1. List of non-public and public decisions of June 22, 2021 / Hans Gaillard
The college adopts the decision lists.
2. Decisions taken under mandate in week 26 2021 / Hans Gaillard
The College is periodically informed of decisions made in mandate. The summary includes decisions made on behalf of the College or the Mayor.
The board takes note of the overview of decisions taken in mandate week 26 2021.
3. Contracting Youth Care 2022 and beyond / Paul van Liempd
The municipality of Son en Breugel, together with 10 other municipalities, purchases youth assistance under the banner of 'A 10 for Youth'. As of 2022, the youth assistance contracts will be further developed. In these contracts, youth assistance is divided into five different segments, each with different objectives, requirements, and rates. This further development must be determined by the individual councils.
The council:
1. approves the proposed contract with accompanying product cards and rates for the 2022 Youth Care Procurement and beyond;
2. agrees to an annual indexation of the rates, based on the 5-year OVA average.
4. Covenant on the residence principle / Paul van Liempd
The residence principle in the Youth Act regulates which municipality is financially responsible for youth assistance. It often proves difficult to determine this accurately. The residence principle will therefore change as of January 1, 2022. It may be that even under the new principles in the Act, it is not possible to determine accurately which municipality is responsible, for example because information is missing. The Association of Netherlands Municipalities (VNG) has drawn up a covenant for such situations. This covenant contains working agreements between municipalities on how they will jointly decide which municipality is financially responsible. All municipalities are asked to sign this covenant. This will ensure the proper implementation of the new residence principle.
The council approves and signs the covenant on the amendment to the residence principle.
5. Decision on objection to administrative fine under the Participation Act / Paul van Liempd
On January 7, 2021, the council decides to impose an administrative fine under the Participation Act. On January 21, 2021, the council receives an objection from the objector against the above decision. The objections committee recommends that the objection be declared unfounded and that the contested decision be upheld.
College Decision:
- Declare the objection unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
6. Political Evening and the list of commitments from the council meeting on July 1, 2021 / Hans Gaillard
The council discusses the items on the agenda for the political evening of July 1, 2021.
7. MRE: General Board June 30, 2021 / Hans Gaillard
The next meeting of the General Board of the Eindhoven Metropolitan Region is scheduled for June 30, 2021. This advisory report presents the agenda and documents for the attention of the college.
The council decides to take note of the agenda and underlying documents for the meeting of the General Board of the Eindhoven Metropolitan Region on June 30, 2021.
8. Advice on temporarily applying a shortened application procedure for the Social Support Act (Wmo) / Paul van Liempd
For some time now, there has been a growing waiting list for Wmo applications in the cmd. This is caused by an increasing number of applications for customized Wmo provisions. In order to eliminate this waiting list, it is proposed to use a shortened application procedure for a number of customized provisions for both clients on the waiting list and new clients. This will remain in effect until at least October 1, or until the waiting list has been largely eliminated. In addition, it is proposed to hire additional staff to process Wmo applications.
College Decision:
- to process Wmo applications relating to a number of customized provisions via a shortened application procedure until October 1, 2021;
- temporarily hire additional capacity for processing Wmo applications.
9. Regional Reporting and Coordination Function (RMC) policy framework 2021-2024 / Jos de Bruin
The RMC policy framework for 2021-2024 was recently adopted by the Administrative Committee for Combating School Absenteeism and Early School Leaving (ZOB). The RMC policy framework outlines the priorities for the coming years in order to offer all young people prospects for the future and how we will finance this. The municipal council will be informed about the RMC policy framework 2021-2024 via a section in the council information letter.
The College:
- takes note of the RMC policy framework for 2021-2024;
- informs the municipal council about this in the next Council Information Letter;
- decides to adopt the multi-year budget for 2021, 2022, 2023, and 2024 associated with the RMC policy framework, subject to the final allocation of government funds.
