3 Political Evening October 31, 2024

The council takes note of the program for the Political Evening on October 31, 2024.

4 Monument designation of former Sonnerie

Make the monument designation of the former Sonnerie final with an adjusted name.

The council has decided to definitively designate the building at Nieuwstraat 45-47 in Son (formerly La Sonnerie) as a monument under the name Former Sonnerie.

5 Decision on objection to student transportation

On July 16, 2024, the council decides to reject an application for reimbursement of private transportation costs for student transportation. On September 9, 2024, the council receives an objection to the above decision. The objections committee recommends that the objection be declared inadmissible.

College Decision:

  • Declare the objection inadmissible;
  • Refer to the opinion of the Objections Committee for the reasons for the decision.

6 Associate partner agreement implementation ETHOS census Eindhoven

As part of the Eindhoven Region Homelessness Action Plan 2024–2030, the councils of every municipality in the MO/BW region have already agreed to participate in the third round of the ETHOS count. The council made this decision on June 11, 2024. 
To organize the census, the participating regions must enter into an Associate Partner Agreement with Utrecht University of Applied Sciences. We, as the Eindhoven region, and therefore on behalf of all 15 municipalities, must sign this agreement. In order to sign this agreement on behalf of the entire region, Eindhoven needs a mandate and power of attorney from the regional municipalities.

College Decision:

  1. determine the content of the Associate Partner Agreement;
  2. to grant the Eindhoven municipal council a mandate to enter into the Association Partner Agreement with Utrecht University of Applied Sciences on behalf of the municipality of Son en Breugel;
  3. to request the mayor to assign the signing of the agreement to Alderman of the municipality of Eindhoven, pursuant to Article 171(2) of the Municipalities Act.

7 Decision on complaint

A complaint has been filed against statements made during a conversation. The complaint has been handled in accordance with Chapter 9 of the General Administrative Law Act and the 2009 Complaints Procedure. The complaint handler recommends that the complaint be declared unfounded.

The board decides to declare the complaint unfounded, as stated in the letter.

8 Administrative planning

The administrative planning provides an overview of topics that will be included in the program of a Political Evening or the agenda of a council meeting at some point for the purposes of advising, informing, shaping perceptions, forming opinions, or making decisions. It is a dynamic document that is updated periodically. The administrative planning is discussed three times a year in a public council meeting: in February, June, and October/November. The next public discussion will take place on November 14.
The administrative planning is the result of an update round carried out in October. It is up to the contact persons to seek coordination with the portfolio holders.
The planning is on a quarterly basis and the topics are organized according to the budget program. The Administrative Planning is now before the council for information. The planning will then be added to the meeting documents for the council meeting on November 14, together with an accompanying letter and the legend. For information purposes, an overview of outstanding motions will also be included. 

College Decision:

  1. To take note of the updated administrative schedule;
  2. take note of the overview of outstanding motions;
  3. forward the administrative planning and overview of outstanding motions, accompanied by a letter for discussion, to the municipal council.

9 General Management MRE dated October 30, 2024

The next meeting of the General Board of the Eindhoven Metropolitan Region will take place on October 30, 2024. This advisory note presents the agenda and accompanying documents to the council for information.

10 RIB Project progress Breugel Bruist!

The council decides to adopt the council information letter "Progress on Breugel Bruist!" and to send it to the municipal council with the next RIB on November 1, 2024.
 

11 Credit application for renovation and sustainability measures at De Landing sports hall

Since its completion in 2011, the Landing sports hall has been plagued by malfunctions, leaks, and defects that cause nuisance. As a result, the sports hall has been temporarily closed on a number of occasions. The nuisance is caused by structural defects resulting from construction and design errors. Until now, various structural defects and problems have been resolved on an ad hoc basis. In order to resolve the structural and mechanical defects in a structural and comprehensive manner and to make the sports hall more sustainable at the same time, an investment is now being requested. We are asking the council to make a credit of €2,147,000, including VAT, available for the renovation and sustainability of the Landing sports hall and to cover this amount from the budget balance.

The College decides to propose to the City Council: 

  • make a credit of €2,147,000, including VAT, available for the renovation and sustainability improvements of the Landing sports hall; 
  • to charge the capital costs of the required credit to the budget balance for 2026 and beyond.

12 Audit 2024 DD

Before the auditor begins auditing the 2024 financial statements, it is necessary to establish the 2024 audit protocol, including the standards framework and the budgetary regularity working method.

The council decides to adopt the Council proposal, which addresses: the standards framework, the audit protocol, and the budgetary legality procedure for 2024.

13 Wolfswinkel 4: designation as municipal monument and ensemble

The Environmental Quality of Monuments Committee advises the Municipal Executive to designate the main building/farm at Wolfswinkel 4 in Son en Breugel as a municipal monument and the entire estate as culturally and historically valuable. The farm is representative of the development of the Wolfswinkel area since the Middle Ages in an archaeologically significant location. The property shows an evolution from a 19th-century long-fronted farmhouse to a post-war emergency farmhouse and finally to a reconstruction farmhouse. The casual and original layout of the farmyard is of cultural-historical importance. The unity of the farmyard, farmhouse, stable, and barn, and the historical layers provide insight into the development of an agricultural business in the second half of the 20th century.

College Decision:

  • to designate the farm located at Wolfswinkel 4 as a municipal monument;
  • designate the entire property (including all other buildings and structures) at Wolfswinkel 4 as a culturally and historically valuable ensemble
