3. Appeal decision on objection urgency decision

An appeal has been filed against a decision on an objection by the college on the rejection of an application for an urgency decision. The handling of this case will be taken up by the lawyer objection and appeal at the Municipality of Eindhoven. By this decision it is arranged that the jurist is authorized to represent the college during these proceedings.

The College decides to authorize the lawyer objection and appeal at the Municipality of Eindhoven to represent the College of Mayor and Aldermen regarding the handling of the appeal against the decision on the objection on the rejection of an application for an urgency decision.

4. Advisory request ASD Youth Assistance Regulation 2026.

The Youth Assistance Regulation is in need of updating. The current regulation was adopted in 2023. As a result of the Youth Reform Agenda, a new model regulation was drafted by the VNG. The current regulation has been adjusted accordingly. Changes have also been made as a result of case law and practical experience. As a result, the draft regulation is more complete than the current one. The draft Youth Care Regulation 2026 has been prepared in consultation with the CMD. The next step is a request for advice to the Social Domain Advisory Council (ASD).

The college decides to release the draft Regulation Youth Aid Son and Breugel 2026 to the Advisory Council Social Domain and send the letter.

5. Program Political Evening Oct. 30, 2025

The college decides to take note of the program of the Political Evening of October 30, 2025.

6. Electronic channels public service designation decree

On Jan. 1, 2026, the Electronic Administrative Modernization Act (Wmebv) will take effect. To comply with this law, electronic channels must be designated for official messages.

College Decision:

  1. To adopt the Designation Decree Electronic Channels Public Service Municipality of Son en Breugel 2025, subject to adoption by the City Council;
  2. To propose to the City Council to adopt the Designation Decree Electronic Channels Public Service Municipality of Son en Breugel 2025.

7. Council information letter realization pumptrack playground The Molenwiek

We can start the actual construction of the pumptrack at the previously approved location of playground De Molenwiek. We will meet with residents of De Molenwiek playground to discuss the planning and work for the construction of the pumptrack. We will then meet with future users/youth through the Youth Council about the design of this pumptrack. In an additional youth council meeting, where two introductions per member may also be invited, 3 different designs will be presented by pumptrack builder Velosolutions. The design with the most votes, will be implemented. The plan is to have the pumptrack completed by the end of 2026, weather permitting.

The college decides to adopt the text about the Pumptrack and include it in an additional council information letter.

8 Discharge permit Nyrstar

In April 2025, Nyrstar (Pelt, Belgium) applied for a permit to discharge chloride, thallium, sulfate and selenium until the end of 2027. Nyrstar discharges via the Eindergatloop into the Dommel River. Despite a negative opinion from the province of North Brabant and De Dommel Water Board, the province of Belgian Limburg approved the new permit until the end of 2027.
The Dommel municipalities are filing a joint appeal.

College Decision:

  1. to file an appeal against the province of Belgian Limburg for the discharge decision of the company Nyrstar and to file this appeal jointly with other Dommel municipalities;
  2. Adopt the text on the Nyrstar permit and include it in the next council information letter.
