1. Internal (non-public) list of decisions and public list of decisions dated October 10, 2023 - Suzanne Otters-Bruijnen

The college adopts the decision lists.

2. Identifying coronavirus/COVID-19 hotspots - Suzanne Otters-Bruijnen

A hotspot is an event that leads to noticeable or intense interaction between the government and residents or between residents. Hotspots must be identified by government agencies so that information relating to them can be permanently stored. By identifying these hotspots, we ensure that relevant information about coronavirus/COVID-19 is permanently stored and available to interested parties.

The council decides to establish the hotspot for coronavirus/COVID-19.

3. Political Evening October 26 - Suzanne Otters-Bruijnen

The council discusses the program schedule for the Political Evening on October 26, 2023, and the list of commitments made by the council on September 21, 2023.

4. Decision on objection to environmental permit granted for construction of paved surface - Jelle de Jong

On June 9, 2023, the council decides to grant an environmental permit for the construction of paving on the plot of land at De Kuilen 3d in Son en Breugel. On July 14, 2023, the council receives an objection to the above decision from the objector. The objections committee recommends that the objection be declared inadmissible.

  • Declare the objection inadmissible;
  • Refer to the opinion of the Objections Committee for the reasons for the decision.

5. Decision on objection to environmental permit - Jelle de Jong

On May 26, 2023, the council decides to grant an environmental permit for the construction of an industrial building with offices. On June 29, 2023, the council receives an objection from the objector against the above decision. The appeals committee recommends that the objection be declared unfounded and that the contested decision be upheld, on the understanding that the distance from the outer wall to the plot boundary be adjusted to a minimum of 5.1 meters on the drawing.

College Decision:

  1. Declare the objection unfounded;
  2. uphold the contested decision, on the understanding that the distance from the outer wall to the plot boundary has been adjusted to 5.1 meters on the drawing;
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

6. Purchase invoice Cost recovery Gloudemans - Jan Boersma

Both the second budget and the 2024-2027 budget request financial resources for assistance in drafting a Cost Recovery Memorandum. A Cost Recovery Memorandum enables the municipality to recover municipal costs from private initiators.

College Decision:

  • to approve the quotation from consultancy firm Gloudemans for drawing up a Cost Recovery Memorandum, stating that the work will be carried out for an amount of €27,500 excluding VAT;
  • to approve the abbreviated procurement strategy for engaging Gloudemans as a consulting firm to draft a Cost Recovery Memorandum.

7. Informing the city council about the start of drafting a charging plan for public charging infrastructure - Steven Grevink

In September, work began on drawing up a new charging plan. The charging plan should ensure the strengthening of the implementation and realization of charging stations. We expect to be able to present a charging plan to the council in early 2024. We would like to inform the council about this.

The council decides to inform the municipal council about the start of the drafting of the charging plan by means of a council information letter.

8. Decision on objection to the decision to reserve two parking spaces for charging electric vehicles on Kempenlaan - Steven Grevink

On May 22, 2023, the municipal executive decides to designate two parking spaces for charging electric vehicles on Kempenlaan in Son en Breugel. The municipal executive has received eight objections to the above decision. The objections committee recommends that the objections be declared unfounded and that the contested decision be upheld.

9. Decision on objection to the decision to reserve two parking spaces for charging electric vehicles and a shared car in Peellaan - Steven Grevink

On June 6, 2023, the council decides to reserve a parking space for charging electric vehicles and a parking space for charging a shared car in Peellaan in Son en Breugel. On June 27, 2023, the council receives an objection from an objector against the above decision. The appeals committee recommends that the objection be declared unfounded and that the contested decision be upheld.

10. Decision on objection to the decision to reserve two parking spaces for charging electric vehicles in the Arafura - Steven Grevink

On May 22, 2023, the council decides to designate two parking spaces for charging electric vehicles in the Arafura in Son en Breugel. On June 21, 2023, the council receives an objection from an objector against the above decision. The objections committee recommends that the objection be declared unfounded and that the contested decision be upheld.

11. Memo advisory session Dommelvallei Service - Suzanne Otters-Bruijnen

During the political evening on September 7, 2023, the council proposed not to submit an opinion on the first management report and the second budget amendment of the Dommelvallei Service. During the discussion, the need arose for an advisory session with the council in which the director (or someone else on behalf of the Service) could explain the developments and answer questions. The portfolio holder has agreed to schedule this session.

The council decides to adopt the memo for the advisory session with the municipal council.

12. Council information letter: Reorganization of the 'Taxation and Collection' team, Finance Department, Dommelvallei Service - Suzanne Otters-Bruijnen

One of the tasks of the Dommelvallei service is to impose and collect taxes. The service commissioned a business case study that focused on the question: with regard to these tasks, is the organization itself capable of achieving (and maintaining) the necessary quality of service, or should a strategic decision be made to outsource the work? A possible outcome would be to enter into a partnership with an external partner. The council information letter informs the municipal council about the developments and the council's advice to the AB of the Dommelvallei Service.

College Decision:

  • to advise the AB of the Dommelvallei Service to agree to the proposed reorganization;
  • to adopt the council information letter.

13. Regional deal, application for 5th tranche - Jan Boersma

The MRE is working with municipalities and other parties to prepare an application for the fifth tranche of the Regional Deal. This process is being coordinated by the MRE Economy portfolio holders' consultation. In this consultation, the portfolio holders were asked whether municipalities could agree to this 90% version of the application. They were also asked to give the chair of the MRE Economy portfolio holders' consultation the text mandate to finalize and submit the application.

College Decision:

  • to approve the draft application for Region Deal 5th tranche 'At home in Brainport';
  • to mandate the chair of the POHO Economy MRE as the administrative leader to finalize the concept in accordance with the established line and then submit it.

14. Location selection for pump track in Son en Breugel - Jan Boersma

In 2022, a number of children from Son en Breugel presented a petition to the municipal executive for a pump track in the municipality. Since then, a great deal of work has been done to reach a sound decision. On October 9, 2023, the municipal executive presented four options to the council factions. Six of the seven factions stated that the De Molenwiek playground is the preferred location. The municipal executive therefore proposes to the council that this location be designated as the location for the pump track and that work on its construction begin.

The council decides to approve the council proposal to designate the De Molenwiek playground as the location for a pump track.

 15. Advisory session political evening - Jan Boersma

In 2022, the desire was expressed to draw up a Green-Gray management plan. This plan will flesh out policy choices and current themes in the field of road, green space, playground, and street furniture management. For the management of public spaces, we emphasize biodiversity and future-proofing in the form of a management focus on 'Going green!'.
The content of this focus will be shared with the council, which will be asked if there are any additions to be taken into account when finalizing the management plan.

College Decision:

  • to submit the presentation "Presentation of the Green Gray Plan political evening November 9, 2023" to the council in an advisory session;
  • ask the council to make suggestions for implementing the emphasis on 'Going green!'.

16. Land purchase plots F 374 and 375 Broekstraat - Jan Boersma

On April 25, 2023, your council decided to acquire the agricultural plots Son en Breugel, Section F, numbers 374 and 375. On September 22, 2023, the notarial transfer took place. In accordance with the Land Policy Memorandum, it is necessary to inform the municipal council as soon as possible about the strategic purchase by means of a council information letter.

College Decision:

  • to adopt the council information letter "Purchase of agricultural plots F 374 and F375 Broekstraat"
  • Alderman Boersma to be given text mandate to implement any changes.

17. GALA Action Plan - Steven Grevink

In February 2023, municipalities, municipal health services (GGD), health insurers, and the Ministry of Health, Welfare, and Sport signed the Healthy and Active Living Agreement (GALA). With this agreement, these parties are jointly committed to promoting healthy and active living with a solid social foundation for all residents. A specific subsidy is linked to the agreement to implement it: the broad SPUK. To claim these funds, municipalities draw up an integrated action plan for the period 2023-2026. The action plan is submitted on behalf of the municipality of Son en Breugel.

College Decision:

  1. to approve the GALA Son en Breugel action plan;
  2. to grant Alderman the mandate to sign the GALA Son en Breugel action plan;
  3. to approve the council information letter and send it to the council.

18. Annual Report on Compulsory Education/RMC for the 2021-2022 school year - Steven Grevink

Every year, the municipal council is informed about the implementation of the Compulsory Education Act. The municipal council will be informed about the 2021-2022 school year via a council information letter.

The College:

  • takes note of the regional annual report on compulsory education/RMC 2020-2021: Combating truancy and early school leaving;
  • informs the municipal council in the next Council Information Letter
