4 Monument designation former Sonnerie

Monument designation of the former Sonnerie to be made permanent with modified name.

The college decides to definitively designate the property at Nieuwstraat 45-47 in Son (formerly la Sonnerie) as a monument under the name Former Sonnerie.

5 Decision on objection pupil transport

On July 16, 2024, the college decides to reject an application for reimbursement for own pupil transportation. On September 9, 2024, the college receives a notice of objection to the above decision. The Objections Committee recommends that the objection be declared inadmissible.

College Decision:

  • Declare the objection inadmissible;
  • Refer to the opinion of the Objections Committee for the reasons for the decision.

6 Associate partner agreement implementation ETHOS count Eindhoven

As part of the Homelessness Action Plan Eindhoven Region 2024 - 2030, the board of every municipality in the MO/BW region has already agreed to participate in the third round of the ETHOS count. The board decided to do so on June 11, 2024.
For the organization of the census, the participating regions need to enter into an Associate Partner Agreement with the Utrecht University of Applied Sciences. We as Eindhoven region, and therefore on behalf of all 15 municipalities, need to sign this agreement. In order to sign this agreement on behalf of the entire region, Eindhoven needs mandate and power of attorney from the region's municipalities.

College Decision:

  1. Adopt the contents of the Associate Partner Agreement;
  2. To mandate the College of the Municipality of Eindhoven to enter into the Association Partner Agreement with Hogeschool Utrecht on behalf of the Municipality of Son and Breugel;
  3. To request the Mayor to entrust the signing of the agreement to Alderman Toub of the Municipality of Eindhoven, pursuant to Article 171 (2) of the Municipal Law.

7 Decision on complaint

A complaint was filed against statements made during an interview. The complaint was handled according to Chapter 9 of the General Administrative Law Act and the 2009 Complaint Procedure. The complaint handler recommends that the complaint be declared unfounded.

The college decides to declare the complaint unfounded, as included in the letter.

8 Administrative planning

The administrative schedule provides an overview of topics to be included in the program of a Political Evening or the agenda of a council meeting at any given time in an advisory, informative, opinion-forming, judgmental or decision-making capacity. It is a dynamic document that is periodically updated. Administrative planning is discussed 3 times a year in a public council meeting: in February, June and October/November. The next public discussion will take place on Nov. 14.
The administrative planning is the result of an update session conducted in October. Here it is up to the contact persons to seek coordination with the portfolio holders.
The planning is at the quarterly level and the topics are arranged by budget program. The Administrative Planning is now before the college for notification. Thereafter, the planning with the a cover letter and legend will be added to the meeting documents for the November 14 council meeting. A summary of outstanding motions will then also be attached for your information. 

College Decision:

  1. To take note of the updated administrative schedule;
  2. To take note of the summary of outstanding motions;
  3. forward the administrative schedule and the summary of open motions to the City Council for discussion, accompanied by a letter.

9 General Board MRE dated October 30, 2024

The next meeting of the General Board of the Eindhoven Metropolitan Area will take place on October 30, 2024. Through this advisory note the agenda with accompanying documents is submitted to the college for notification.

The college decides to accept the agenda, accompanying documents and the official annotations made for the consultation of the General Board of the Eindhoven Metropolitan Region on October 30, 2024 for notification.

10 RIB Project progress Breugel Bruist!

The college decides to adopt the council information letter "Progress Breugel Bruist!" and send it to the city council with the next RIB on November 1, 2024.
 

11 Credit request for renovation and preservation of sports hall the Landing

Since its completion in 2011, sports hall the Landing has been struggling with breakdowns, leaks and defects that cause inconvenience. As a result, the sports hall has been temporarily taken out of operation several times. The nuisance is caused by structural defects resulting from construction and design errors. So far, several construction defects and problems have been solved ad hoc. In order to solve the construction and mechanical defects structurally and at once and to make the sports hall more sustainable at the same time, an investment is now requested. We ask the council to make a credit of € 2,147,000, including VAT, available for renovation and preservation of sports hall the Landing and to cover this amount from the budget balance.

The College decides to propose to the City Council: 

  • To provide a credit of €2,147,000, including VAT, for renovation and preservation of sports hall the Landing; 
  • To charge the capital cost of the required appropriation to the 2026 budget balance and beyond.

12 Audit 2024 DD

Before the auditor starts the audit of the 2024 financial statements, it is necessary to adopt the 2024 audit protocol including the framework of standards and the method of budget legitimacy.

The college decides to adopt the Council proposal that deals with: the framework of standards, the audit protocol and the method of budget legitimacy 2024.

13 Wolfswinkel 4: designate municipal monument and ensemble

The committee for environmental quality monuments advises the Board to proceed with the designation of the main building/farm at Wolfswinkel 4 in Son en Breugel as a municipal monument and the entire yard as cultural-historical valuable. The farm is representative of the development of the Wolfswinkel area from the Middle Ages on an archaeologically interesting location. The object shows an evolution from a 19th-century long-gabled farmhouse to a post-war emergency farm, and finally to a reconstruction farm. The casual and original layout of the yard is of cultural-historical importance. The unity of yard, farm, stable and barn, and the historical layering offer insight into the development of an agricultural farm in the second half of the 20th century.

College Decision:

  • To designate the farmhouse located at Wolfswinkel 4 as a municipal monument;
  • designate the entire yard (including all other buildings and structures) of Wolfswinkel 4 as a cultural-historical valuable ensemble
