1. Non-public decision list and public decision list dated January 18, 2022 / Hans Gaillard

The college adopts the decision lists.

2. 1st amendment fee table 2022, setting rates for works for third parties and ROEB list 2022 / Jan Boersma

Rates of travel documents and driving licenses for 2022 should be adjusted to state rates. To settle work that the municipality performs for third parties, it is important that the college sets the rates for this. The college itself can make this decision because it is a private act. By choosing a determination basis, the rates can be easily and unambiguously redetermined annually.
Every year, the college establishes the ROEB list for calculating construction fees.

College Decision:

  1. To approve the rates for travel documents and driving licenses for 2022 (Title 1, Chapter 2 and 3 of the Fees Ordinance 2022);
  2. To agree to the 2022 ROEB list;
  3. Agree to the rates works for third parties 2022.

3. Decision on objection to decision Wob request / Jan Boersma

On August 20, 2021, the college decides to make documents public except for personal data and personal policy views in response to a request under the Open Government Act (Wob). On October 3, 2021, the college receives an objection from the objector to the above decision. The Objections Committee recommends that the objection be declared admissible, unfounded and that the contested decision be upheld.

College Decision:

  1. Declare the objection admissible;
  2. Declare the objection unfounded;
  3. uphold the contested decision;
  4. Refer to the opinion of the Objections Committee for the reasons for the decision.

4. Decision on objection rejection of request for plan damage / Jan Boersma

On November 17, 2020, the college decides to reject the request for compensation for planning damages. On December 14, 2020, the college receives a notice of objection from the objector to the above decision. The Objections Committee recommends that the objection be declared unfounded and that the contested decision be upheld, with the proviso that a decision will not be reached until clarification of the issue by counsel.

College Decision:

  1. Declare the objection well-founded;
  2. uphold the contested decision, in accordance with what is included in submitted decision;
  3. Reject the request for reimbursement of legal costs;
  4. To refer in part to the opinion of the Objections Committee for the reasons for the decision.

5. Safe Public Duties Protocol for employees / Paul van Liempd

Our employees with a public duty, must be able to perform their work safely and with integrity. And be protected as much as possible against aggression and violence. The current protocol on aggression and violence was due for an update. Together with eight organizations, a joint protocol Safe Public Duties was drawn up. The works council has approved the protocol and it will be adopted by the board.

The college decides to adopt the Safe Public Duties protocol.

6. Grant additional cost of compliance monitoring of coronation tickets / Jos de Bruin

Sonsport and Thermae Son have applied for a subsidy under the Temporary subsidy regulation support compliance control of corona admission tickets municipality of Son en Breugel 2021. On the basis of the Temporary Subsidy Scheme, both organizations are eligible for a maximum amount of € 750 because they fall under the category 'organizations other than eating and drinking establishments'. However, the organizations have incurred more costs. The college therefore sees reason to make use of the hardship clause and award both organizations a grant in the amount of €2,500.

College Decision:

  1. To award Sonsport a subsidy under the Temporary Subsidy Scheme Supporting Compliance Control of Corona Access Tickets in the amount of €2,500 by applying the hardship clause.
  2. To grant to Thermae Son a subsidy under the Temporary Subsidy Regulation Supporting Compliance Control of Corona Tickets in the amount of € 2,500 by applying the hardship clause.

7. VTH 2022 implementation program and 2021 VTH annual report / Hans Gaillard

The annual report 2021 and the implementation program 2022 is one document describing the results of the past year in the field of VTH (licensing, supervision and enforcement). Linked to this are the ambitions for the year 2022. The municipality works closely together with the Environment Service (Odzob) and the Safety Region (VRBZO). The document has been tested against the quality criteria of the Province, which acts as supervisor. With this, we also expect the Province to lift the administrative supervision.

College Decision:

  1. Agree with and adopt the 2021 annual report and 2022 VTH Son en Breugel implementation program;
  2. Inform the City Council by agreeing to the text of the RIB.

8. Omgevingswet; adopt environment vision Son en Breugel incl. views memo / John Frenken

The Omgevingswet, which will enter into force on July 1, 2022, requires every municipality to have an environment vision. From mid 2019, with input from residents and organizations from Son and Breugel, chain partners (Safety Region, Water Board, province, Environment Service and Municipal Health Department), the neighboring municipalities, through image-forming working sessions with the council and your college and official input, content and shaped the draft environmental vision for Son and Breugel. The draft version of the "environmental vision Son and Breugel; OOg to a bright future!" has been available for inspection in the period November 4, 2021 to December 15, 2021 to give everyone the opportunity to react to it with an opinion. The comment period yielded 18 responses.
