1. Internal (not public) decision list and public decision list dated February 14, 2023 - Hans Gaillard
The college adopts the decision lists.
2. General Board MRE dated March 1, 2023 - Hans Gaillard
The next meeting of the General Board of the Eindhoven Metropolitan Region will take place on March 1, 2023. The documents will be submitted to the college for notification.
The college decides to take note of the agenda and related documents for the consultation of the General Board of the Eindhoven Metropolitan Region on March 1, 2023.
3. Omgevingswet; decision-making council parts 'delegation', 'binding advisory right council', 'mandatory participation' and 'extended procedure' - Jelle de Jong
Over the past few months, the council has been taken through informative and image-forming meetings on the choices and decision-making to be made by the city council for 4 components under the Omgevingswet. These are the components 'delegation', 'participation in relation to the Omgevingswet', 'extended procedure' and 'the binding advisory right by the council'. The outcome of the three meetings guided the draft council proposal and decision to be taken by the city council. It was agreed to share the draft council proposal and decision with the council members prior to the judgment-forming meeting of the council, in order to ask substantive questions and/or make comments, which can then be taken into account for the preparation of the final draft council proposal and decision for the judgment-forming meeting. The draft council proposal and decision are attached with the request to take note of them and to send these documents to the council for this 'question period'. The process is set up so that a judgment meeting is scheduled for April 20, 2023.
The college decides to:
- To take note of the draft council proposal and draft council decision in the context of the Omgevingswet oversees the sections "delegation," "participation in relation to the Omgevingswet," "extended procedure" and "the binding right of advice by the council.
- To send the draft council proposal and draft council decision to the council members as per agreement to give them the opportunity during the period March 1 to 10, 2023, to ask questions and make comments with which the final draft council proposal and decision will be prepared.
4. Mandate decision representation peripheral municipalities Eindhoven Airport 2023 - Steven Grevink
With the mandate decree we formally legally establish the succession of the three representatives on behalf of the peripheral municipalities to the Eindhoven Airport Consultation (LEO). This allows them to legally act on behalf of the peripheral municipalities in the LEO and in other administrative consultations about Eindhoven Airport.
The college decides to mandate aldermen Beex (municipality of Eersel), Van Burgsteden (Meierijstad) and Rombouts (Reusel-De Mierden), in accordance with mandate decision, with the representation of the municipality of Son and Breugel in consultations about Eindhoven Airport.
5. Cooperation Agenda 2023 Urban Area Eindhoven - Hans Gaillard
In 2021, the process of arriving at a new, updated cooperation agenda for the Eindhoven Urban Area was started. After a careful process, the Collaboration Agenda 2023 Urban Area Eindhoven is ready to now be submitted to all nine municipal councils in the SGE for adoption.
College Decision:
- To agree to the Collaboration Agenda 2023 Urban Area Eindhoven;
- To submit the Collaboration Agenda 2023 Urban Area Eindhoven to the council for approval.
6. Area-based approach to unauthorized land use - Jan Boersma
The college decides to address improper use of municipal land in an area-specific manner. Throughout the municipality it is decided, in accordance with the policy, to engage in enforcement and take enforcement action against improper use of municipal land. Starting in the neighborhood of 't Harde Ven, in the area between Europalaan, Eekhoornlaan, Hendrik Veenemanstraat and Gentiaanlaan.
College Decision:
- address improper use of municipal land on an area-by-area (neighborhood-by-neighborhood) basis;
- deploy enforcement to regain possession of improperly used municipal land and eliminate situations that violate the zoning plan.
7. Process proposal Approach to mobility plan Son and Breugel - Jan Boersma
To arrive at a widely supported Mobility Plan for Son and Breugel, a clear and transparent process, in which stakeholders are actively involved, is important. The method of participation, appropriate to the wishes and ambitions of the municipality, determines the support for the final result. The approach focuses on developing a vision together with the board and various internal and external stakeholders. In all phases of the process, stakeholders actively participate. The involvement of stakeholders is different for each phase. For this purpose, a participation approach is described for each project phase.
The college decides to send the document Aanpak Mobiliteitsplan Son en Breugel as preparatory information to the City Council.
8. Reforming Financial Unburdening - Steven Grevink
The college decides to reform the way of working regarding the financial unburdening of assisted asylum status holders. We shift the focus from technical financial relief to self-reliance. The fixed costs of asylum status holders will no longer be paid from the Social assistance benefit. Instead, they are supported to use direct debits. Asylum status holders receive social support from LEV Refugee Council. This is the working method we used before the start of the Integration Act 2021. Through the proposed working method we can offer support that meets the needs of the asylum status holder.
College Decision:
- To reform the working method regarding financially relieving welfare recipients of asylum status holders to promote financial self-sufficiency;
- To approve the text for the council information letter and forward it to the council.
9. Renewal Energy Coach - Steven Grevink
On Oct. 18, 2022, the college decided to extend the energy coach to 200 calls. As of January 31, 2023, 182 calls have been conducted and 121 new applications have been received. This rapid increase is a positive development. The municipality is satisfied with the quality of implementation and service to our residents. We are therefore extending the assignment by an additional 150 interviews to a total of 350 interviews.
The college agrees to extend the contract towards Trias Innervation Foundation (Energy Box) and How to bee-ecofriendly for a third tranche of 150 coaching calls, for a total of 350 calls.
