4. Designation of the Parachutist as a municipal monument
The Parachutist monument by the pond in Son en Breugel has recently been restored and holds great historical, cultural-historical, and social significance. The monument commemorates the liberation during World War II and serves as the focal point of the annual commemoration. Designating the monument as a municipal monument ensures its long-term protection and preservation for future generations.
The council resolves:
1. to announce its intention to designate the skydiver as a municipal monument;
2. to initiate the procedure for designation as a municipal monument in accordance with the Son en Breugel Municipality Heritage Ordinance 2024.
5. Administrative Planning for the October 15 Council Meeting
The administrative planning document provides an overview of topics that will be included at some point in the program of a Political Evening or on the agenda of a council meeting for the purposes of providing advice, information, context, input for judgment, or decision-making. It is a dynamic document that is updated periodically. The administrative planning document “
” is presented to the city council three times a year so that the council can ask the executive board questions during a “Current Events & Questions” session. These presentations take place in February, June, and October/November.
The administrative plan is the result of an update process carried out in the first half of September. It is now up to the points of contact to coordinate with the portfolio holders. The plan is on a quarterly basis, and the topics are organized by budget program. The Administrative Plan is now before the executive board for review. Afterward, the plan, along with the attached cover letter and the legend “
,” will be forwarded to the city council. Council members will then have the opportunity to ask questions on October 15, 2026. The results of the Political Evening on September 24 and the agenda for the Political Evening on October 15 will be incorporated into the administrative plan.
The Executive Board resolves:
1. to take note of the updated administrative plan;
2. to forward the administrative plan to the City Council, accompanied by a letter.
6. Response to the Draft City Council Agenda for 2026–2030
On September 14, a member-initiated proposal regarding the 2026–2030 City Council Agenda was received from Council Members Heeren, Boersma, Henrichs, and Pomper. The City Council now has two weeks to express its preferences and concerns regarding the proposal.
The Executive Board resolves:
1. to adopt the Executive Board’s response to the draft City Council Program 2026–2030;
2. to grant a drafting mandate to Mayor Otters-Bruijnen;
3. to forward the adopted response to the City Council.
7. Adoption of the TAM Environmental Plan for Airborneweg 43
From December 4, 2025, through January 15, 2026, the draft TAM environmental plan (Temporary Alternative Measure, serving as a transition between the former and new spatial regulations) for Airborneweg 43 in Son en Breugel was available for public review. Two comments were received. This led to a number of changes made in consultation with the commenters. In consultation with the Dommel Water Board and the project team of the Delta Rhine Corridor
, ex officio amendments were proposed in the “Statement of Comments.” The municipal executive requests that the city council adopt the “Statement of Comments” and approve the “TAM Environmental Plan for Airborneweg 43.”
The Executive Committee has decided to propose the following to the City Council:
1. to adopt the “Statement of Views”;
2. to adopt the amended “TAM Environmental Plan for Airborneweg 43,” with plan identification “NL.IMRO.0848.BO838BUITENGEBIED-VA01,” and to make it available digitally.
8. Designation and Appointment of Members to the Street Naming Committee
On February 27, 2026, the Municipal Executive adopted the resolution establishing the Street Naming Committee. To make the committee operational, the Municipal Executive must determine its membership. Following a broad, public recruitment process, a balanced team of residents was selected. This resolution officially establishes the committee.
The council resolves to designate and appoint the members of the street naming committee. This concerns the individuals listed in the attachment to this proposal for the terms specified therein.
9. Update on the Resettlement of Ukrainian Refugees
On April 14, 2026, the Municipal Executive decided to use the buildings at Kanaalstraat 9–11 in Son en Breugel as a new shelter for up to 65 Ukrainian refugees who are currently being housed in the former school on Ruysdaelstraat. The municipality owns the buildings at Kanaalstraat 9–11.
The city council will receive an update in the form of a council information letter. Local residents and Ukrainian refugees will be informed by letter.
The executive committee has decided to approve the text for the council information letter and to include it in a supplementary council information letter.
10. Protective Table
The municipal executive has decided to continue the “Beschermtafel” initiative, despite the lack of a specific legal basis for data sharing. The “Beschermtafel” is a nationwide approach used to collaboratively
seek appropriate assistance and prevent escalation before an investigation by the Child Protection Board or a child protection measure is considered. The municipal executive will inform the city council of this and will continue to monitor the lawfulness and due care of data processing.
The council resolves:
1. to continue our participation in the regional Youth Protection Roundtable, organized by the municipality of Eindhoven for the Southeast Brabant region and, consequently, for the municipality of Son en Breugel, despite the current lack of a legal basis for data sharing in the implementation of this initiative;
2. To minimize the risks associated with data processing at the “Beschermtafel” by:
• implementing mitigating measures and continuously assessing them;
• sharing only information that is strictly necessary and proportionate to the purpose (proportionality);
• applying clear guidelines to assess the lawfulness of data processing.
3. The Executive Board decides to adopt the text regarding the Protection Table and to include it in the next council information letter.
11. Results of the Support Survey for the BuitensteBinnen Daycare Center
The feasibility study on the possible addition of daycare services to BuitensteBinnen Elementary School has been completed. The report will be shared with the city council. The findings will be taken into account in a council proposal—yet to be drafted—regarding the next steps.
The council resolves:
1. to take note of the Report on the Feasibility Study for the BuitensteBinnen Platoo Son & Breugel Child Care Center;
2. to adopt the text regarding the feasibility study for the BuitensteBinnen child care center and to include it in the next council information letter.
