1. Non-public decision list and public decision list dated May 18, 2021 /Hans Gaillard

The college adopts the decision lists.

2. Regulation Committee on Objections 2021 / Hans Gaillard

The current Regulation on Handling Objections and Appeals 1999 was adopted by the City Council on December 15, 1999. The reason for amending this ordinance is the absence of a provision regulating financial compensation for committee members. In addition, it is necessary to update the overall ordinance.

College Decision:

  • Adopt the 2021 Objections Committee Regulation;
  • To submit the council proposal "Adopt 2021 Objections Committee Regulation" to the City Council.

3. Purchasing Emergency Health 2022 and beyond / Paul van Liempd

Emergency Demand Health (SEZ) will be procured on the scale of the youth care region "21 for youth". The college is asked to approve the procedure of European tendering SAS (social and other specific services) and contracting for four years with an option for extension.

College Decision:

  1. Agree to contract emergency Health on the scale of 21 municipalities, in order to preserve this form of care for our residents;
  2. agree to the procedure of European tender "SAS, social and other specific services";
  3. Agree to contract for the period of four years (from 2022) with an option to extend.

4. Written questions Village Interest on abolishing the municipal guide / Paul van Liempd

The Village Interest Group submitted written questions about the elimination of the municipal guide.

College Decision:

  1. To take note of the letter answering the questions;
  2. To agree to answer the questions;
  3. Agree to send the letter to council members.

5. Program organization Covid-19 GGD / Jos de Bruin

For coronavirus control, in addition to the regular organization, a Corona program organization has been built up within the GGD. The submitted appendix provides a description of the Corona program organization of the GGD Brabant-Zuidoost and its management. The college receives this at the request of the GGD board. The information has also been presented to the City Council by the Municipal Clerk’s Office .

The college takes note of the Program Organization Covid-19 combat.

6. Planetenlaan - End; adopt final plan and antecedent agreement / John Frenken

On February 8, 2016, the college decided to cooperate in principle with the development of a residential area on the site located at Planetenlaan and Eind. From then on, in an interactive process between the initiators, local residents and municipal representatives, and with interim consultation with the college and the council's Territory Affairs Committee, a final plan was worked on. As a result, the final plan was presented to the council land area committee on November 23, 2020. The committee then agreed to the final plan, allowing the initiator to proceed with the preparation of a (draft) zoning plan. All agreements related to the plan development of this location have now been recorded in the draft "Anterieure overeenkomst herontwikkeling locatie Planetenlaan - Eind te Son en Breugel". This lays down the legal relationship between the municipality and the initiators as a basis for drawing up the required (draft) zoning plan.

College Decision:

  1. Agree to the "Final Plan End/Planet Avenue" dated 09-02-2021;
  2. To approve the "anterior agreement redevelopment site Planetenlaan - Eind in Son en Breugel";
  3. jointly sign the antecedent agreement during a press event.

7. Opinion forming council Municipal Sewerage Plan 2022-2026 / Jan Boersma

The current Municipal Sewerage Plan (GRP) covers the planning period 2016-2022 and is in need of revision. This year we have started with the renewal of the GRP. One of the first steps was to use a digital survey to ask our residents how they view certain topics. The results of this public survey will be used as input for the image-forming council of June 17, 2021. In this image-forming council, the administrative and political ambitions for the coming planning period will be collected in an interactive manner.

The college agrees to hold an image-forming meeting on June 17, 2021 regarding the retrieval of the administrative and political frameworks and priorities for the new GRP 2022-2028 to be drafted.


8. Decision on objection rejecting application Tozo 3 / Paul van Liempd

On January 7, 2021, the college decides to reject the application for Social assistance benefit for life maintenance under the Temporary Bridging Scheme for Self-Employed Entrepreneurs (Tozo 3). On February 22, 2021, the college receives an objection from the objector to the above decision. The Objections Committee recommends that the objection be declared inadmissible.

College Decision:

  • Declare the objection inadmissible;
  • Refer to the opinion of the Objections Committee for the reasons for the decision.

9. Presentation Monitor Social Domain June 2021 / Paul van Liempd

Twice a year, the City Council is updated on developments in the social domain. The Social Domain Monitor presentation provides information on policy developments and implemented projects in the previous year. It also provides a small glimpse into the current and next year.

The college decides to take note of the presentation Monitor Social Domain June 2021 and put it on the agenda for the Political Evening in June.

10. Poverty policy 2021-2024 / Paul van Liempd

The current poverty policy dates back to 2007. In February 2019, the topic of poverty was introduced at the Citizens' Affairs Committee meeting. Initially it was about silent poverty, but later the topic was broadened. A plan of action was written to arrive at a new poverty policy memorandum. The GGD conducted the study on poverty and income schemes in Son en Breugel. The report provides recommendations for the poverty policy. The report and additional research have led to the new Poverty Policy Memorandum 2021-2024. This note on poverty policy will be sent to the Social Domain Advisory Council for advice.

College Decision:

  1. To take note of the 2021-2024 Poverty Policy Memorandum;
  2. To approve the 2021-2024 Poverty Policy Memorandum;
  3. To release the 2021-2024 Poverty Policy Memorandum to the Social Domain Advisory Council for advice.

11. Request for subsidy Swimming Pool Son / Jos de Bruin

For an allowance for the operating deficit of the Son Swimming Pool due to the measures imposed under COVID 19, an appeal can be made to Regeling specifieke uitkering zwembaden en ijsbanen COVID-19. The operator of Swimming Pool Son has made a specific request for this. A specific allowance is only provided if the municipality compensates the actual operating deficit of a swimming pool or ice rink.

College Decision:

  1. To maintain the level of the current grant in accordance with the framework set by the council and reject the request for an increase in the grant;
  2. To grant to the Swimming Pool Son over 2020 an additional one-time supplementary subsidy to compensate for the operation due to the forced closure of Swimming Pool Son as a result of the national measures COVID 19, under the condition that the municipality of Son and Breugel is eligible for a contribution from Regulation Specific Allowance Swimming Pools and Ice Rinks COVID-19, whereby the amount of the support subsidy will ultimately be determined by the final allocation under the Regulation Specific Allowance Swimming Pools and Ice Rinks COVID-19;
  3. To provide the grant in the form of an advance in the amount of up to €115,472, matched to the amount in the Ministry's decision, and to make it payable after the specific payment is made;
  4. To submit an application to the Minister for Medical Health for a benefit under Regulation Specific Allowance Swimming Pools and Ice Rinks COVID-19 to offset the 2020 operating deficit of Son Swimming Pool.

12. Draft GGD program budget 2022 and memorandum on early help / Jos de Bruin

On March 15, 2021, GGD Brabant-Zuidoost sent the city council the draft program budget 2022 and the memorandum on early help with the request to submit a view on it. The budget resulted in the submission of a positive opinion. The college decided to submit the council proposal to the council.

College Decision:

  1. To take note of the GGD draft program budget 2022 and the memorandum on early help;
  2. submit the council proposal to the City Council;
  3. incorporate the financial implications for the Municipality of Son and Breugel into the budget.

13. Dommel Valley Library policy plan 2021-2024 / Jos de Bruin

Library work in the municipalities of Geldrop-Mierlo, Nuenen c.a. and Son and Breugel is carried out by Dommeldal Library on the basis of a management agreement. It was desirable to establish a vision for library work prior to a new agreement in order to enter into the agreement on that basis. In close coordination between various officials of different disciplines from the three municipalities and the library, the library drafted a policy plan.

College Decision:

  1. To accept the policy plan of the Dommel Valley Library for notification;
  2. To agree to the council proposal and present it to the Council.
