1. Non-public and public decision list of June 22, 2021 / Hans Gaillard
The college adopts the decision lists.
2. Decisions taken in mandate week 26 2021 / Hans Gaillard
The College is periodically informed of decisions made in mandate. The summary includes decisions made on behalf of the College or the Mayor.
The college takes note of the overview of decisions taken in mandate week 26 2021.
3. Contracting Youth aid 2022 and beyond / Paul van Liempd
The municipality of Son and Breugel together with 10 other municipalities purchases youth aid under 'A 10 for youth'. Per 2022 the contracts for youth aid will be developed further. In these contracts, youth aid is divided into 5 different segments, with different objectives, requirements and rates for each segment. This redevelopment must be adopted by the individual colleges.
The College:
1. adopts the proposed contracting with associated product maps and rates of the Procurement of Youth Assistance 2022 and beyond;
2. agrees to index the rates annually, using the 5-year OVA average as a starting point.
4. Covenant on residence principle / Paul van Liempd
The residence principle in the Youth Act determines which municipality is financially responsible for youth aid. It often proves difficult to determine this properly. The residence principle will therefore change on January 1, 2022. It may be that even according to the new principles in the law it is not easy to determine which municipality is responsible, for example because information is missing. The VNG has drawn up a covenant for those situations. It contains working agreements between municipalities on how they can jointly decide which municipality is financially responsible. All municipalities are asked to sign this covenant. In this way a proper implementation of the new residence principle is guaranteed.
The college agrees to and signs the Covenant on Change of Residence Principle Act.
5. Decision on objection administrative fine Participation Act / Paul van Liempd
On January 7, 2021, the college decides to impose an administrative fine under the Participation Act. On January 21, 2021, the college receives a notice of objection from the objector to the above decision. The Objections Committee recommends that the objection be declared unfounded and that the contested decision be upheld.
College Decision:
- Declare the objection unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
6. Political Evening and the list of commitments council meeting July 1, 2021 / Hans Gaillard
The college discusses the items scheduled for political night on July 1, 2021.
7. MRE: General Board June 30, 2021 / Hans Gaillard
The next meeting of the General Board of the Eindhoven Metropolitan Region is scheduled for June 30, 2021. Through this advice, the agenda and documents are submitted to the college for notification.
The college decides to take note of the agenda and underlying documents for the consultation of the General Board of the Eindhoven Metropolitan Region dated June 30, 2021.
8. Recommendation for temporary use of shortened application procedure Wmo / Paul van Liempd
For some time there has been a growing waiting list of Wmo applications in the CMD. This is caused by an increasing number of applications for a customized Wmo facility. In order to eliminate this waiting list, it is proposed to work with a shortened application procedure for a number of social services for both clients on the waiting list and new clients. This in until at least October 1, or until the waiting list is largely eliminated. In addition, it is proposed to hire additional formation for processing Wmo applications.
College Decision:
- To handle Wmo applications related to a number of customized services through an abbreviated application process until Oct. 1, 2021;
- temporarily hire additional capacity to process Wmo applications.
9. Regional Reporting and Coordination Function (RMC) policy framework 2021-2024 / Jos de Bruin
The RMC policy framework 2021-2024 was recently adopted by the Executive Committee 'fighting school absenteeism and early school leaving ZOB'. The RMC policy framework shows which accents are needed in the coming years to offer all young people that future perspective and how we finance that. The city council will be informed about the RMC policy framework 2021-2024 through a paragraph in the council information letter.
The College:
- Notes the RMC policy framework 2021-2024;
- will inform the City Council of this through the next Council Information Letter;
- Decides to adopt the multi-year budget associated with the RMC Policy Framework for 2021, 2022, 2023 and 2024 subject to final allocation of state funds.
