   The board sets the agenda.

4. Decision on the Appeal Regarding the Environmental Permit for Demolition

   On April 21, 2026, the municipal executive decided to grant an environmental permit for the demolition of buildings and construction work for Zonhove Phase 2 on the parcel of land locally known as Nieuwstraat 70 in Son en Breugel. On May 11, 2026, the municipal executive received an objection to the aforementioned decision. The Appeals Committee recommends that the objection be declared inadmissible. 

   The board decides:
   1. to declare the appeal inadmissible;
   2. to refer to the opinion of the Appeals Committee for the reasoning behind the decision.

5. RIB Work at De Landing Sports Hall, July 2026

   In light of the renovation of the De Landing sports hall, we would like to inform the council about the current status of the work. The executive committee has decided to approve the document titled “Work on the De Landing Sports Hall, July 2026” and to include it in the next council information letter.

6. Statement on the Revision of the Long-Term Budget Estimate for the New Blink Construction Project

   Construction of the new building to house Blink is experiencing delays. These delays are due, among other things, to necessary permitting procedures, environmental studies, and the resulting adjustments to the schedule. In addition, construction costs, land prices, and other investment costs have risen. Blink is submitting the revised multi-year budget estimate to the municipal councils for their input. 

   The Executive Committee has decided to propose to the City Council that it submit a statement of opinion on the revised multi-year budget estimate for GR Blink in connection with the new construction project.

7. Policy Rules and Priority Order List for Applications for Transportation Capacity for Housing Projects and Educational Facilities in Son en Breugel, 2026

   Grid operators do not have sufficient electricity transmission capacity to meet all requests for new or higher-capacity connections. It is now up to all municipalities in the Netherlands to establish a priority list based on which transmission capacity can be requested from Enexis in order of priority. To ensure transparent and fair prioritization, we are establishing policy guidelines for this purpose (together with Best and Oirschot). Each municipality will draw up its own municipal priority list, which will later be combined with the lists from Best and Oirschot to form a joint priority list. 

   The council resolves:
   1. to adopt the Policy Rules for Applications for Priority Transport Capacity for Housing Projects and Educational Facilities in Son en Breugel 2026 and to publish them on overheid.nl;

   2. Adopt the priority list for housing projects and educational facilities for the Son en Breugel 2026 application process and publish it on overheid.nl, with the exception of applications that have not yet been submitted.

   3. To grant a mandate to the Energy Transition Portfolio Holder:
   • to adopt, with amendments, the municipal priority list for housing projects and educational facilities for the “Son en Breugel 2026” application process, following the expiration of the objection period;
   • to adopt the joint final Priority List for housing projects and educational facilities for the municipalities of Best, Oirschot, and Son en Breugel;
   • to issue the administrative declaration for municipal projects as referred to in Article 7.21, third and fourth paragraphs, of the 2026 Electricity System Code;

   4. The Executive Board resolves to formally adopt the text of the “Policy Rules” and to include it in the next council information letter.

8. Heat Program

   On March 31, 2026, the municipal executive released the draft Heating Program for public comment and made it available for public review for six weeks. No comments were submitted within this period. As a result, the program can be definitively adopted by the municipal executive without any changes. The Heating Program replaces the Heating Transition Vision (TVW). In addition, a public version will be adopted to make the content accessible to residents and partners. A council information letter will also be adopted to inform the city council about the adoption and next steps.

   The Municipal Executive decides:
   1. to adopt the Son en Breugel Municipal Heating Program;
   2. to adopt the public version of the Heating Program;
   3. to adopt the text regarding the adoption of the Heating Program and to include it in the next council information letter;
   4. to publish the adopted program via the Digital System Omgevingswet.

9. MRE High-Quality Jumping Table

   At the initiative of several aldermen responsible for social affairs, an MRE-wide consultative forum was formed to assess the social and societal consequences resulting from the significant expansion within the MRE. Through an integrated, long-term approach that combines physical, economic, and social development, efforts are underway to create a region where everyone can live comfortably, taking into account all aspects of well-being. A regional coordinator is being recruited to provide administrative support. 

   The council resolves:
   1. to formally participate in the Quality Leap Roundtable by delegating a Alderman with responsibility for the social domain;
   2. to support the necessary administrative capacity for the Quality Leap Roundtable: a regional coordinator for 2 years, supported by a (sub)regional network;
   3. to co-fund the regional coordinator (from May 1, 2026, through April 30, 2028) and the necessary operating budget for a total amount of €5,842;
   4. to cover these funds from the Administrative Cooperation budget.

10. Response to Council Questions Regarding the Decision Not to Purchase Woonbedrijf's Property

    The VVD/Voor U! caucus raised questions regarding the cancellation of the purchase of homes in Breeakker-Noord. Responses have been provided to these questions. The municipal executive has decided to send the responses to the members of the city council. 

    The Executive Committee decides to approve the response letter to the written questions regarding the cancellation of the purchase of homes in Breeakker-Noord, to provide it to the person who submitted the questions, and to forward it to the members of the City Council.
