1. Non-public decision list and public decision list dated July 27, 2021 / Hans Gaillard
The college adopts the decision lists.
2. New backstop agreement WSW / John Frenken
The Social Housing Guarantee Fund guarantees loans from housing associations. WSW pays this from its own capital. That capital can be supplemented by collecting bonds from all participating corporations. Only when that is insufficient, the government and municipalities come into the picture as backstop to provide interest-free loans. There is a new backstop agreement before us, with a number of changes that clarify the position of the WSW in relation to participating corporations and the backstops. At the request of the VNG, for new loans the distribution of the second 25% backstop will also be changed. Instead of 1 municipality, all municipalities are in the backstop where a corporation owns property, in proportion to the market value of that property. This prevents skewed distributions between municipalities. For existing loans, nothing changes in the distribution, but some general changes are announced.
College Decision:
- Agree to enter into a new backstop agreement (retroactive) as of August 1, 2021 and have it signed by the (Deputy) Mayor;
- take note of WSW's announcement that some changes to existing backstop agreements are being prepared. These will be submitted to your college for decision later this year.
3. Decision on objection denial of special assistance request / Paul van Liempd
On March 8, 2021, the college decides to deny the request for special assistance with the cost of housing allowance. On April 19, 2021, the college receives an objection from the objectors to the above decision. The Objections Committee recommends that the objection be declared unfounded and that the contested decision be upheld.
College Decision:
- Declare the objection unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
4. Artificial Turf HTC Foundation loan replacement artificial turf field / Jos de Bruin
For the construction of a water field to replace an existing artificial turf field, a loan of € 320,000 will be granted to the Stichting Kunstgras HTC. This requires a decision by the council.
College Decision:
- To propose that the council provide an interest-bearing loan to the HTC Artificial Turf Foundation for the construction of a water field to replace the current artificial turf field;
- To agree to the draft council proposal.
