1. Public decision list Municipality of Son and Breugel B&W meeting Aug. 22, 2023 - Suzanne Otters-Bruijnen
The college adopts the decision lists.
2. Adjustment of Joint Regulation Eindhoven Metropolitan Region - Suzanne Otters-Bruijnen
As of July 1, 2022, the Joint Arrangements Act has been amended. This makes it necessary to amend the Joint Scheme Metropolitan Eindhoven. From the DB MRE we have received the Draft amended Joint Scheme Metropoolregio Eindhoven 2024. By the DB MRE the municipalities are given the opportunity to comment on this draft.
The college decides:
- To take note of the Draft Amended Joint Arrangement Metropolitan Eindhoven 2024;
- not to submit a substantive response to this draft;
- To be presented to the City Council:
- To take note of the Draft Amended Joint Arrangement Metropolitan Eindhoven 2024;
- No substantive comment on the draft scheme.
3. Municipal honors ordinance - Suzanne Otters-Bruijnen
In December 2019, the City Council adopted the Youth Medal motion. In implementation of this motion, a Municipal Awards Ordinance was drafted, which includes the criteria and procedure surrounding the new Youth Medal. The ordinance also includes updates to the Ordinance on Medals of Honor (1990) and the Ordinance on Volunteer Medals (1993) so that there is 1 integral ordinance for all municipal awards.
The College decides:
- To propose to the City Council to adopt the 'Ordinance on Municipal Distinctions Municipality of Son and Breugel 2023';
- Subject to adoption by the City Council of the ordinance cited at 1, to repeal the "Son and Breugel Volunteer Medal Ordinance" (1993) and to have the date of repeal coincide with the entry into force of the ordinance cited at 1;
- Not to revoke the awards granted under the "Son en Breugel Volunteer Medal Ordinance" (1993).
4. Land sale to Enexis Europalaan Son - Jan Boersma
Enexis wants to place a substation near the Europalaan to increase the weight of the electricity network. Enexis has requested to buy approximately 24m2 of cadastral parcel Son en Breugel, Sectie A, number 4595. It is municipal policy to cooperate with such requests. The land will be sold in accordance with the land price policy for utilities.
The college decides to:
- To sell a part of cadastral parcel Son en Breugel, Sectie A, number 4595 of 23,76m2 located near the Europalaan in Son en Breugel to Enexis B.V. for a land price of €215,- p/m2;
- The college decides to adopt the agreement ''Land Acquisition Son en Breugel Europalaan'' as drafted;
- Publish the proposed land sale under Didam.
5. Adjustment of Joint Regulation VRBZO - Suzanne Otters-Bruijnen
As of July 1, 2022, the Joint Arrangements Act has been amended. This makes it necessary to amend the Joint Regulation Safety Region Brabant-Zuidoost (VRBZO). The purpose of the legislative amendment is to improve the involvement of people's representatives in the governance of a collaborative arrangement. The draft regulation complies with the provisions of the amendments to the Wgr.
The college decides by means of the council proposal Adjustment Joint Regulation Safety Region Brabant-South-East to propose to the city council:
- To take note of the draft Joint Arrangement Security Region Brabant-Southeast 2024;
- not to submit a view on the draft scheme
(Re)development site Van Gentlaan 4; draft final plan and environmental dialogue - Jelle de Jong
In 2022 the working team Van Gentlaan 4, consisting of representatives of Woonstichting 'thuis (incl. its external advisors) and the municipality worked on a concept housing plan for the (re)development location Van Gentlaan 4. During the preparation of the concept housing plan the policy frameworks of Woonstichting 'thuis have been taken into account and the WoonST concept has been used to shape the concept housing plan.
The college is asked to approve this concept housing plan and to have it
discussed during the environmental dialogue, so that the process of arriving at the desired
housing development can be continued.
The college decides:
- To approve the "concept housing plan Van Gentlaan 4" developed by Woonstichting 'thuis;
- To have the 'concept housing plan Van Gentlaan 4' for the (re)development Van Gentlaan 4 presented by Woonstichting 'thuis for discussion during the 1st residents' meeting.
7. Draft regulation Joint Regulation Omgevingsdienst Zuidoost-Brabant 2024 - Jelle de Jong
The Act on Joint Arrangements (Wgr) has been amended and requires an amendment of the joint arrangement Omgevingsdienst Zuidoost-Brabant. The purpose of the legislative amendment is to improve the involvement of people's representatives in the governance of a collaborative arrangement. The Draft Arrangement complies with the provisions of the amendments to the Wgr.
The college decides to submit the Draft Arrangement Joint Arrangement Omgevingsdienst Zuidoost-Brabant 2024 to the council for a view with the advice not to submit a view.
8. MRE regional funding system for accessibility task Brainport - Jan Boersma
In the BO MIRT on November 9, 2022, the national and regional governments made concrete agreements on the financing of a package of measures for the Brainport scale and accessibility challenge. On the basis of a cost allocation system a cost allocation key has been worked out for the financial contributions of the 21 MRE municipalities individually. Via a council proposal the city council is asked to agree with the financial contribution requested from Son and Breugel by MRE.
The college decides:
To propose to the City Council to approve:
- The "MRE Regional Funding System.
- the Brainport regional accessibility task package and the requested municipal contribution for its implementation and for this:
- To make a contribution available in the budget years 2024 through 2032 for a total of € 888,184 for our regional contribution to the realization of the regional mobility hubs and the multimodal node/station Eindhoven central and to cover this from Growth path infrastructure works. The financial consequences have been structurally incorporated in the 2024-2027 budget;
- Agree to deviate from the Capitalization, Valuation and Depreciation note to charge the contribution mentioned in item 2a to operations instead of capitalizing it;
To use the annual deposit of €250,000 in the infrastructure works reserve to cover the capital costs of future investments for the realization of the Oirschot - Best - Son (F58), Veghel - Son - Eindhoven and St. Oedenrode - Ekkersrijt express bicycle paths.
9. Regional retail vision Urban Area Eindhoven - Jan Boersma
The Regional Retail Vision Urban Area Eindhoven was adopted in 2015. Since then, much has changed in the retail sector. For this reason, the regional retail vision has been updated. It should be adopted by all municipal councils in the Urban Area Eindhoven.
The college decides to propose to the city council to adopt the "Regional retail vision Urban Area Eindhoven; From quantity to quality".
10. Adjustment of Joint Regulation GGD - Steven Grevink
Pursuant to the amended Common Regulations Act (Wgr), the draft Common Regulation GGD Brabant-Zuidoost is submitted to the council for its opinion. A draft council proposal has been prepared for this purpose in which it is proposed not to express an opinion.
The college decides:
- To take note of the draft Joint Scheme GGD Brabant-Zuidoost;
- By means of the draft council proposal Amendment Joint Regulation GGD Brabant-Zuidoost to the city council to propose:
- To take note of the draft Joint Arrangement GDD Brabant-Zuidoost 2024;
- not to submit a view on the draft scheme.
