3 Advisory session General local regulation

The General Local Government Ordinance of the Municipality of Son and Breugel 2022 needs to be updated. An advisory session will be organized with the municipal council to gather input for the update.

The College decides to adopt the memo for the advisory session on the General Local Ordinance and forward it to the City Council.

4 Permit permanent ash scattering cemetery behind St. Geneva Church

On December 31, 2023, the college received a permit application from the applicant to designate the cemetery, located behind the Sint Genovevakerk, located at Sint Genovevastraat 16, 5694 AH in Breugel, as a permanent scattering field for the performance of ash scatterings. There are no objections for the designation of the cemetery located behind the Sint Genovevakerk as a permanent scattering field for the performance of ash scattering.

The college decides to grant a permit for the designation of the entire cemetery, located behind the Sint Genovevakerk, situated at Sint Genovevastraat 16, 5694 AH in Breugel as a permanent scattering field for the performance of ash scattering.

5 Initiate pro forma appeal against East Brabant court ruling

In the judgment of February 20, 2024, the District Court of East Brabant upheld the appeal against the January 16, 2023 decision on the objection, set aside the decision on the objection and ordered the college to make a new decision on the objection within six weeks in compliance with the judgment. The college disagrees with this ruling and appeals (pro forma).

College Decision:

  1. To take note of the judgment of the East Brabant District Court dated February 20, 2024; 
  2. Proceed to reimburse the court fee of €184.00 and procedural costs of €1,759.52 to the plaintiffs; 
  3. To file a pro forma appeal against the East Brabant District Court's ruling of Feb. 20, 2024.

6 Request Youth Council climbing apparatus Piet Hein Park 

In December, the Youth Community Council requested the installation of climbing equipment in Piet Hein Park. The council only has budget for maintenance/replacement of playground equipment. Due to the replacement of 2 broken large pieces of equipment in De Molenwiek, there is no budget left. The Youth Council has already been verbally informed about this.

The college decides to reject the request of the Youth Town Council and inform the Youth Town Council about it with a letter.

7 Feasibility study of energy hub at and around Sciencepark Ekkersrijt 

We start a research with about ten participating companies on business park Ekkersrijt to explore an energy hub as a possible solution to the grid congestion problem. Enerzien B.V. will carry out this study in cooperation with Simpl.energy B.V.

College Decision:

  • To commission Enerzien B.V. to initiate a feasibility study of an energy hub at Ekkersrijt;
  • To inform the City Council through a Council Information Letter.

8 Budget-neutral deployment of electricity infrastructure

Enexis plans to add a lot of new electricity infrastructure in Son en Breugel through 2026. The municipality and Enexis are working together on a plan for this. This cannot be done within the available capacity. The college proposes to the council to use the proceeds from land sales to Enexis to finance the additional capacity demand.

College Decision:

  1. To propose to the City Council to establish the financial framework of a budget-neutral project (revenues and expenses are both €682,340), for the rollout of electricity infrastructure;
  2. Anticipate starting immediately the hiring of a Public Space Project Manager, with if the council does not agree to cover these costs from the Sustainability Reserve;
  3. Grant planning permission for the construction of three medium voltage substations.

9 Annual Report 2023 A 10 for Youth

A 10 for Youth is a partnership focused on all activities around procurement of youth aid. Joining this purchasing cooperation are the following municipalities: Helmond, Peel municipalities (Deurne, Someren, Laarbeek, Gemert-Bakel and Asten), Geldrop-Mierlo, Nuenen, Veldhoven, Waalre and Son and Breugel. A 10 for Youth deals with various tasks and developments. The city council will be informed about the 2023 annual report and current developments.

The college decides to send the letter on the 2023 annual report of A 10 for Youth to the council via weekly mail.
 

10 Temporary hiring of waste policy officer

Due to illness, the council is temporarily without a waste policy officer. We have been hiring The Breeze for support since October 2023. We are extending the contract from April 1 to August 1, 2024, with an extension option to December 31, 2024. The college proposes to the City Council that the cost be covered from the waste provision.

College Decision:

  • Approve the proposal to temporarily hire a Waste Policy Officer from April 1 through August 1, 2024, with an extension option through December 31, 2024;
  • In the first administrative report to cover the hiring costs from the waste provision.
