1. Public list of decisions Municipality of Son en Breugel Executive Committee meeting August 22, 2023 - Suzanne Otters-Bruijnen
The college adopts the decision lists.
2. Amendment to the Joint Arrangement for the Eindhoven Metropolitan Region - Suzanne Otters-Bruijnen
The Joint Arrangements Act was amended on July 1, 2022. As a result, the Joint Arrangement for the Eindhoven Metropolitan Region needs to be amended. We have received the draft amended Joint Arrangement for the Eindhoven Metropolitan Region 2024 from the MRE Executive Committee. The MRE Executive Committee is giving the municipalities the opportunity to respond to this draft.
The Municipal Executive decides:
- take note of the Draft amended Joint Arrangement for the Eindhoven Metropolitan Region 2024;
- not to submit any substantive comments on this draft;
- To be presented to the City Council:
- take note of the Draft amended Joint Arrangement for the Eindhoven Metropolitan Region 2024;
- not to submit any substantive comments on the draft regulation.
3. Regulation on municipal awards - Suzanne Otters-Bruijnen
In December 2019, the municipal council adopted the Youth Ribbon motion. To implement this motion, a municipal awards ordinance was drawn up, setting out the criteria and procedure for the new Youth Medal. The ordinance also contains updates to the Medal of Honor Ordinance (1990) and the Volunteer Medal Ordinance (1993), so that there is now a single comprehensive ordinance for all municipal awards.
The council decides:
- to propose to the municipal council that it adopt the "Regulation on municipal awards of the municipality of Son en Breugel 2023";
- subject to adoption by the municipal council of the regulation referred to in 1, to repeal the 'Son en Breugel Volunteer Medal Regulation' (1993) and to have the date of repeal coincide with the entry into force of the regulation referred to in 1;
- not to revoke the awards granted on the basis of the 'Son en Breugel Volunteer Medal Regulation' (1993).
4. Land sale to Enexis Europalaan Son - Jan Boersma
Enexis wants to build a station near Europalaan to reinforce the electricity network. Enexis has requested permission to purchase approximately 24 m² of cadastral parcel Son en Breugel, Section A, number 4595. It is municipal policy to cooperate with such requests. The land will be sold in accordance with the land price policy for utilities.
The college decides to:
- to sell a portion of cadastral parcel Son en Breugel, Section A, number 4595, measuring 23.76 m2, located near Europalaan in Son en Breugel, to Enexis B.V. for a land price of €215 per m2;
- The council decides to adopt the agreement "Land purchase Son en Breugel Europalaan" in accordance with the draft.
- Publish the proposed land sale under Didam.
5. Amendment to the VRBZO Joint Arrangement - Suzanne Otters-Bruijnen
The Joint Arrangements Act was amended on July 1, 2022. This necessitates an amendment to the Joint Arrangement for the Brabant-Zuidoost Safety Region (VRBZO). The purpose of the amendment is to improve the involvement of representatives of the people in the management of a partnership. The draft regulation complies with the provisions of the amendments to the Wgr.
The council decides to propose the following to the municipal council by means of the council proposal Amendment to the Joint Regulation for the Brabant-Zuidoost Safety Region:
- take note of the draft Joint Arrangement for the Brabant-Zuidoost Safety Region 2024;
- not to express an opinion on the draft regulation
6. Van Gentlaan 4 (re)development site; draft final plan and community dialogue - Jelle de Jong
In 2022, the Van Gentlaan 4working group , consisting of representatives from Woonstichting ‘thuis (including its external advisors) and the municipality, worked on a draft housing plan for the Van Gentlaan 4 (re)development site. In order to draw up a draft housing plan, the municipal executive provided Woonstichting 'thuis with 'preconditions and principles'. When drawing up the draft housing plan, the policy frameworks of Woonstichting 'thuis were taken into account and the draft housing plan was designed in line with the WoonST concept.
The council is asked to approve this draft housing plan and to have it discussed
during the environmental dialogue, so that the process of achieving the desired
housing can be continued.
The council decides:
- to approve the draft housing plan for Van Gentlaan 4 developed by the Thuis Housing Association;
- the 'Van Gentlaan 4 housing plan concept' for the (re)development of Van Gentlaan 4 by Woonstichting 'thuis to be presented for discussion during the first residents' meeting.
7. Draft regulation Joint regulation Environmental Service Southeast Brabant 2024 - Jelle de Jong
The Joint Arrangements Act (Wgr) has been amended and requires an adjustment to the joint arrangement for the Southeast Brabant Environmental Service. The purpose of the amendment is to improve the involvement of representatives of the people in the management of a partnership. The Draft Regulation complies with the provisions of the amendments to the Wgr.
The council decides to submit the Draft Regulation Joint Arrangement for the Southeast Brabant Environmental Service 2024 to the council for its opinion, with the recommendation not to submit an opinion.
8. Regional funding system MRE for Brainport accessibility task - Jan Boersma
In the BO MIRT on November 9, 2022, the national government and the region made concrete agreements about the funding of a package of measures for Brainport's scale jump and accessibility challenge. Based on a funding system, a cost allocation formula has been developed for the financial contributions of the 21 MRE municipalities individually. A council proposal will be submitted to the municipal council asking it to approve the financial contribution requested from Son en Breugel by MRE.
The council decides:
To propose to the municipal council to agree to:
- the ‘Regional funding system MRE’.
- the regional package of measures for improving accessibility in Brainport and the requested municipal contribution for its implementation, and for this purpose:
- to make a contribution available in the budget years 2024 to 2032 for a total of €888,184 for our regional contribution to the realization of the regional mobility hubs and the multimodal junction/station Eindhoven Central, and to cover this from the Growth Path for Infrastructure Works. The financial consequences have been structurally incorporated into the 2024-2027 budget.
- to agree to deviate from the note on capitalization, valuation, and depreciation in order to charge the contribution referred to in point 2a to operations instead of capitalizing it;
The use of the annual deposit of €250,000 in the infrastructure works reserve to cover the capital costs of future investments for the construction of the Oirschot–Best–Son (F58), Veghel–Son–Eindhoven, and St. Oedenrode–Ekkersrijt fast cycle routes.
9. Regional retail vision for the Eindhoven urban area - Jan Boersma
The Regional Retail Vision for the Eindhoven Urban Area was adopted in 2015. Since then, much has changed in the retail sector. For this reason, the regional retail vision has been updated. It must be adopted by all municipal councils in the Eindhoven Urban Area.
The municipal executive has decided to propose to the municipal council that it adopt the 'Regional Retail Vision for the Eindhoven Urban Area: From Quantity to Quality'.
10. Amendment to the Joint Regulation of the Municipal Health Service (GGD) - Steven Grevink
Pursuant to the amended Joint Arrangements Act (Wgr), the draft Joint Arrangement GGD Brabant-Zuidoost is submitted to the council for its opinion. A draft council proposal has been drawn up for this purpose, proposing that no opinion be given.
The council decides:
- take note of the draft Joint Arrangement for the Municipal Health Service (GGD) for Southeast Brabant;
- by means of the draft council proposal Amendment to the Joint Arrangement of the Brabant-Zuidoost Municipal Health Service, to propose to the municipal council:
- take note of the draft Joint Arrangement GDD Brabant-Zuidoost 2024;
- not to express an opinion on the draft regulation.
