1. Non-public decision list and public decision list dated April 20, 2021 / Hans Gaillard

The college adopt the decision lists.

2. Information policy Dommelvallei 2021-2025 / Hans Gaillard

The Information Policy Dommelvallei 2021-2025 forms the framework and spearheads for shaping the information society by and ín the municipalities of the Dommelvallei for the period 2021-2025.

College Decision:

  1. Adopt the Dommelvallei 2021-2025 Information Policy;
  2. To adopt the (draft) council proposal;
  3. submit both pieces to the Municipal Clerk’s Office for consideration at a political evening.

3. Adjustments Regional Development Fund Work Locations / Jan Boersma

In February 2021, the city council approved the adjustments to the Regional Development Fund for Work Locations (ROW). In doing so, the council also delegated the provision of grants in this context to the ROW Foundation. A recent ruling by the Council of State shows that delegating a public law power to a private entity is not allowed. In consultation with the lawyers of the municipalities in the Stedelijk Gebied Eindhoven (SGE) it has been agreed that the delegation of this authority is possible. This does mean an adjustment of the February 2021 decision.

The College decides to propose to the City Council:

  1. Repeal the decision dated February 4, 2021 by which the council:
    a. delegated the authority to subsidize within the framework of the Regional Development Fund Work Locations to the Stichting Ontwikkelingsfonds Werklocaties SGE (using as a standard framework for the delegated task, the Subsidy Ordinance Investments Regional Development Fund Work Locations SGE 2021, to be adopted);
    b. has adopted the Subsidy Ordinance Investments Regional Development Fund Work Locations SGE 2021,.
  2. Repeal the Subsidy Ordinance Investments Regional Development Fund Work Locations SGE 2021, and adopt a new ordinance (with some technical adjustments), as per the draft ordinance;
  3. Mandate the authority to implement the Grant Ordinance, which expressly includes making a decision on an application for a grant under the Grant Ordinance Investments Regional Development Fund Work Locations SGE (2021), including all related preparatory and implementation acts, to the Foundation Development Fund Work Locations SGE according to the draft decision.

4. Questions March 18, 2021 regarding project Village Hall / Jan Boersma

The groups of Dorpsbelang, VVD and Voor-U have submitted questions to the college about Hekkelman's license and method of operation (Mail dated March 18, 2021). Presented is the letter with questions and a draft answer. If the college agrees with this letter, it will be sent to the council members.

College Decision:

  1. To take note of the letter answering the questions;
  2. To agree to answer the questions;
  3. Agree to send the letter to council members.

5. Procurement strategy crisis assistance youth 2022 and beyond / Paul van Liempd

Among other things, the municipality is responsible for crisis assistance to juveniles. This form of youth aid is purchased jointly by the 21 municipalities in Southeast Brabant. The current contracts for crisis aid expire at the end of 2021. It is proposed to adopt the purchasing strategy for crisis aid 2022 and beyond.

The college decides to adopt the procurement strategy "Procurement of crisis assistance youth 2022 and beyond".

6. Make funds available for youth activity / Jos de Bruin

The State has provided financial resources for municipalities, to organize activities for young people within the measures in force. Youth work will organize the game 'The Hunted'. Every young person from Son en Breugel can sign up; there is room for 200 participants. The college will make part of the extra state funds available for this.

The college decides to make an amount of €3,630 available for "The Hunted" from the additional state funds for the Youth Package and incorporates this into the first administrative report.

7. Agenda public council meeting April 29, 2021 / Hans Gaillard

The college discusses the documents scheduled for the April 29 council meeting.

8. Appointment decision secretary regional disputes committee / Hans Gaillard

Since the Standardization of Legal Status of Civil Servants Act came into effect on January 1, 2020, employers are required to establish a dispute committee. By decision of November 17, 2020, the college decided that the municipality of Son and Breugel joins the Regional Disputes Committee Brabant-Zuidoost. A secretary has yet to be appointed by the college for this dispute committee.

The college decides to adopt the "Appointment decision secretary regional disputes committee": Ms. Monica Bellemakers as secretary and Ms. Suzanne Glaudemans as deputy secretary.

9. SGE: Administrative Platform dated April 30, 2021 / Hans Gaillard

The Administrative Platform of the Eindhoven Urban Area (SGE) is scheduled for April 30, 2021. Through this recommendation, the agenda and underlying documents are submitted to the college for notification.

The college decides to take note of the agenda and underlying documents for the Administrative Platform of the Urban Area Eindhoven dated April 30, 2021.

10. Answering various written questions posed by group FOR YOU! on March 18, 2021 / John Frenken

On March 18, 2021, the group FOR YOU! 3 asked questions about the silence center, cutting trees, or protecting trees. The college decides, in accordance with the Rules of Procedure, to bring the answers to the questions to the attention of the council.

College Decision:

  1. To agree to answer the questions raised;
  2. notify the council of these responses.

11. Europalaan 2 development site; statement municipality grant request Zuidzorg / John Frenken

Zuidzorg requests the municipality, in connection with a grant application by Zuidzorg, to sign a statement that the property at Europalaan 2 is eligible for a feasibility study to convert the building to housing/a Home Home.

College Decision:

  1. To take note of Zuidzorg's desire under the "Housing and Health Incentive Scheme (SWZ)" to submit a grant request for the purpose of a feasibility study to convert the building at Europalaan 2 into a Home Home;
  2. include as a framework that the remaining available space in the building be filled in for first-time buyers.

Mayor instructs Alderman Frenken to sign the requested statement from South Care.

12. Public Green Space Policy Paper 2021 / Jan Boersma

The current green policy plan from 2013 is in need of partial revision. The concept note fulfills this need. It is now presented to the council for consideration as an image-forming document.

College Decision:

  1. To agree to present the draft policy paper to the council for discussion as an image-forming document;
  2. agree to the draft estimate

13. Motion Local corona fund / Paul van Liempd

The municipal council of the municipality of Son en Breugel voted unanimously on March 18, 2021 on the motion to establish a local corona support fund. The Tonk regulation is intended by the national government to give local customization to municipalities, which is exactly what our municipal council needs. To further fulfill the City Council's decision, we are broadening the municipal Tonk scheme. We will do this by increasing access for residents who are affected. In addition, the college will work to assess individual cases of households and business owners for possible support from the municipal fund.

College Decision:

  1. With the broadening of the Tonk rule and assessment of individual cases, fulfill the City Council's motion for the establishment of a local corona support fund.
  2. To adopt the policy rules ''Temporary support necessary costs (Tonk) version2 (2021) municipality of Son and Breugel'';
  3. Use the municipal funds from the motion to implement the scheme;
  4. To agree to the council information text for the purpose of the next council information letter;
  5. Express the motion by also calling on households and businesses to come forward for individual support when (State) schemes do not provide it.

14. Decision on objection rejection of application Tozo 2 / Paul van Liempd

On November 13, 2020, the college decides to reject the application for Social assistance benefit for living expenses under the Temporary Bridging Scheme for Self-Employed Persons (Tozo 2). On December 23, 2020, the college receives an objection from the objector to the above decision. The Objections Committee recommends that the objection be upheld and that the contested decision be partially revised, with the understanding that a Social assistance benefit for living expenses under the Tozo 2 may be granted for the month of September 2020.

College Decision:

  1. Declare the objection well-founded;
  2. Revise the contested decision in part, with the understanding that a Social assistance benefit for living expenses under the Tozo 2 may be granted for the month of September 2020;
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

15. Viewing draft RES 1.0 / Paul van Liempd 

On March 18, 2021, the draft RES 1.0 was released for consultation. All colleges and city councils will first have the opportunity to submit formal views on the RES before July 1, 2021. With the consultation round, the MRE RES is asking for an opinion on the draft RES 1.0 and the search areas in the plan EIA. The college agrees with the view from the municipality of Son and Breugel for the draft RES 1.0 and submits it to the municipal council for decision-making.

College Decision:

  1. To note the draft RES 1.0 2;
  2. To approve the view on the Draft RES 1.0 to submit it to the City Council for decision.

16. Dioscuri 2021 grant / Jos de Bruin

Gymnastics Association Dioscuri submitted a grant application for 2021, it was too late and rejected the application for this reason. On this, the association filed an objection. Although we believe that the subsidy application was legitimately rejected, we attach more value to a sustainable relationship with Dioscuri. We therefore propose to still grant a subsidy for 2021.

College Decision:

  1. Grant gymnastics association Dioscuri a subsidy in the amount of €2,864 for 2021;
  2. In 2021, cover the cost of the grant (€2,864) from the transition budget for old to new grant policy, and budget for 2022 and beyond.
