3. May 26, 2026 Public Agenda of the Municipality of Son en Breugel
The board sets the agenda.
4. Administrative planning
The administrative planning document provides an overview of topics that may be included in the agenda of a Political Evening or a council meeting for the purpose of providing advice, information, shaping public opinion, forming judgments, or making decisions. It is a dynamic document that is updated periodically. The administrative planning is presented to the city council three times a year so that the council can ask the executive board questions during a “Current Affairs & Questions” session. The periodic presentation takes place in February, June, and October/November. The administrative planning is the result of an update process conducted around the time of the municipal elections. It is up to the contact persons to coordinate with the portfolio holders. The planning is on a quarterly basis, and the topics are organized by budget program. The Administrative Schedule is now being submitted to the Executive Board for information. Afterward, the schedule, along with the accompanying letter and legend, will be forwarded to the City Council. Council members will then have the opportunity to ask questions on June 4, 2026. The results of the Political Evening on May 21 and the program for the Political Evening on June 4 will be incorporated into the administrative schedule. To the extent that details are already clear, the new portfolio distribution will also be incorporated after May 28.
College Decision:
- To take note of the updated administrative schedule;
- forward the administrative schedule to the City Council accompanied by a letter.
5. Decision on an objection to an environmental permit
On December 17, 2025, the municipal executive decides to grant an environmental permit for the expansion and renovation of a single-family home. On December 17, 2025, the municipal executive receives an objection to the aforementioned decision. The Objections Committee recommends that the objection be declared admissible but unfounded and that the contested decision be upheld.
College Decision:
- Declare the objection admissible;
- to declare the objection unfounded and to uphold the contested decision, including the amended drawing dated March 11, 2026, and to provide a more detailed statement of reasons;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
6. Extension of Advance Payments for the Youth Care Consortium
At one of the largest youth care providers in the Southeast region, continuity risks are considered a cause for concern despite the measures taken in recent years. To ensure continuity of care, on June 6, 2023, the municipal executive approved the provision of an advance payment to this youth care provider from the region. Thanks to the recovery plan drawn up and implemented in 2023, the current financial situation, as well as the insight into and management of operations, has improved compared to 2023. Despite all measures, the organization remains financially vulnerable. For this reason, the youth care provider has requested that the municipalities extend the advance payment by one year until December 31, 2027, as the recovery of the financial situation will take more time. The municipality has a duty of care and no alternative provider that can step in to ensure continuity of care.
College Decision:
on behalf of the 21 municipalities in the “Samen voor Jeugd” youth care region and “Een 10 voor de Jeugd,” enter into the addendum to the Advance Payment Agreement with Stichting Combinatie Jeugdzorg, extending the final repayment date for the advance payment by one year to December 31, 2027;- In line with decision point 1, to request the mayor to sign the addendum on behalf of the “A 10 for Youth” subregion.
7. 2025 Annual Report and Financial Statements: Platoo School Board
In accordance with its bylaws, the Platoo School Board is submitting the 2025 annual report to the city council for review. Neither the annual report nor the financial statements raise any questions.
College Decision:
- take note of the 2025 annual report of the Platoo School Board;
- to approve the text of Platoo’s 2026 annual report and include it in the next council information letter.
8. Comments on the ODZOB 2027 Draft Budget
The Southeast Brabant Environmental Agency (ODZOB) has sent the 2027 draft budget and the 2028–2030 multi-year forecast to the participating municipalities. The municipal councils have been asked to submit any comments by June 8, 2026, at the latest. It is proposed that the council take note of the draft budget and the multi-year forecast and submit its comments.
The college decides to propose to the council:
- take note of the 2027 draft budget and the 2028–2030 multi-year forecast;
- to submit a statement of views on the draft budget for 2027 and the multi-year forecast for 2028–2030;
- to take the financial implications into account in the deliberations regarding the 2027–2030 Framework Memorandum.
9. Annual Reports on Housing Allocation and the Urgent Housing Allocation Scheme 2025
The Executive Board adopts the text of the Council Information Letter on the “2025 Wooniezie (MRE) Housing Allocation Report” and the “2025 Priority Allocation Scheme (SGE) Report.” The Executive Committee decides to adopt the text for the council information letter “2025 MRE/SGE Annual Reports, Housing Allocation, and Implementation of the Urgency Scheme” and to include it in the next council information letter.
10. Decision on the complaint
A complaint has been filed regarding the conduct of a municipal employee. The complaint was handled in accordance with Chapter 9 of the General Administrative Law Act and the 2009 Complaints Procedure. The complaints officer recommends that the complaint be declared partially valid.
The council has decided to find the complaint partially valid and to address the issues raised.
11. Temporary Permit for Housing for Migrant Workers at 45 Nieuwstraat
In 2025, the municipality became the owner of the former hotel at 45 Nieuwstraat. Since 2024, migrant workers have been housed at this location by an external party. Migrant workers are important to the Brainport region. The municipality is therefore generally supportive of initiatives by external parties to house migrant workers. The municipal executive previously decided, in principle, to cooperate in temporarily permitting the housing of migrant workers at the Nieuwstraat 45 location. The initiator requires a temporary permit to formalize this use. To enable the application for the permit, preconditions and guiding principles have been established.
College Decision:
- to establish the conditions for the temporary permit for the housing of migrant workers at 45 Nieuwstraat;
- notify the landlord at 45 Nieuwstraat of the conditions and request that they apply for a temporary permit.
12. GR Blink 2027 Budget
The Joint Arrangements Act stipulates that the draft budget must be sent to the councils of the participating municipalities before it is submitted to the general board. The council may then provide its opinion on Blink’s 2027 Draft Budget. Blink’s draft budget was released by Blink’s Executive Board on April 2, 2026, and submitted to the municipal councils. The municipal executive presents the draft budget to the municipal council and proposes that no opinion be submitted.
The College decides to propose to the City Council:
- not to submit a statement of views on the GR Blink 2027 budget;
- to take the financial implications into account in the 2027 budget.
13. Update of regulations
The ordinances based on Section 212 of the Municipalities Act (Financial Ordinance), Section 213 of the Municipalities Act (Audit Ordinance), and Section 213a of the Municipalities Act (Efficiency and Effectiveness Ordinance) have been updated. It is proposed that the municipal council re-adopt these ordinances and repeal the old ones.
The College decides to propose to the City Council:
- to adopt the 2026 Financial Regulation of the Municipality of Son en Breugel;
- to adopt the Son en Breugel Municipality Audit Regulation 2026;
- to adopt the Son en Breugel Municipality Efficiency and Effectiveness Regulation 2026.
