1. Non-public decision list and public decision list b&w meeting dated July 21, 2020 / Hans Gaillard
The college adopts the decision list and the public decision list according to the drafts.
2. Decision on objection rejection of enforcement request / Hans Gaillard
On February 17, 2020, the college decides to reject the request of Stichting Platform Keelbos to take enforcement action against the closure of two parking spaces on the Hoberglaan in Son en Breugel. On March 11, 2020, the college received a letter of objection from Stichting Platform Keelbos against the above decision. The Objections Committee recommends that the objection be declared inadmissible.
The College of Mayor and Aldermen decides:
- Declare the objection inadmissible;
- Refer to the opinion of the Objections Committee for the reasons for the decision;
- supplement the statement of reasons in one section in the appeal decision;
- Send a copy of the decision to the Objections Committee.
3. Assessment of spending 2019 council groups / Hans Gaillard
The council groups receive an annual amount of € 1,000 per group as an allowance for the costs of the functioning of the group. According to the Official Assistance and Group Support Regulation 2003, this sum is intended to strengthen the group's role in representing the people, setting the framework and controlling the group. The City Council determines annually whether the expenses incurred meet this requirement. The political groups have indicated what they have spent the contribution received for 2019. The college takes note of the draft council proposal by the council president and clerk, which concludes that the expenditures fit the purpose for which the contribution is intended. The council will decide on this matter on September 24, 2020.
College Decision:
- To take note of the draft council proposal ""Assessment of expenses 2019 council groups" by the council president and clerk;
- Submit the proposal to the General Affairs Committee and the council.
4. Boslaan 63 development site; answering questions / John Frenken
The college was asked a number of questions by email regarding the "Avenue of the Woods 63" development site. The questions have been provided with answers in a letter. If the college agrees with this letter, it will be sent to the person concerned.
The College of Mayor and Aldermen decides:
Agree to answer the questions about the Bos Avenue 63 development site and decide to send the letter with answers.
5. Evaluation and further development client support Wmo / Paul van Liempd
With the introduction of the Wmo 2015, municipalities are responsible for client support for residents. Client support was started in 2015. For its evaluation and further development, a memorandum was drafted and submitted to the Social Domain Advisory Council for advice.
College Decision:
- to take note of the memorandum;
- Submit the memorandum to the Social Domain Advisory Council for its opinion.
6. Grant funding SonenBreugelVerbindt / Jos de Bruin
Since 2017, SonenBreugelVerbindt (hereafter SBV) has been active in our municipality. They started as a civic initiative and in recent years have proven to be an accessible partner for the municipality of Son en Breugel in the field of civic participation and social cohesion within our municipality. The cooperation between the municipality and SBV must be reshaped in 2020 due to the expiration of the cooperation agreement.
College Decision:
- SonenBreugelVerbindt to be funded through grant funding beginning in 2020;
- Agree to the performance agreements underlying the 2020 grant award;
- Introduce this change budget-neutral compared to the previous agreement in the amount of € 90,250 from the budget SonenBreugelVerbindt and
Social Work; - From 2017, correct the resulting annual budget overrun of €3,436 in the 2021 budget and not index further from 2021;
- evaluate the new arrangement after the first year.
7. Planning damage framework agreement 2020 / John Frenken
Since 2015, we have had a framework agreement within our municipality for the handling of plan compensation requests. This framework agreement came about through a tendering process by the BIZOB in which several municipalities in the region participated. The deadline for the current agreement expired this year and we again participated in the new tender process. It is recommended that we agree to the attached framework agreement in which Gloudemans has been determined as the contractor.
The college decides to approve the framework agreement plan damage 2020 in which the plan damage agency Gloudemans in Nuland is determined as a contractor.
