The college adopts the decision lists.
2. Overview of decisions taken in mandate week 48 2022 - Hans Gaillard
The college is periodically informed of decisions made in mandate. The summary includes decisions made on behalf of the College or the Mayor in the past period.
The college takes note of the overview of decisions taken in mandate week 48 2022.
3. Rate increase Wolfswinkel Cemetery and Funeral Home Foundation 2023 - Jan Boersma
Each year, the Wolfswinkel Cemetery and Funeral Home Foundation asks the college for permission to set the rate for the new year. This year the 2023 increase is before us. It amounts to 7%. The proposal is to approve the rate increase effective 2023.
The college decides to approve the requested 2023 rate increase for the Wolfswinkel Cemetery and Funeral Home.
4. Additional land sales CPO IJssellaan - Jan Boersma
During the realization of the CPO IJssellaan project, it was found by property director that the lots do not have enough depth to realize the technical installation of the heat pumps. To enable the realization of the heat pumps, all 28 lots must be deepened by 40 centimeters. In total, property directors wants to purchase an additional 105m2 from the municipality on behalf of its participants.
The college decides to cooperate with the sale of approximately 105m2 of cadastral plot known as Son en Breugel section A number 5557 to the participants of the CPO IJssellaan project for a land price of €140 p/m2.
5. Implementation and enforcement strategy 2023-2026 - Hans Gaillard
The current Permit, Supervision and Enforcement policy expires at the end of this year. New policies must be adopted for the next four years. Under the Omgevingswet Act, this will be transformed into Implementation and Enforcement Strategy (U&H) 2023 - 2026. On November 10, the image-forming meeting was held. With its input, the final policy is now before us to be judged and decided upon.
College Decision:
- To submit the U&H Strategy 2023-2026 Municipality of Son and Breugel to the council for the judgment meeting and to agree to the council proposal for that purpose;
- Adopt the Regulation on Implementation and Enforcement of Environmental Law.
6. Integral Security Plan 2023 -2026 - Hans Gaillard
An Integral Security Plan (ISP) is adopted every four years. The IVP marks priorities, appoints ambitions and principles, and lays a foundation for cooperation between partners. The themes we will focus on in the years 2023 - 2026 are tackling organized crime, digital safety, the connection between Health and safety and safe entrepreneurship. The ambitions for the coming years have been translated into concrete and achievable goals and actions. We are looking for a good balance between prevention and repression.
College Decision:
- To approve the Integral Safety Plan Son and Breugel 2023 - 2026;
- To agree to the council proposal;
- To submit the East Brabant Regional Safety Plan 2023 - 2026 to the council for notification.
7. Management letter 2022 Municipality of Son and Breugel - Jan Boersma
The auditor issued the management letter following the interim audit in recent weeks. The auditor's opinions are accompanied by management commentary.
College Decision:
- to accept the management letter for notification;
- Agree to the management comments;
- submit the management letter including management comments to the Audit Committee.
8. Integral policy framework on poverty reduction and debt relief to Beeldvormende vergadering - Steven Grevink
Previously, the college approved the Integrated Policy Framework for Poverty Reduction and Debt Relief and for sending to the Social Domain Advisory Council for its opinion.
The college received the advice on October 26. Based on the advice, the policy framework was adjusted. It is now ready for image-forming discussion with the council.
College Decision:
- To submit the comprehensive policy framework on poverty reduction and debt relief to the council for adoption;
- Send the draft implementation program to the council for information;
- To approve the letter to the Social Domain Advisory Council providing feedback on the advice on the Integrated Policy Framework on Poverty Reduction and Debt Relief.
9. Calamity surveillance Wmo - Steven Grevink
The Municipality of Eindhoven, together with the 21 regional municipalities, outsourced the Wmo emergency supervision to the GGD Brabant- Zuidoost (GGD BZO) in 2017. GGD BZO has indicated its intention to stop its task as a Wmo supervisor effective January 1, 2023. Meanwhile, GGD Hart voor Brabant has proven willing to take on this supervisory task for our region. This requires new decision making from all colleges involved.
College Decision:
- To agree to the appointment of the director of the GGD Hart voor Brabant as supervisor of emergency supervision referred to in articles 6.1 and 6.2 of the Wmo 2015 with effect from January 1, 2023;
- To formalize the arrangements around emergency surveillance with GGD HvB through the submitted draft agreement.
10. Widening energy allowance 2022 - Steven Grevink
The college decides to make the energy allowance accessible to a larger group of residents. Residents with an income between 120 and 130 percent of the applicable assistance standard will receive 650 euros. To make this change possible, the college adopts the policy rules "Widening energy allowance 2022 and 2023".
College Decision:
- To adopt the policy rules "Widening Energy Surcharge 2022";
- To make the additional cost for 2022 of €65,000.00 available through the earmarked funds energy allowance from the May and September Circular 2022 as included in the 2nd Administrative Report 2022;
- To approve the text for the council information letter and forward it to the council.
