7. Cost Recovery and Financial Contribution Program + RIB textIn order to realise various ambitions and objectives as a municipality, a clear procedure is required regarding municipal cost recovery. According to the Omgevingswet this programme also provides the municipality with an additional instrument such as the financial contribution. Cost recovery means that the municipality can pass on the costs it incurs for a specific construction plan to the landowner (initiator) according to the rules of the Omgevingswet . This concerns, for example, costs for adapting infrastructure or realising certain facilities. In addition to the costs for specific construction plans, the municipality also invests in public areas, such as nature restoration and new roads. The new construction plans benefit from these investments in public areas, because they make use of the facilities. That is why the initiators also contribute financially to these municipal investments by means of a financial contribution.
