2 Overview of decisions taken in mandate week 48 2023
The college is periodically informed of decisions made in mandate. The summary includes decisions made on behalf of the college or the mayor in the past period.
The college takes note of the "Overview of decisions taken in mandate week 48 2023".
3 Waste collection locations 't Harde Ven
On June 7, 2022, the college decided to start a pilot of collection sites for waste collection in 't Harde Ven. In November 2022, the realization of collection locations was discussed with the neighborhood. For the narrow streets in 't Harde Ven we realize collection locations along the through route of waste collection. However, due to the narrowness of the neighborhood, it requires new street work to make sufficient space.
College Decision:
- To establish collection sites for waste collection in 't Harde Ven;
- To include in the 1st administrative report an investment credit of € 41,100 at the expense of waste;
- Inform the City Council through the Council Information Letter.
4 Appointment of Central Voting Station
Under the Elections Act, the Municipal Executive appoints the members of the central electoral committee. Due to a change in the law, new members must be appointed to the central electoral committee.
The College of Mayor and Aldermen resolves to appoint the following persons as members of the
central electoral college for the period from October 1, 2023 to October 1, 2027:
- Ms. S.M. Otters - Bruijnen (chair);
- Mr. J. Wesselink (deputy chairman);
- Mr. H.C. Koolen;
- Ms. E. Siero;
- Ms. C.M.M. Coerwinkel.
- Mr. R.L.A. Conijn
Former members whose appointments expired by operation of law on January 1, 2023 have been notified.
5 2nd BERAP Service Dommelvallei
The Dommelvallei Service performs operational tasks for the municipalities of Geldrop-Mierlo, Nuenen and Son and Breugel. For the municipalities of Nuenen and Son and Breugel, the Dommelvallei Service also performs the service provision tasks. Through this 2nd Administrative Report 2023, the General Board (AB) of the Dommelvallei Service reports on the deviations over the first 8 months of 2023. On October 30, the AB approved the 2nd Administrative Report 2023. Various advantages and disadvantages are expected. On balance, the Dommelvallei Service expects to stay within the adopted budget and there are no financial consequences for the municipalities.
The college decides to take note of the 2nd administrative report of the Dommelvallei Service.
6 (Re)development site Canal Street 31-33; form-free EIA and draft zoning plan
On October 10, 2023, your college approved, among other things, the final plan for the (re)development location Kanaalstraat 31-33 and adopted the anterior exploitation agreement. On behalf of the initiator, work was done on the draft zoning plan including studies. In that context, based on the notification note form-free EIA, it can be determined that no EIA procedure is required. As part of the adoption procedure, the draft zoning plan must be released for the period in which views may be submitted.
College Decision:
- to agree with the "Notification Memorandum Form-Free EIA Assessment Kanaalstraat 31-33 in Son en Breugel" submitted by the initiator and to establish that there is no reason to go through an EIA procedure;
- To take note of the draft zoning plan "Triangle; Kanaalstraat 31-33";
- Declare the Crisis and Recovery Act applicable to the "Triangle; Kanaalstraat 31-33" zoning plan;
- To release the draft zoning plan "Triangle; Kanaalstraat 31-33" for the period of views.
7 (Re)development site St. Genovevastraat ong.; ant. ovk, form-free EIA and obp
On June 20, 2023, the college approved, among other things, the final plan for the (re)development location Sint Genovevastraat. All agreements related to the plan development of this housing development location have now been laid down in the draft "Anterieure exploitatieovereenkomst bij de wijziging van de bestemming ten behoeve van woningbouwontwikkeling locatie Sint Genovevastraat te Son en Breugel" (Anteriori exploitation agreement for the zoning change for housing development location Sint Genovevastraat in Son en Breugel), which is presented for adoption. At the request of the initiator, work has also been done on the draft zoning plan including studies. In that context, it can be determined on the basis of the notification note form-free EIA that no EIA procedure is required. As part of the adoption procedure, the draft zoning plan must be released for the period in which views may be submitted.
College Decision:

8 Fee Ordinance 2024 including fee table
The college decides to submit the council proposal for dues ordinance 2024 including rate table and ROEB list to the council for decision.
9 Energy surcharge 2023
The one-time energy surcharge 2023 (hereinafter: energy surcharge) is intended to partially compensate low-income households for high energy prices. The amount of the energy surcharge is €1,300.00. It is made available to households with an income up to 120 percent of the social assistance standard. This council decision establishes the policy rules for the energy surcharge 2023. It also asks the council to make the budget available to enable rapid decision-making.
College Decision:
- To adopt the 2023 Son en Breugel energy surcharge policy rules;
- on the basis of these policy rules and upon agreement of proposed decision in mid-December to proceed with the automatic payment of the One-time Energy Surcharge 2023;
- opening up an application process for the group of beneficiaries who do not receive automatic payment;
- cover a total of €443,028.00 for this from the December Circular 2023;
- To adopt the council proposal containing the following decision points:
- Agree to make available the funds Energy Surcharge 2023 (€ 443,028.00) to be transferred from the State via a decentralization payment and credited to the municipal fund in December 2023;
- Agree to transfer €45,000.00 from Program 3 to Program 2 for (residual) coverage of the 2023 energy surcharge.

10 Decision on objection to reserving two parking spaces for charging electric vehicles in Seine Avenue
On September 4, 2023, the college decides to designate two parking spaces for charging electric vehicles in the Seinelaan in Son en Breugel. On September 11, 2023, the college receives two notices of objection against the above decision. The Objections Committee recommends that the objections be declared unfounded and that the contested decision be upheld.
College Decision:
- declare the objections unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
