The college adopts the decision lists.
2. Overview of decisions taken during mandate week 48 2022 - Hans Gaillard
The council is periodically informed about decisions taken under mandate. The overview contains decisions taken on behalf of the council or the mayor in the past period.
The board takes note of the overview of decisions taken in mandate week 48 2022.
3. Rate increase for the Wolfswinkel Cemetery and Funeral Center Foundation 2023 - Jan Boersma
Every year, the Wolfswinkel Cemetery and Funeral Center Foundation asks the municipal executive for permission to set the rates for the new year. This year, the increase for 2023 is 7%. The proposal is to approve the rate increase as of 2023.
The council decides to approve the requested rate increase for 2023 for the Wolfswinkel cemetery and funeral home.
4. Additional land sale CPO IJssellaan - Jan Boersma
During the realization of the CPO IJssellaan project, the real estate director discovered that the plots did not have sufficient depth to install the heat pumps. To enable the installation of the heat pumps, all 28 plots must be deepened by 40 centimeters. On behalf of its participants, the real estate director wants to purchase a total of 105 m² of additional land from the municipality.
The council decides to cooperate in the sale of approximately 105 m² of cadastral parcel known as Son en Breugel section A number 5557 to the participants of the CPO IJssellaan project for a land price of €140 per m².
5. Implementation and enforcement strategy 2023-2026 - Hans Gaillard
The current policy for Licensing, Supervision, and Enforcement expires at the end of this year. A new policy must be established for the next four years. Within the framework of the Omgevingswet , this Omgevingswet transformed into the Implementation and Enforcement Strategy (I&E) 2023–2026. An exploratory meeting was held on November 10. Based on the input from this meeting, the final policy has now been drawn up, which must be assessed and decided upon.
College Decision:
- to submit the U&H strategy 2023-2026 for the municipality of Son en Breugel to the council for the deliberative meeting and to approve the council proposal for this purpose;
- adopt the Regulation on the implementation and enforcement of environmental law
6. Comprehensive Safety Plan 2023-2026 - Hans Gaillard
Every four years, an Integrated Safety Plan (IVP) is established. The IVP sets priorities, identifies ambitions and principles, and lays the foundation for cooperation between partners. The themes we will be focusing on in the years 2023-2026 are tackling organized crime, digital security, the connection between Health safety, and safe business practices. The ambitions for the coming years have been translated into concrete and achievable goals and actions. In doing so, we seek to strike a good balance between prevention and repression (tackling).
College Decision:
- to approve the Son en Breugel Integrated Safety Plan 2023–2026;
- to agree with the council proposal;
- to submit the East Brabant Regional Safety Plan 2023–2026 to the council for information.
7. Management letter 2022 Municipality of Son en Breugel - Jan Boersma
Following the interim audit conducted over the past few weeks, the auditor has issued the management letter. The auditor's recommendations are accompanied by management comments.
College Decision:
- to take note of the management letter;
- Agree to the management comments;
- submit the management letter including management comments to the Audit Committee.
8. Comprehensive policy framework for poverty reduction and debt assistance to the Image-forming meeting - Steven Grevink
The council previously approved the comprehensive policy framework for poverty reduction and debt assistance and forwarded it to the Social Domain Advisory Council for advice.
The council received the advice on October 26. The policy framework has been amended based on the advice. It is now ready for discussion with the council to form an opinion.
College Decision:
- submit the comprehensive policy framework for poverty reduction and debt assistance to the council for approval;
- send the draft implementation program to the council for information;
- to approve the letter to the Social Domain Advisory Council with feedback on the advice regarding the integrated policy framework for poverty reduction and debt assistance.
9. Disaster monitoring under the Social Support Act (Wmo) - Steven Grevink
In 2017, the municipality of Eindhoven, together with the 21 regional municipalities, outsourced Wmo emergency supervision to the GGD Brabant-Zuidoost (GGD BZO). The GGD BZO has indicated that it wishes to cease its role as Wmo supervisor with effect from January 1, 2023. The GGD Hart voor Brabant has now indicated its willingness to take on this supervisory role for our region. This requires new decisions to be taken by all the municipal executives involved.
College Decision:
- to approve the appointment of the director of the GGD Hart voor Brabant as the emergency supervisor referred to in Articles 6.1 and 6.2 of the Wmo 2015 with effect from January 1, 2023;
- to formalize the agreements concerning emergency monitoring with GGD HvB by means of the draft agreement submitted.
10. Expansion of energy allowance 2022 - Steven Grevink
The council has decided to make the energy allowance available to a larger group of residents. Residents with an income between 120 and 130 percent of the applicable social assistance standard will receive €650. To enable this change, the council has adopted the policy rules 'Expansion of energy allowance 2022 and 2023'.
College Decision:
- to adopt the policy rules 'Extension of energy allowance 2022';
- to make the additional costs for 2022 of €65,000.00 available via the earmarked energy allowance funds from the May and September 2022 circulars, as included in the second management report for 2022;
- to approve the text of the council information letter and forward it to the council.
