1. Adopt non-public and public decision list dated October 20, 2020 / Hans Gaillard

The college adopts the decision lists.

2. Annual accounts 2019 Stichting Beveiliging Bedrijventerrein Ekkersrijt (SBBE) / Jan Boersma

Stichting Beveiliging Bedrijventerrein Ekkersrijt (SBBE) sent its 2019 financial statements in August of this year. As a related party, the foundation is thus fulfilling its commitment to make the financial statements available for inspection by the college. The operations and financial statements have been analyzed by Finance and present a healthy picture.

The college decides to accept the 2019 financial statements of the Stichting Beveiliging Bedrijventerrein Ekkersrijt (SBBE) for notification.

3. Agree to represent Son and Breugel in consultations on Eindhoven Airport / Paul van Liempd

The peripheral municipalities, including Son and Breugel, are represented in the regional consultations on Eindhoven Airport by aldermen Van Schuppen (Best) and Beex (Eersel). Verbal agreements have been made about this. It is desirable to record these agreements in writing in a formal mandate decision.

The college decides to agree to the representation of the municipality of Son and Breugel in consultations about Eindhoven Airport by two aldermen from the peripheral municipalities in accordance with the mandate decision.

4. Determination of subsidies 2019 / Jos de Bruin

Every year the municipality of Son and Breugel receives, from some of the grant partners, justification documents for the granted grants of the previous year (2019 in this case). These justification documents have now all been submitted to the municipality of Son and Breugel. It is now up to the college to finalize the subsidies granted in 2019.

College Decision:

  1. To take note of the analysis of grants awarded 2019;
  2. finalize the 2019 grants as follows:
  • To set the grant to LEV Group at €609,191.80;
  • To set the subsidy to Lumens at €286,455;
  • Set the grant to Dommeldal Library at €335,982.03 and recover €14,247;
  • Fix the subsidy to South Care at €289,186 and recover €13,506;
  • To set the grant to GGzE at €53,439;
  • To set the subsidy to MEE de Meentgroep at € 178,881.
    to set the subsidy to Stichting het Vestzaktheater at € 139,710.78.
    to set the subsidy to Stichting MeeDoen Werkt at € 68,100 and to postpay € 33,100;
  • To set the grant to the Leergeld Foundation at €54,432;
  • To set the grant to JC Oasis at €17,166;
  • To set the subsidy to Harmony at €10,769;
  • To set the grant to IVN at €9,717.11;
  • To set the subsidy to Carousel at €18,707;

5. Decision on objection to building permit activity / John Frenken

On June 16, 2020, the college decides to grant an environmental permit for the construction of a dwelling on the plot locally known as Jufferlaan 62 (Plot G1) in Son en Breugel.
On July 26, 2020, the college receives a notice of objection from the objector against the above decision. The Objections Committee recommends that the objection be declared inadmissible.

College Decision:

  1. Declare the objection inadmissible;
  2. Refer to the opinion of the Objections Committee for the reasons for the decision.

6. Request for exemption from opening hours of Albert Heijn Son en Breugel / Jan Boersma

Albert Heijn B.V. requests an exemption for the opening hours of Albert Heijn Son en Breugel on December 20, 2020 from 8:00 am to 10:00 pm. Under the Shopping Hours Ordinance, Albert Heijn Son en Breugel is allowed to be open on Sundays between 8:00 am and 8:00 pm.
The Shopping Hours Ordinance does not further include an exemption option for Sunday opening hours. This means that the college cannot grant an exemption for opening hours on Sunday, December 20, 2020 between 8:00 pm and 10:00 pm.

The college decides not to grant an exemption for the opening hours of the Albert Heijn Son en Breugel on Sunday, December 20, 2020 between 20:00 and 22:00.

7. New design of sustainability awards 2020 / Paul van Liempd

After last year's evaluation, it appears that entries for the sustainability awards are minimal. Also, due to the Corona virus, the physical meetings cannot take place; the presentation of the awards was integrated into this. For this reason, it will not take place in 2020.
A new format for organizing the sustainability awards is being prepared for 2021.

College Decision:

  1. prepare a new format for the 2021 Sustainability Awards. Due to current circumstances, there will be no award ceremony in 2020;
  2. Inform the council through the council information letter on the preparation of the new set-up.

8. Indexing youth aid rates and adopting Ambition Agreement living youth / Paul van Liempd

The municipality of Son and Breugel together with 10 other municipalities is buying regional youth care. In preparation for 2021, two proposals are presented. It is proposed to index the rates from the PDC Youth as of 2021 with 2.99%. It is also proposed to agree to the "ambition agreement Housing". The ambition agreement reflects the joint substantive objectives of municipalities and care providers with regard to residential facilities for young people who cannot live at home, such as foster care, family home care and room training.

College Decision:

  1. Agree to index rates Youth PDC effective 1-1-2021 based on the five-year average OVA rate of 2.99%;
  2. To adopt the Ambition Agreement Living Youth Care for "A 10 for Youth.

9. Procurement function Safe Home / Paul van Liempd

Safe Home guarantees the execution of the legal tasks regarding domestic violence and child abuse. The municipalities are principals. The municipalities' current contract with Safe Home expires at the end of 2020. New tenders will be issued to conclude a contract with Safe Home for the coming years.

The college decides to take note of the intention of the municipality of Eindhoven to tender by publication of intended award to foundation Veilig Thuis Zuidoost-Brabant, for a period of 4 years with the option to extend twice for two years.

10.Temporary transitional arrangement assessment and reward 2020 / Paul van Liempd

At the end of 2019, the college decided that our organization is moving toward self-organization. The current system of assessment and reward is no longer in line with this development. During 2021, an appropriate set of tools will be developed for self-organization. A temporary transitional arrangement has been drawn up for the year 2020 and has been submitted to the Works Council for approval as a proposed resolution. In a written response, the Works Council expressed its agreement with this arrangement. The minor adjustments proposed by OR have been incorporated. Final adoption by the college can take place.

College Decision:

  1. Taking note of the written response from the Works Council;
  2. Adopt the 2020 Temporary Transitional Review and Reward Policy.

11. The Bongerd presentation committee / Jos de Bruin

Presentation on state of affairs of The Bongerd for the Committees of Territory/Civic Affairs dated October 27, 2020.

The college notes the presentation and makes it available to the committees.
