3 Advisory session General local ordinance
The General Local Regulation of the Municipality of Son en Breugel 2022 needs to be updated. An advisory session will be organized with the municipal council to gather input for the update.
The council decides to adopt the memo for the advisory session on the General Local Regulation and to forward it to the municipal council.
4 Permit for permanent scattering area for ashes at the cemetery behind St. Genoveva Church
On December 31, 2023, the council received a permit application from the applicant to designate the cemetery located behind the Sint Genovevakerk, at Sint Genovevastraat 16, 5694 AH in Breugel, as a permanent scattering ground for the scattering of ashes. There are no objections to designating the cemetery behind the Sint Genovevakerk as a permanent scattering field for the scattering of ashes.
The council decides to grant a permit for the designation of the entire cemetery behind the Sint Genovevakerk, located at Sint Genovevastraat 16, 5694 AH in Breugel, as a permanent scattering field for the scattering of ashes.
5 Filing a pro forma appeal against the ruling of the District Court of East Brabant
In its ruling of February 20, 2024, the District Court of East Brabant upheld the appeal against the decision on the objection of January 16, 2023, overturned the decision on the objection, and instructed the board to take a new decision on the objection within six weeks, taking into account the ruling. The council disagrees with this ruling and is lodging a (pro forma) appeal against it.
College Decision:
- To take note of the ruling of the District Court of East Brabant of February 20, 2024;
- To proceed with reimbursing the court fees of €184.00 and legal costs of €1,759.52 to the plaintiffs;
- To lodge a pro forma appeal against the ruling of the District Court of East Brabant of February 20, 2024.
6 Request from the Youth Council for climbing equipment in Piet Hein Park
In December, the Youth Council requested that a climbing frame be installed in Piet Hein Park. The municipality only has a budget for the maintenance/replacement of playground equipment. Due to the replacement of two broken large pieces of equipment in De Molenwiek, there is no budget left. The Youth Council has already been informed of this verbally.
The council decides to reject the Youth Council's request and to inform the Youth Council of this decision in a letter.
7 Feasibility study for an energy hub at and around Ekkersrijt Science Park
We are launching a study involving ten participating companies at the Ekkersrijt business park to explore the possibility of an energy hub as a potential solution to grid congestion issues. Enerzien B.V. will conduct this study in collaboration with Simpl.energy B.V.
College Decision:
- Assign Enerzien B.V. to initiate a feasibility study into an energy hub at Ekkersrijt;
- To inform the municipal council via a Council Information Letter.
8 Budget-neutral rollout of electricity infrastructure
Enexis intends to add a significant amount of new electricity infrastructure in Son en Breugel by 2026. The municipality and Enexis are working together on a plan for this. This cannot be achieved within the available capacity. The municipal executive proposes to the council that the proceeds from the sale of land to Enexis be used to finance the additional capacity demand.
College Decision:
- To propose to the municipal council that it establish the financial framework for a budget-neutral project (income and expenditure both amounting to €682,340) for the rollout of the electricity infrastructure;
- Proceed immediately with hiring a Public Space project manager, with the proviso that if the council does not agree to cover these costs from the Sustainability Reserve;
- To provide planning assistance for the construction of three medium-voltage substations.
9 Annual Report 2023 A 10 for Youth
A 10 for Youth is a partnership focused on all activities related to the procurement of youth care. The following municipalities are affiliated with this procurement partnership: Helmond, Peel municipalities (Deurne, Someren, Laarbeek, Gemert-Bakel, and Asten), Geldrop-Mierlo, Nuenen, Veldhoven, Waalre, and Son en Breugel. A 10 for Youth is involved in various tasks and developments. The municipal council is informed about the 2023 annual report and current developments.
The council decides to send the letter about the 2023 annual report of Een 10 voor de Jeugd (A 10 for Youth) to the council via the weekly mail.
10 Temporary hiring of waste policy officer
Due to illness, there is temporarily no waste policy officer at the municipality. Since October 2023, we have been hiring De Bries for support. We are extending the assignment from April 1 to August 1, 2024, with an option to extend until December 31, 2024. The municipal executive proposes to the municipal council that the costs be covered by the waste provision.
College Decision:
- To approve the proposal for the temporary hiring of a waste policy officer from April 1 to August 1, 2024, with an option to extend until December 31, 2024;
- In the first management report to cover the hiring costs from the waste provision.
