rules on Income and Means Testing under the Participation Act, with the recommendation that they be adopted. These rules cover the subjects for which the policy will take effect in 2026. The regulations for the Participation Act do not need to be amended at this stage. It is also proposed to inform the council via the attached council information letter. 

College Decision: 

  1. to adopt the Policy Rules on Income and Means Testing under the Participation Act for the municipality of Son en Breugel 2026;
  2. to adopt the Policy Rules on Reintegration under the Participation Act for the municipality of Son en Breugel 2026;
  3. in agreement with the draft letter containing your response to the advice of the Social Domain Advisory Council;
  4. to adopt the text concerning the Balanced Participation Act and to include it in the next council information letter.
