3 Program Political Evening, List of commitments, List of outstanding motions
The college takes note of the June 5 Political Evening program and offers the list of commitments and the list of outstanding motions to the council.
College Decision:
- To take note of the program of the June 5, 2025 Political Evening;
- Present the May 15, 2025 list of commitments to the council;
- Present the list of outstanding motions dated June 5, 2025 to the council.
4. Decision on objection refusal of environmental permit.
On January 8, 2025, the college decides to deny the application for an environmental permit. On February 18, 2025, the college receives a notice of objection from the objector to the above decision. The Objections Committee recommends that the objection be declared unfounded, that the contested decision be upheld and that the request for reimbursement of legal costs be rejected.
College Decision:
- Declare the objection unfounded;
- uphold the contested decision;
- Reject the request for reimbursement of legal costs;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
5 Decision on objection environmental permit to erect business hall with office
On January 16, 2025, the college decides to grant an environmental permit for the erection of an industrial hall with office. On January 27, 2025, the college receives a notice of objection from the objector. The Objections Committee recommends that the objection be declared unfounded and that the contested decision be upheld.
College Decision:
- Declare the objection unfounded;
- uphold the contested decision;
- To refer to the opinion of the Objections Committee for the mottling of the decision.
6 Subsidy scheme for VVE and SMI
On May 15, 2025, the municipal council adopted the Educational disadvantages policy (OAB) 2025 - municipality of Son en Breugel. An elaboration of this is the subsidy arrangement between municipalities and child care organizations. This regulation determines under which Requirements the childcare organizations in the municipality of Son and Breugel receive subsidies for the implementation of toddler care, pre-school education (VE) and Social Medical Indication (SMI). The subsidy scheme is hereby submitted to the college for adoption.
The college decides to adopt the subsidy scheme for pre-school facilities and SMI municipality of Son en Breugel 2025.
7 Conversion of cash loan to long-term loan 2025
In June 2025, the current cash loan of €10 million will be converted into a long-term loan due to a long-term financing need.
College Decision:
- in June 2025 to convert the cash loan of €10 million into a long-term money loan of €10 million with a maturity of 10 years;
- The Mayor decides to entrust the signing of the above money loan agreement to Alderman J. Boersma pursuant to Article 171 paragraph 2 of the Municipal Law.
8 Bizob procurement strategy; Machine pruning plantings
The municipality is responsible for the proper maintenance of greenery. Machine pruning of plantings requires new specifications to be tendered. Performance of the work concerns a service. To determine how this service should be tendered, a procurement strategy has been drawn up by BIZOB.
The college decides:
1. to adopt the procurement strategy for the tender of the specifications "machine pruning plantings in Son & Breugel" for 2025-2026;
2. to grant a mandate to Manager Ruimte for the further implementation of the tender procedure, including the adoption of the award decision and the framework agreement.
9 1st Board Report 2025
The management report is an interim financial account from the college to the council. Only financial deviations (advantages and disadvantages) are explained in the management report. The alternative use of resources is also explained in the management report. This booklet does not explain delays or deviations in policy.
College Decision:
- To agree to the contents of the present First Administrative Report 2025 and submit it to the City Council for decision;
- To propose to the council that the unfavorable balance of €857,127 be charged to the free-spending reserve;
- To approve the various deposits and withdrawals to reserves and provisions, as proposed in this first administrative report 2025;
- Agree to increase the appropriation for Tractor John Deere by €15,000;
- To approve the credit request for audio visual resources of €20,000;
- To approve the 6th budget amendment 2025;
- To agree to the council proposal.
10 Annual Report 2024
The college prepares annual financial statements (consisting of the annual report and financial statements).These are made available to the auditor for review in mid-April. The auditor presents his findings in a report and any amended version of the financial statements then goes to the council for adoption. The proposal includes the final version of the 2024 annual report and financial statements. The auditor gives an unqualified opinion for fairness. The council proposal also includes a proposal for profit appropriation.
College Decision:
- To approve the 2024 Annual Report and submit it to the City Council with the accompanying council proposal for decision;
- Agree to the response college on the audit report and send it along to the council;
- To take note of the draft auditor's report of findings;
- the college requests that the audit committee discuss the audit report in a non-public portion of the meeting.
