1. Adoption of non-public decision list and public decision list b&w meeting
dated September 22, 2020 / Hans Gaillard

The college adopts the decision lists.

2. Appointment of supervisors / Hans Gaillard

From June 1, 2020, we will use employees of the security company FeDa. This is in response to our supervisory duties related to the coronavirus. They have been appointed as unpaid officials and designated as supervisors. The term expires on October 1, 2020. We recommend extending this term through December 31, 2020, as well as expanding the supervisory duties so that we can also use them for other supervisory duties where there is a need.

College Decision:

  1. To appoint nine named employees of FeDa, Security Solutions of Valkenswaard as unpaid officials of the Municipality of Son and Breugel effective October 1, 2020;
  2. To designate these nine named employees as supervisors for emergency ordinance compliance under Covid-19, APV, Housing Act, Planning Act and Environmental Law General Provisions Act.

3. General Board Metropolitan Eindhoven September 30, 2020 / Hans Gaillard

The next meeting of the General Board of the Metropolitan Region is scheduled for September 30, 2020. On the agenda are the financing of the Recovery Approach Broad Economic Establishment Climate the amended Metropolitan Region Incentive Fund Regulation.

The college decides to take note of the agenda and underlying documents for the meeting of the General Board of the Eindhoven Metropolitan Region dated September 30, 2020.
 

4. Commission proposal Preparation council information evening information policy / Hans Gaillard

The Dommelvallei 2016-2020 information policy is coming to an end. The process to arrive at an updated information policy for 2021-2025 has started. We want to give the council room to speak out in advance about topics and concerns that they find important.

College Decision:

  1. To accept the invitation to the council in the form of a committee proposal in preparation for the council information evening on information policy; 
  2. forward the invitation to the Oct. 14 General Affairs Committee.

5. Local health policy 2021-2024 / Jos de Bruin

Since the spring of 2020, the national government has established its ambitions around health policy in the National Policy Document on Health. The law requires municipalities to adopt local policy within 2 years of the publication of the national policy document. In the local policy, the municipality translates how they will implement the national policy and what priorities will be set.

College Decision:

  1. To take note of the ambitions of the State around health policy for the period up to 2024;
  2. To take note of the opinion of the Social Domain Advisory Council and agree to the draft response to it;
  3. To approve the Local Health Policy 2021-2024 and submit it to the City Council for adoption;
  4. Implement the Local Health Policy from existing budgets;
  5. To agree to the council proposal 'Local Health Policy 2021- 2024'.

6. First administrative report 2020 Dommelvallei Service / Hans Gaillard

Dienst Dommelvallei performs business management tasks for the municipalities of Geldrop-Mierlo, Nuenen and Son en Breugel. The common regulation Dienst Dommelvallei stipulates that the General Board reports every four months to the councils and colleges of the participating municipalities. Through the 1st administrative report 2020, Dienst Dommelvallei reports in outline on the first 4 months of 2020. The 1st management report 2020 of Dienst Dommelvallei gives no reason for a budget amendment. Viewing the management report by the City Council is therefore not applicable. It is therefore proposed to inform the council by means of a RIB.

The college takes note of the first administrative report 2020 of Service Dommelvallei and informs the council through the rib text.

7. Request Woonstichting 'thuis deployment of resources housing fund and public area location Oranjetip / John Frenken

Request Housing Foundation 'home deployment of resources housing fund and public area location Oranjetip.

A request was made by Woonstichting 'thuis to comment on the possible use of released funds (€159,156.00) from the 'housing fund' to be set up (following the sale of
19 social housing units in the Brugwachter and Schuyt housing complexes, former HIVA site). More specifically, the request is to use these funds for the relocation or replacement of caravans at the Oranjetip caravan site. Also, Woonstichting 'thuis has requested a statement from the municipality regarding the ownership of the Oranjetip location and the maintenance of the public area.

College Decision:

  1. To reject the request of Woonstichting 'thuis and not to use the resources from the 'housing fund' to be set up for the relocation of - or replacement of - caravans at the Oranjetip caravan site;
  2. To declare to Woonstichting 'thuis that the public area at the Oranjetip caravan site is and will remain the municipality's, making the maintenance of this public area a responsibility of the municipality;
  3. In accordance with the draft letter inform Woonstichting 'thuis accordingly.

8. Budget 2021 and multi-year estimate 2022-2024 / Jan Boersma

The 2021-2024 budget is ready and can be submitted to the
city council.


The college decides:

  1. To approve the 2021-2024 multi-year budget;
  2. the 2021-2024 multi-year budget to the City Council for decision.

9. Tender Transition vision heat / Paul van Liempd

In the Climate Accord it has been agreed that every municipality will adopt a transition vision for heat no later than 2021. The heat transition vision states which future heat sources are possible per (sub)area and which districts the municipality will work with before 2030.
We choose to give a direct assignment to the Energiebureau to draw up the transition vision heat. The choice fell on the Energy Office because of their intensive efforts in the participation process with residents, businesses and social partners.

The College decides to award the preparation of the Transition Vision Heat single private contract to the Energy Office for €29,370.

10. Presentation on the status of the drafting of the new forest management plan; questions from the groups DorpsVISIE and VVD / Paul van Liempd

The DorpsVISIE and VVD groups have submitted a number of questions to the college in response to the presentation on the status of the drafting of the new forest management plan in the Territory Affairs Committee. The questions have been provided with answers in submitted letter.

College Decision:

  1. To take note of the letter answering questions to the council following the presentation on the status of the preparation of the new forest management plan;
  2. To agree to answer the questions.
