4. 2025 Security Report and 2025 Annual Report on Subversion

Once a year, the Dommelstroom Core Team’s Tripartite Consultation and Local Steering Committee on Subversion (LSO) review the current status of the established priorities regarding public order and safety within the Dommelstroom Core Team’s area of operation.
The 2025 Security Overview and the Annual Report on Subversion were discussed on March 16, 2026, in the Triangular Consultation and the LSO of the Dommelstroom Base Team, respectively, and were submitted for information to your executive board and the city council via the chairs of these meetings.

The executive board decides:

  1. to take note of the 2025 Safety Report;
  2. to take note of the annual report on the Dommelstroom subversion;
  3. to approve the text on the security situation and the annual report on subversion and to include it in the next council newsletter.

5. 2025 Annual Report, 1st and 2nd Budget Amendments for 2026, and the 2027–2030 Budget for the Dommelvallei Department

On April 15, 2026, the board of Dienst Dommelvallei approved the draft first budget amendment for 2026 and the draft budget for 2027–2030. These documents reflect an increase in the required resources. This is due to growing demands in the areas of information provision, cybersecurity, and information management, the further implementation of Business Plan 2.0, and the planned relocation of Dienst Dommelvallei. In the proposed opinion, we call for a financially manageable and realistic course of action, and Dommelvallei is urged to provide clarity on the financial consequences of upcoming developments in the short term.
Additionally, on April 15, 2026, the board adopted the 2025 annual reports and the second 2026 budget amendment, which are hereby submitted for information.

The Executive Committee has decided to propose to the City Council:

  1. Take note of:
    * 2025 Annual Report, Dommelvallei Agency
    * 1st Budget Amendment for 2026, Dommelvallei Agency
    * 2nd Budget Amendment for 2026, Dommelvallei Agency
    * Multi-Year Budget for 2027–2030, Dommelvallei Agency;
  2. to submit a statement of views on the first budget amendment for 2026 and the multi-year budget for 2027–2030, as outlined in the letter;
  3. to decide to incorporate the financial implications into the first management report for 2026 and the policy framework document for 2027–2030.

6. Comments on the 2027 Draft Budget for the Eindhoven Metropolitan Region

On March 13, 2026, the Executive Committee of the Eindhoven Metropolitan Region (DB MRE) presented the draft 2027 program budget to the municipal executive and the city council. In accordance with the MRE joint regulation, the city council is given the opportunity to submit its opinion. The Executive Board takes note of the draft program budget and proposes that the City Council submit its opinion.

The Executive Board decides:

  1. to propose that the council submit an opinion on the draft budget for the Eindhoven Metropolitan Region for 2027, as outlined in the letter;
  2. to take the financial implications into account in the deliberations regarding the 2027–2030 Framework Memorandum.

7. VTH Annual Report 2025 

Each year, the municipal executive adopts an annual VTH report. The 2025 VTH Annual Report presents the results of the tasks included in the 2025 implementation program. The annual report details the so-called “home tasks” and environmental tasks. The environmental tasks are delegated to the Southeast Brabant Environmental Service (Odzob). The VTH Annual Report of the Environmental Service is attached as an appendix to the Annual Report on the home tasks. Submitting this annual report to the municipal council is a legal obligation set forth in the Environmental Decree.

The Municipal Executive decides:

  1. to adopt the 2025 Annual Report on Licensing, Supervision, and Enforcement;
  2. to approve the text of the VTH 2025 Annual Report and include it in the next council newsletter.

8. Decision on the appeal

On November 25, 2025, the municipal executive decides to rule on the Woo request seeking information regarding the Breeakker project. On January 6, 2026, the municipal executive receives a notice of objection from several objectors against the aforementioned decision. The Objections Committee recommends declaring the notice of objection admissible, with the exception of one of the objectors. It recommends declaring the objection regarding the documents that emerged during a second search to be well-founded. The appeal regarding the remainder is to be declared unfounded, and the decision on the appeal is to supplement the reasoning of the contested decision by specifying which systems were used by the Board when conducting the search for relevant documents.

The Board decides:

  1. to declare one objection inadmissible;
  2. to declare three objections admissible;
  3. to declare the objection regarding the documents uncovered during a second search to be well-founded;
  4. to declare the remainder of the objection unfounded;
  5. in the decision on the objection, to supplement the reasoning of the contested decision by specifying which systems the board used when conducting the search for relevant documents;
  6. Refer to the opinion of the Objections Committee for the reasons for the decision.

9. Performance Agreements 2022–2025: 'thuis-gemeente' Housing Foundation

Multi-year performance agreements have been established with the ’thuis Housing Association (including the ’thuis Tenants’ Council) for the period 2022–2025. Work is currently underway on new multi-year performance agreements for 2026–2029. In anticipation of this, an update has been prepared. This will be signed by the parties involved.

The Municipal Executive decides:

  1. to approve the update of the 2022–2025 public housing performance agreements, to be carried over into 2026, in consultation with the ‘thuis Housing Foundation (including the ‘thuis Tenants’ Council);
  2. to approve the text regarding the update of the 2022–2025 performance agreements with Woonstichting ‘thuis’ and to include it in the next council information letter.

10. New commercial building at Science Park Eindhoven 5706/Ekkersrijt 6050

An application for an environmental permit has been submitted for the construction of a new commercial building at the Science Park Eindhoven 5706 and Ekkersrijt 6050 sites. The existing outdated commercial buildings at the site will be demolished.
The new commercial building does not fully comply with the regulations of the environmental plan. It is recommended to grant approval for the construction of the new commercial building through the application of an off-plan environmental plan activity (Bopa).

The municipal executive decides:

  1. to grant approval for a deviation from the provisions of the zoning plan for the construction of a new commercial building at the Science Park Eindhoven 5706 and Ekkersrijt 6050 sites;
  2. to deviate from the maximum building coverage ratio where this is appropriate and justifiable based on regional densification objectives and site-specific circumstances. This deviation applies exclusively to locations where densification is feasible from a spatial, environmental, and functional perspective, and where it aligns with the environmental vision and regional agreements. This expressly does not constitute a generally applicable precedent, but rather a reasoned decision based on the specific characteristics of this location.

Since 2022, a strategic process has been underway within Blink regarding the future development of the Joint Arrangement. This strategic process has resulted in policy changes to the Joint Arrangement. The municipal councils of the participating Blink municipalities now have the opportunity to submit their views on this amended draft arrangement. The approval procedure will follow later this year.

The municipal executive has decided to propose to the municipal council:

  1. to adopt the opinion on the amendment to the Blink Phase 2 Joint Arrangement;
  2. draft text regarding the council proposal for the portfolio holder

12. Hanging planters

For several years now, the center of Son en Breugel has been adorned with hanging planters, which contribute to an attractive living environment, biodiversity, and a vibrant town center. In the past, the costs have been covered by various budgets. It is proposed that, for a new three-year agreement, the costs be charged to the revenue from the precario tax. This allocation is considered appropriate because the measure contributes to a more attractive center that draws more visitors and encourages them to stay.

The Municipal Executive decides to cover the costs of installing and maintaining hanging planters for a period of three years using revenue from the precario tax.
 

13. Draft Program Budget for 2027, GGD Brabant-Zuidoost

In accordance with the Joint Agreement of the GGD Brabant-Zuidoost, the General Board (AB) of the GGD sends the draft program budget to the participating municipalities so that the municipal councils have the opportunity to submit their comments. The proposal is not to submit any comments.

The Executive Committee decides to propose to the municipal council: 

  1. take note of the draft 2027 Program Budget of the GGD Brabant-Zuidoost;
  2. not to submit a statement of views on the draft 2027 Program Budget of the GGD Brabant-Zuidoost;
  3. to take the financial implications into account in the deliberations regarding the 2027–2030 Framework Memorandum.

14. Long-Term Policy Vision 2026–2030 for the GGD BZO

The GGD Brabant-Zuidoost has drafted its Long-Term Policy Vision 2026–2030 and submitted it to the participating municipalities. The council is being given the opportunity to submit its opinion on this matter. By submitting an opinion, the council can provide guidance on how the GGD fulfills its statutory duties in the field of public health care, as laid out in the Public Health Act. This ensures that the policy vision aligns with the local ambitions and needs of Son en Breugel.

The College decides to propose to the City Council:

  1. take note of the GGD Brabant-Zuidoost’s Long-Term Policy Vision 2026–2030;
    1. to adopt the opinion on the GGD Brabant-Zuidoost Long-Term Policy Vision 2026–2030.

15. WSD Opinion on the 2027 Budget and the 2025 Financial Statements of the WSD General Council

Each year, the WSD Joint Arrangement makes its financial documents available to the participating municipalities. The municipal council is given the opportunity to express its opinion on the financial statements for the previous year and the budget for the coming year. The draft financial statements for 2025 and the draft budget for 2027 are now before the council. It is proposed that the council take note of the 2025 financial statements and that the council be advised not to express an opinion on the 2027 draft budget of WSD.

The executive committee decides to propose to the municipal council:

  1. to refrain from expressing an opinion on the draft 2025 financial statements and the draft 2027 budget of GR WSD;
  2. to take the financial implications into account in the deliberations regarding the 2027–2030 Framework Memorandum;
  3. take note of the 2027 budget and the 2025 financial statements of GR WSD.

16. Objection to Nyrstar’s discharge permit

The Belgian province of Limburg has granted Nyrstar in Pelt a permit to discharge chemicals and heavy metals into surface water. This permit was granted despite objections filed and negative recommendations issued by the Dommel municipalities and North Brabant. Although the objection was largely rejected, the permitted discharge quantities have been slightly reduced compared to previous standards. Following the earlier decision (dated April 14, 2027) to jointly appeal the permit granted to Nyrstar by the Flemish government, the council agrees to file an appeal (objection) to strengthen its own position and send a signal regarding stricter environmental standards in the future. This decision is intended to protect the interests of the region and safeguard environmental quality. The council will be informed of this decision.

The executive committee decides to adopt the text regarding Nyrstar, the objection to the discharge permit, and to include it in the next council information letter.
