3. Cover page DD Vasstellen strategisch informatiebeveiligingbeleid 2025-2029
The strategic information security policy 2025-2029 is a basis for guaranteeing information security and also necessary to (continue to) comply with laws and regulations. The municipal executive committee is administratively responsible for ensuring information security within the municipality. The Municipal Executive establishes the strategic information security policy for the municipality. The current strategic information security policy is valid until the end of 2025 and outdated. This policy had been adopted by the College of B&W in March 2020 and extended in 2024 in anticipation of the new Cybersecurity Act. This policy should be updated by January 1, 2026.
College Decision;
- Adopt the Strategic Information Security Policy 2025- 2029;
- Repeal the current and current Dommelvallei Strategic Municipal Information Security Policy;
- Authorize the City Clerk to adopt subject-specific tactical policies applicable to the City.
4. Cover sheet DD Migration Statement GOUW to MyExports and Key2Financial.
In 2023, it was decided to transfer most tax tasks to the East Brabant Tax Cooperation (BSOB). This transfer was completed in January 2024. Since then, BSOB has been handling old objections, while Dienst Dommelvallei (DD) continues to carry out current collections. For municipal taxes, both BSOB and DD use the Gouw package from GouwIT. Because the tax tasks have been transferred, it makes sense to say goodbye to the Gouw application and transfer the data. A migration project has been carried out for this purpose and a migration statement must be drawn up.
The council decides to approve the migration statement for the migration of tax data from GOUW to My-Exports and Key2Financien.
5. Appointment of Civil Status Officer
In order to perform the statutory duties relating to civil registration, employees must be appointed as civil registrars. The council is requested to appoint two employees from the Customer Contact Center team as civil registrars.
The council decides to adopt the appointment decisions for civil registrars.
6. Views on setting up Fund Management MRE
The General Board of the Eindhoven Metropolitan Region (MRE) intends to establish two private limited companies and a foundation to manage (private) funds intended to accelerate the realization of 17,000 (additional) homes and 2,280 additional student units.
The MRE General Board is authorized to establish these entities, but must give the councils and executive committees of the participating municipalities the opportunity to express their views prior to the decision.
Advice
The executive committee decides to propose to the municipal council:
- To submit a view on:
a. Memo proposed BV structure funds MRE
b. Draft deed of incorporation - Fondsbeheer B.V.
c. Draft deed of incorporation - Woonfonds B.V.
d. Draft deed of incorporation - Bestuursstichting
in which attention is requested for an exploration of the added value of incorporating the MRE Regional Accessibility Fund in the proposed BV management structure, the risks in relation to the MRE budget, putting the annual accounts on the agenda and the appointment procedure of the directors; - To inform the Executive Board of Metropolitan Eindhoven of the council decision by letter.
7. Re)development Airborneweg 43; draft decision and anterieure agreement.
On August 27, 2024, the council decided to cooperate in principle with the (re)development of Airborneweg 43. From that moment on, an interactive process between the initiator and municipal representatives was used to work on a final plan. All agreements related to the plan development for this location have now been laid down in the draft "Prior agreement (re)development Airborneweg 43" and work has been done on a final plan. As a result of this process, the council is asked to approve a draft decision on the final plan, so that it can be made available for inspection, and to agree to the prior agreement.
The council decides:
- To enter into the antecedent agreement "Anterior Agreement (re)development Airborneweg 43" with promoter;
- Approve a draft decision on "Final Plan (re)development Airborneweg 43".
8. (Re)development Veerstraat 19-15-21 and Stakenburgstraat 18; advice by council on 'preconditions and principles'.
For the (re)development of the Veerstraat 21-19-15 and Stakenburgstraat 18 site, the draft 'preconditions and principles for the (re)development of the Veerstraat 21-19-15 and Stakenburgstraat 18 site' were inventoried at the Environment Table.
On November 23, 2023, the municipal council decided that it would have an advisory role in the informal process phase if there was a deviation from the environmental vision or environmental plan and if there was a BOPA procedure involving the addition of more than 25 homes.
Before the council makes a final decision on the 'preconditions and principles' for the (re)development of the Veerstraat 21-19-15 and Stakenburgstraat 18 site, the council must first be consulted on the 'preconditions and principles'. The draft 'preconditions and principles for the (re)development of the Veerstraat 21-19-15 and Stakenburgstraat 18 location' will serve as the starting point for this advice.
The council decides:
- To take note of the 'preconditions and principles (re)development location Veerstraat 21-19-15 and Stakenburgstraat 18' inventoried at the Environment Table;
- Request the council's advice to adopt the "preconditions and principles of (re)development location Veerstraat 21-19-15 and Stakenburgstraat 18" and/or supplement these "preconditions and principles" and use the memo at an advisory session for this purpose.
9. Decision on Woo request Breeakker (+ request residents Breeakker).
On September 8, 2025, the council receives a request under the Open Government Act (Woo). The request is for information relating to the Breeakker-Noord project.
The council decides:
- Make a decision on the Woo request, as per letter;
- Make public the documents with the inventory numbers 18, 20, 55, 59 and 61 corresponding in the inventory;
- disclose the documents with the inventory numbers corresponding to 8, 9, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 37, 38, 39, 40, 41, 42, 43, 44, 45, 46, 47, 48, 49, 54, 56, 58, 60, 62, 64, 66, 67, 68, 69, 70, 71 and 72 in the inventory with the exception of personal data pursuant to Article 5.1(2)(e) of the Woo;
- disclose the documents with the numbers corresponding in the inventory list 9, 37, 38, 39, 40, 41, 42, 44, 46, 47, 48 and 49 with the exception of the economic and financial data pursuant to Article 5.1 (2) (b) of the Woo;
- disclose the documents corresponding to inventory numbers 40, 42, 45, 46 and 49 in the inventory list with the exception of business and manufacturing information under Article 5.1(1)(c) of the Woo, and other business and competitively sensitive information under Article 5.1(2)(f) of the Woo;

10. Council proposal Social property policy 2026-2029
The Social Real Estate Policy 2026-2029 can be submitted to the council for approval. The Social Real Estate Policy formulates a number of policy principles and frameworks. These establish a link with social challenges in the areas of social welfare, sustainability, spatial development, and the maintenance and replacement of social real estate. Based on this policy, the next step is the Accommodation Plan for Direct Real Estate. The draft version of this plan will be submitted to the council for information.
The municipal executive decides to propose to the council:
- Adopt the 2026-2029 Social Property Policy;
- To take note of the draft version of the Accommodation Plan direct property;
- To adopt the draft version of the Accommodation Plan direct property and consider this version final, if the 2026-2029 Social Property Policy is adopted unchanged by the council;
- Adopt the letter of amendment and incorporate it into the Social Property Policy 2026-2029 and the draft version of the Accommodation Plan direct property.
11. Audit 2025
The auditor will audit the 2025 financial statements in April 2026. To this end, the 2025 audit protocol, including the standards framework and the amended accountability threshold, must be established.
The council decides to propose to the audit committee that the following decision points be submitted to the municipal council:
- Adopt the 2025 Audit Protocol including 2025 Standards Framework;
- notwithstanding Article 8, paragraph 2 of the Financial Regulation, to set the accountability limit for legitimacy at 2% of actual total expenses excluding additions to reserves;
- consider the reporting of over- and under-reporting of income and under-reporting of expenses and investments in the 2025 financial statements to be timely;
- Crowe Foederer BV not to attach any (financial) consequences to the college's failure to comply with the applicable proprietary procurement guidelines and to inform the auditor that he does not have to take this into account when forming his opinion.
12. Management Letter 2025 - Son and Breugel
Following the interim audit conducted over the past few weeks, the auditor has issued the management letter. The auditor's recommendations are accompanied by management comments.
The board decides:
- To take note of the management letter 2025;
- adopt the management comments in the 2025 management letter.
13. F50 Veghel-Son-Ekkersrijt draft board agreement.
In order to stimulate bicycle use as part of the mobility transition, it is desirable to realize safe, comfortable and comprehensive regional bicycle networks. One of these routes is the express bicycle route F50 Veghel-Son/Ekkersrijt, a bicycle connection from Maashorst, via Meierijstad and Son en Breugel, to Eindhoven/Ekkersrijt. In Son this concerns the bicycle connection in the north-south direction from Meierijstad to Eindhoven via the center of Son with a branch to Ekkersrijt. This route connects to the east-west connection, the F58. With the realization of the bicycle route F50 we implement the Mobility Plan of the municipality of Son and Breugel in which the bicycle route is included. The construction of this safe and comfortable bicycle facility makes it possible to tackle local bottlenecks by combining work with work. In addition, the express bicycle route is an additional link in the regional bicycle network. In order to establish realization and financing agreements, entering into a management agreement is necessary. This cycle route is a collaborative project with the province of North Brabant, Metropolitan Region Eindhoven (MRE), the municipality of Meierijstad and the municipality of Son en Breugel.
College Decision:
- To adopt the management agreement for the realization of the express bicycle route F50 Veghel - Son/Ekkersrijt;
- Adopt the text on Administrative Agreement Bicycle Route F50 and include it in the next council information letter;
- The Mayor decides to assign the signing of the Administrative Agreement, pursuant to the provisions of Article 171 paragraph 2 of the Municipal Law, to Alderman Boersma.
