3. Intention to recover forfeited penalty payment.

Before a collection decision can be made, case law requires that an intention to collect be signed. The signing of an intention to collect is not included in the mandate register. As a result, the college must decide on the intention to collect. This college decision requests the college to sign the intention to recover a forfeited penalty payment.

The college decides to proceed with the intention to recover the forfeited penalty payment.

4 Request from Province commitment not to build on Wolfswinkel cemetery 

The county has requested a commitment from your college that there will be no construction opportunities at the Wolfwinkel Cemetery in addition to building the crematorium. It is proposed to agree to this commitment. 

The college decides to agree to the requested commitment that there will be no further construction possibilities in the cemetery, except the construction of the crematorium. To record this in the next amendment to the Environmental Plan.

5 National Rates GIs Son en Breugel

Youth protection is under pressure nationwide. To improve the system, the State, the VNG and the Certified Institutions have made administrative agreements on national rates for the Certified Institutions as of January 2024. Four Certified Institutions are active within the Southeast Brabant region. Separate agreements have been made for each institution about the rates, based on the national rates as drawn up in the administrative agreements. This involves a rate increase for which the municipality of Eindhoven enters into an addendum and supplementary agreement on behalf of the regional municipalities.

The college decides to

  1. Set the rates for the Certified Institutions effective January 1, 2024 as follows:

    a. Jeugdbescherming Brabant: the national base rate increased with a generic surcharge of 3% for the availability function and innovation and a surcharge for special pupil costs for Supervision (OTS) and Guardianship (VO), without walk-in path.
    b. William Schrikker Jeugdbescherming & Jeugdreclassering: the national base rate increased with a generic surcharge of 2% for the purpose of buffer capacity and a surcharge for special pupil costs for OTS and VO with a walk-in path of 1 year.
    c. Leger des Heils Jeugdbescherming & Jeugdreclassering: the national base rate increased with a generic surcharge of 2% for the purpose of
    buffer capacity and a surcharge for special pupil costs for OTS and VO without walk-in path
    d. Jeugdbescherming Regio Amsterdam, operating under the trade name Jeugd Veilig Verder: the national base rate increased with a surcharge for special pupil costs for OTS and VO, without walk-in path.

  2. To agree to enter into the "Addendum to the Service Agreement for Youth Protection and Youth Rehabilitation between [GI] and Municipality of Eindhoven (on behalf of the Southeast Brabant regional municipalities)" in accordance with decision point 1 for the four GI's for the establishment of tariffs 2024, which are an inseparable part of the current JB-JR agreements.
  3. To agree to enter into the "Supplementary Agreement Service Provision Youth Protection and Youth Rehabilitation between [GI] and Municipality of Eindhoven (on behalf of the region municipalities of Southeast Brabant)" following new rate agreements 2024 supplementary to the Addendum prepared and published in this context" with the four GI's in accordance with the first decision point.
  4. To request the Mayor to give power of attorney to the Mayor of the Municipality of Eindhoven with the right of assumption and substitution by a member of the College of Mayor and Aldermen of Eindhoven to sign the addenda and agreements mentioned in decision point 2 and 3. Those agreements and addenda are also binding on the Municipality of Son en Breugel.
  5. To agree to inform the City Council via a council information letter.

6 Written council questions Center Vision Son

On January 31, 2024 Dorpsvisie submitted written questions to the college about the Son Center Vision. Draft answers have been prepared by the project group for the answers.

The college decides to adopt the draft answers and present them to the Dorpsvisie and the entire town council.

7 Advisory council session Regional Mobility Vision MRE 2040.

On Feb. 8, MRE presented the consultation version of the Regional Mobility Vision MRE 2040 to the college for consultation. The college considers it important to actively involve the council in drafting a response to this vision. In an advisory council session council members can give their input.

8 Answering council questions; initiative to facilitate 3 RvR titles in Wolfswinkel and rejection of 14 homes

In response to an article in the MooiSonenBreugelkrant about initiative proposals for housing development in Wolfswinkel, several questions were asked by the council. The college adopts the answers to the questions posed and decides to inform the council accordingly.

The college decides to send the council the memo "Answering council questions; private initiative to facilitate 3 RvR titles in Wolfswinkel and rejection of 14 dwellings following press release".

9 Neighborhood power neighborhood approach Gentian

In November 2022, together with Buurkracht, we organized a neighborhood approach in Breugel. We completed this approach in December 2023. Due to a confluence of circumstances, the neighborhood approach was less successful than expected. However, a neighborhood approach has been successful in the past. Therefore, we plan to set up two new neighborhood approaches in cooperation with Buurkracht in the Gentiaan. The costs of the approach are largely covered by the Ministry of the Interior and Kingdom Relations.

The college agrees with:

  • Organizing two neighborhood approaches on the theme of energy conservation, climate adaptation or small-scale generation in the Gentian in cooperation with Neighborhood Power.
  • Upon positive completion of the neighborhood actions, to charge the costs for an extension of one and a half years to the funds from the scheme "Capacity of Decentralized Authorities for Climate and Energy Policy" (CDOKE). The rest will be borne by the Ministry of Interior and Kingdom Relations and the participation coalition.
  • To inform the City Council via a RIB.

10 The Green Zone Solar Panels (DGZ-Z)

The municipality of Son and Breugel participated in De Groene Zone Zonnepanelen 1.0 during the period from April 1, 2018 to April 1, 2022. Solar panels were installed on a total of 262 roofs of private homes during this period. We are continuing this success with "The Green Zone 1.1" (DGZ-Z). In this new approach, we specifically target residents with small budgets, Home Owners Associations and private landlords. We propose to the City Council to participate in The Green Zone Solar Panels 1.1. The overall ambition is to install solar panels on 198 roofs of private homes over a period of 3 to 5 years, contributing to the generation of sustainable electricity. In addition, the target group ambition for Son and Breugel is that of the 198 installations of the total ambition, 66 installations are specifically realized within the target groups.

The College decides to propose to the City Council, to:

  • To participate in the project The Green Zone Solar Panels 1.1 Metropolitan Eindhoven Region.
  • To include the activities resulting from the project plan and related activities in the public task of the Municipality of Son and Breugel.
