1. Adoption of the list of non-public and public decisions dated October 20, 2020 / Hans Gaillard

The college adopts the decision lists.

2. 2019 Financial Statements of the Ekkersrijt Industrial Estate Security Foundation (SBBE) / Jan Boersma

The Ekkersrijt Business Park Security Foundation (SBBE) submitted its 2019 financial statements in August of this year. As an affiliated party, the foundation is thereby fulfilling its commitment to make the financial statements available for inspection by the municipal executive. The operating results and financial statements have been analyzed by the Finance Department and present a healthy picture.

The council decides to take note of the 2019 financial statements of the Ekkersrijt Business Park Security Foundation (SBBE).

3. Agree to representation of Son en Breugel in consultations regarding Eindhoven Airport / Paul van Liempd

The surrounding municipalities, including Son en Breugel, are represented in regional consultations on Eindhoven Airport by Aldermen Van Schuppen (Best) and Beex (Eersel). Verbal agreements have been made in this regard. It is desirable to record these agreements in writing in a formal mandate decision.

The council decides to agree to the representation of the municipality of Son en Breugel in consultations about Eindhoven Airport by two aldermen from the surrounding municipalities in accordance with the mandate decision.

4. Determination of subsidies for 2019 / Jos de Bruin

Every year, the municipality of Son en Breugel receives accountability documents from some of its subsidy partners for the subsidies granted in the previous year (2019 in this case). These accountability documents have now all been submitted to the municipality of Son en Breugel. It is now up to the municipal executive to definitively determine the subsidies granted in 2019.

College Decision:

  1. take note of the analysis of the subsidies granted in 2019;
  2. to definitively establish the subsidies for 2019 as follows:
  • to set the subsidy to LEVgroep at €609,191.80;
  • set the subsidy to Lumens at €286,455;
  • to set the subsidy for Dommeldal Library at €335,982.03 and to reclaim €14,247;
  • set the subsidy to ZuidZorg at €289,186 and reclaim €13,506;
  • set the subsidy to GGzE at €53,439;
  • to set the subsidy for MEE de Meentgroep at €178,881.
    to set the subsidy for Stichting het Vestzaktheater at €139,710.78.
    to set the subsidy for Stichting MeeDoen Werkt at €68,100 and to pay €33,100 in arrears;
  • to set the subsidy to Stichting Leergeld at €54,432;
  • to set the subsidy to JC Oase at €17,166;
  • to set the subsidy to Harmonie at €10,769;
  • set the subsidy to IVN at €9,717.11;
  • to set the subsidy to Carrousel at €18,707;

5. Decision on objection to environmental permit for construction activity / John Frenken

On June 16, 2020, the council decides to grant an environmental permit for the construction of a house on the plot locally known as Jufferlaan 62 (Plot G1) in Son en Breugel.
On July 26, 2020, the municipal executive received an objection from the objector against the above decision. The objections committee recommended that the objection be declared inadmissible.

College Decision:

  1. Declare the objection inadmissible;
  2. Refer to the opinion of the Objections Committee for the reasons for the decision.

6. Request for exemption from opening hours for Albert Heijn Son en Breugel / Jan Boersma

Albert Heijn B.V. requests an exemption for the opening hours of Albert Heijn Son en Breugel on December 20, 2020, from 8:00 a.m. to 10:00 p.m. Under the Shop Hours Regulation, Albert Heijn Son en Breugel may be open on Sundays between 8:00 a.m. and 8:00 p.m.
The Shop Hours Regulation does not provide for any other exemptions for Sunday opening hours. This means that the municipal executive cannot grant an exemption for the opening hours on Sunday, December 20, 2020, between 8:00 p.m. and 10:00 p.m.

The council decides not to grant an exemption for the opening hours of the Albert Heijn Son en Breugel on Sunday, December 20, 2020, between 8:00 p.m. and 10:00 p.m.

7. New structure for sustainability awards 2020 / Paul van Liempd

Following last year's evaluation, it appears that entries for the sustainability awards are minimal. In addition, the physical meetings cannot take place due to the coronavirus; the award ceremony was integrated into these meetings. For this reason, it will not take place in 2020.
A new format is being prepared for the organization of the sustainability awards in 2021.

College Decision:

  1. prepare a new format for the 2021 sustainability awards. Due to the current circumstances, there will be no awards ceremony in 2020;
  2. inform the council via the council information letter about the preparation of the new structure.

8. Indexation of youth assistance rates and adoption of the Ambition Agreement on Youth Housing / Paul van Liempd

The municipality of Son en Breugel, together with 10 other municipalities, purchases regional youth care. In preparation for 2021, two proposals are being submitted. It is proposed that the rates from the PDC Youth be indexed by 2.99% as of 2021. It is also proposed to agree to the 'Housing Ambition Agreement'. The ambition agreement sets out the joint substantive objectives of municipalities and care providers with regard to housing for young people who cannot live at home, such as foster care, family home care, and room training.

College Decision:

  1. to agree to the indexation of Youth PDC rates with effect from January 1, 2021, based on the five-year average OVA percentage of 2.99%;
  2. to adopt the Ambition Agreement on Youth Care Housing for "A 10 for Youth."

9. Tender for Safe Home position / Paul van Liempd

Veilig Thuis guarantees the performance of statutory duties with regard to domestic violence and child abuse. The municipalities are the clients. The municipalities' current contract with Veilig Thuis expires at the end of 2020. A new tender will be issued to conclude a contract with Veilig Thuis for the coming years.

The council decides to take note of the intention of the municipality of Eindhoven to award a contract by publishing the intended award to the Veilig Thuis Zuidoost-Brabant foundation for a period of four years with the option to extend twice for two years.

10.Assessing and rewarding temporary transitional arrangements 2020 / Paul van Liempd

At the end of 2019, the board decided that our organization would move towards self-organization. The current assessment and reward system is no longer in line with this development. In the course of 2021, a suitable set of tools for self-organization will be developed. A temporary transitional arrangement has been drawn up for the year 2020 and has been submitted to the Works Council for approval as a proposed decision. In a written response, the Works Council has indicated its agreement with this arrangement. The minor adjustments proposed by the Works Council have been incorporated. Final approval by the board can now take place.

College Decision:

  1. take note of the written response from the works council;
  2. assess the temporary transitional arrangement and determine the remuneration for 2020.

11. De Bongerd presentation committee / Jos de Bruin

Presentation on the status of De Bongerd for the Land Affairs/Civil Affairs committees dated October 27, 2020.

The board takes note of the presentation and makes it available to the committees.
