The college adopts the decision lists.

2. New WSW/John Frenken backup agreement

The Social Housing Guarantee Fund guarantees loans from housing associations. WSW pays this from its own capital. That capital can be supplemented by collecting commitments from all participating associations. Only when that is insufficient do the state and municipalities step in as backstops to provide interest-free loans. There is a new backstop agreement in place with regard to new backstop agreements, with a number of changes that clarify WSW's position in relation to participating corporations and the backstops. At the request of the Association of Netherlands Municipalities (VNG), the distribution of the second 25% backstop will also be changed for new loans. Instead of one municipality, all municipalities in which a corporation has property will be included in the backstop, in proportion to the market value of that property. This prevents uneven distribution between municipalities. Nothing will change in the distribution for existing loans, but a number of general changes have been announced.

College Decision:

  1. to agree to enter into a new backup agreement (with retroactive effect) from August 1, 2021, and to have it signed by the (deputy) mayor;
  2. Take note of the announcement by WSW that a number of changes to existing backup agreements are being prepared. These will be submitted to your council for decision later this year.

3. Decision on objection to rejection of request for special assistance / Paul van Liempd

On March 8, 2021, the council decides to reject the request for special assistance with the costs of housing allowance. On April 19, 2021, the council receives an objection from the objectors against the above decision. The objections committee recommends that the objection be declared unfounded and that the contested decision be upheld.

College Decision:

  1. Declare the objection unfounded;
  2. uphold the contested decision;
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

4. HTC Artificial Turf Foundation loan for replacement of artificial turf field / Jos de Bruin

A loan of €320,000 will be granted to the HTC Artificial Turf Foundation for the construction of a water field to replace an existing artificial turf field. The council must take a decision on this matter.

College Decision:

  1. propose to the council that the HTC Artificial Turf Foundation be granted an interest-bearing loan for the construction of a water-based field to replace the current artificial turf field;
  2. to approve the draft council proposal.
