1. Public list of decisions by the Municipality of Son en Breugel, January 20, 2026
The college adopts the decision list.
2. Regional Education Program 2026-2029 and PPS Summa
As of January 1, 2026, a new Regional Education Program (REP) has been established for the period 2026-2029 for the 14 participating municipalities in the Southeast Brabant region. In addition, a long-term public-public partnership (PPP) with Summa has been approved. The council will be informed of this in the attached memo, the text of which must be included in a council information letter.
The council decides to adopt the 'Memo Regional Educational Program 2026-2029 and PPS Summa' and to include it in the next council information letter.
3. Educational accommodation term 1 IHP 2024-2028: expansion of De Stokland and De Sonnewijzer
Following the Integrated Housing Plan (IHP), a comprehensive study was conducted into the expansion possibilities for education and childcare in the Breugel and Son Zuid sub-areas. This study shows that expansion is necessary at De Stokland primary school and De Sonnewijzer primary school.
For De Stokland, this involves an expansion of a total of 384 m², consisting of 269 m² for education and 115 m² for childcare. For De Sonnewijzer, an expansion of 177 m² is required for education.
The College decides to propose to the City Council:
- to make credit available for the expansion of a total of
,384 m² for De Stokland primary school and childcare facilities.
- The portion of the investment that relates exclusively to the expansion for the benefit of De Stokland primary school will be covered by the funds already reserved in the budget within the Integral Accommodation Plan for Education 2024–2028.
- The additional project investments for De Stokland primary school, for initial furnishing including teaching materials, water storage, and temporary accommodation, are to be structurally charged to the budget balance.
- An amount to be covered from the rental income of the childcare facility;
- to make credit available for the 177 m² expansion of De Sonnewijzer primary school.
- The portion of the investment that relates exclusively to the expansion for the benefit of De Sonnewijzer primary school will be covered by the funds already reserved in the budget within the Integral Accommodation Plan for Education 2024–2028.
- The additional project investments for De Sonnewijzer primary school, for initial furnishing including teaching materials, water storage, and temporary accommodation, to be structurally charged to the budget balance;
- to authorize the council to exceed the investment for De Stokland and De Sonnewijzer by a maximum of 10%, if necessary, and to account for this in the first subsequent budget;
- to adopt the second budget amendment for 2026.
5. Work Plan 21 for Youth 2026
Every year, the 'Work Plan 21 for Youth' is established, setting out agreements on youth assistance that is purchased regionally and for which the files are coordinated regionally. The work plan provides substantive guidance on the files, sets a budget for the coordination and implementation (not the procurement of Health) of these regional tasks, and includes agreements on governance at the regional (Southeast Brabant) level. On January 1, 2026, the Youth Care Availability Improvement Act came into force, which affects regional cooperation in Southeast Brabant. In 2026, we will maintain regional cooperation and prepare for the transition to the two youth care regions.
The council decides to adopt the "Work Plan 21 for Youth 2026" and with it the agreements, budget, governance, and distribution of resources.
6. Strategic communication plan for resident involvement in the energy transition
The municipality wants to actively involve residents in its sustainability and energy transition policy. A communication strategy is important in order to do this in a representative and structural manner. The basis of this strategy is research into residents' motivations for making their homes and surroundings more sustainable or not. This helps the municipality gain insight into what motivates residents or, conversely, what prevents them from making sustainable choices. This enables us to develop targeted policies and better support residents in making their living environment more sustainable.
The council decides:
- to agree to conduct a study and draw up a communication strategy to actively involve residents in the energy transition;
- to adopt the text of the Strategic Communication Plan for Resident Involvement in the Energy Transition and to include it in the next council information letter.
7. Political Evening January 29, 2026
The council takes note of the program for the Political Evening on January 29, 2026, and submits the list of commitments and the list of outstanding motions to the council.
College Decision:
- take note of the program for the Political Evening on January 29, 2026;
- to present the list of commitments of December 18, 2025 to the council;
- to present the list of outstanding motions for the council meeting of January 29, 2026, to the council.
8. VTH 2026 Implementation Program
Every year, an implementation program for licensing, supervision, and enforcement is established. This enables us to fulfill our legal obligation to develop the previously established Implementation and Enforcement Strategy 2023-2026 (I&E strategy) for licensing, supervision, and enforcement. The implementation program specifies which of the activities mentioned in the U&H strategy we aim to carry out in 2026. The VTH tasks extend to construction, spatial planning, the environment, heritage, and the APV/special laws. To carry out these tasks, we work closely with the Environmental Service (Odzob) and the Safety Region (VRBZO).
College Decision:
- to adopt the VTH 2026 Son en Breugel implementation program;
- to adopt the text on the implementation program and include it in the next Council information letter.
9. Addendum to Fast Cycle Route F58
After signing a letter of intent on March 9, 2022, the Administrative Agreement (BOK) for the realization of the F58 Wilhelminakanaal fast cycle route was signed in 2024 by all parties involved: the province of North Brabant and the municipalities of Tilburg, Oisterwijk, Hilvarenbeek, Oirschot, Eindhoven, Best, Nuenen, Laarbeek, and Son en Breugel. By signing the BOK, the municipality has entered into a realization obligation regarding the period in which the fast cycle route must be realized. We are coordinating closely with our neighboring municipalities, the province, and the parties involved.
The council has been asked to make credit available from the Infrastructure Works reserve.
The council decides:
- to approve the start of the participation process, the preparation, and the realization of the F58 – Wilhelminakanaal fast cycle route, subject to the council making the necessary funds available;
- to adopt the addendum as a supplement to the F58 Wilhelminalaan Management Agreement;
- Add the intersection of Verlengde Huizingalaan and Ekkersrijt to the planning area.
The mayor decides to assign the signing of the addendum "Addendum section F58" to Alderman Boersma on the basis of Article 171(2) of the Municipalities Act.
The Municipal Executive proposes to the Municipal Council:
- make the necessary credit available for the implementation of the F58 fast cycle route – Wilhelminakanaal;
- cover the capital costs of this loan by reducing the annual payment for "improving regional accessibility" in the infrastructure works reserve from the 2028 budget year onwards;
- incorporate the financial consequences into the third budget amendment for 2026.
10. Decision on objection after appeal – Enforcement request
On June 7, 2022, the District Court of East Brabant instructed the Municipal Executive to take a new decision on an objection regarding a request for enforcement in Son en Breugel. The Municipal Executive will take a decision on the objection, taking into account the court's ruling.
The Municipal Executive decides:
- to take a new decision on the objection, taking into account the ruling of the District Court of Oost-Brabant dated June 7, 2022;
- Declare the objection unfounded;
- to uphold the contested decision, supplemented by the grounds.
11. Release of the 2026 inclusion agenda advisory council session
The Inclusion Agenda 2026 has been drawn up in consultation with the Inclusion Sounding Board Group. This Inclusion Agenda will be submitted to the council for advice.
The council decides:
- submit the 2026 inclusion agenda to the council for advice;
- to adopt the memo accompanying the advisory session on the 2026 inclusion agenda.
12. Revision of the Youth Assistance Regulation 2023/2026
The Youth Assistance Regulation is due for updating. The current regulation was adopted in 2023. In response to the Youth Reform Agenda, the Association of Netherlands Municipalities (VNG) has drawn up a new model regulation. The draft regulation has been drawn up on this basis. The Social Domain Advisory Council issued its advice on January 2, 2026. The advice has been incorporated into the regulation.
The council decides:
- to adopt the response to the advice of the Social Domain Advisory Council on the draft Youth Assistance Regulation 2026;
- to propose to the municipal council that it adopt the Youth Assistance Regulation 2026.
13. Update on regional cooperation between animal shelters ROZE foundation
Municipalities are responsible for animals found within their territory. To this end, the municipality of Eindhoven established the Regional Animal Shelter Eindhoven (ROZE) foundation to take in animals from across the region. Following an audit of the ROZE foundation and an analysis of the current legal structure, a number of adjustments need to be made to safeguard cooperation and improve the functioning of the foundation. The accession of a new municipality to the collaboration must also be effected.
The council decides:
- to adopt the addendum to the "covenant on cooperation between stray animal shelters";
- to grant the mayor and aldermen of the municipality of Eindhoven a mandate in accordance with the draft mandate decision;
- to request the mayor to grant power of attorney to the mayor of the municipality of Eindhoven to sign the aforementioned agreements;
- to adopt the text on updating the cooperation with Stichting Roze and to include it in the next council information letter.
