4. Written questions regarding the Court of Auditors’ report on subsidy policy

On January 27, 2026, the Son en Breugel Audit Office submitted its report on subsidy policy to the municipal council. VVD VOOR U! submitted written questions regarding this report on February 26, 2026. This executive proposal contains the responses to those written questions. 

The executive committee decides to approve the response letter to the council.

5. Decision on the Woo Request Regarding the Asylum Seekers' Center

On February 18, 2026, the municipal executive received a request under the Open Government Act (Woo). The request sought the disclosure of information regarding the municipality’s intention to establish a shelter at the address Van den Elsenstraat 36. The information in question pertains to the period beginning July 1, 2025. The request has been assessed in accordance with the Woo. The municipal executive decides to disclose the documents (in part), with the exception of certain sections based on grounds for exemption as set forth in the Woo. 

The council has decided to rule on the Woo request submitted by Woestenenk Legal on behalf of the Breugel Asylum Seeker Center Core Group, as set forth in the decision and the inventory list.

6. Trees For All Donation Agreement

The municipality of Son en Breugel is partnering with the Trees for All Foundation to restore forest areas where trees died due to extreme rainfall in 2024 and 2025 and were subsequently removed. The foundation is providing €18,535 for the planting of 3,080 trees and shrubs. The parties will formalize the agreements in a donation agreement for the 2025–2026 planting season. The municipal executive has decided to approve the agreement so that planting can begin. 

The council has decided to approve the donation agreement titled “Tree Planting in the Rural Areas of the Municipality of Son en Breugel – Planting Season 2025–2026.”

7. Agenda for the Council Meeting, List of Commitments, List of Pending Motions.

The council takes note of the agenda for the special council meeting on March 30, 2026, and submits the list of commitments and the list of pending motions to the council. 

College Decision:

  1. To take note of the agenda for the special council meeting on March 30, 2026;
  2. To submit the list of commitments to the council on March 5, 2026;
  3. To present the list of pending motions to the council for the meeting on March 30, 2026.

8. Draft Environmental Plan for the Municipality of Son en Breugel

The Omgevingswet that the municipality have its own environmental plan in place by January 1, 2032. Work on developing the “Son en Breugel Municipal Environmental Plan” began several years ago. The procedure leading to the final adoption of the “Son en Breugel Municipal Environmental Plan” can begin following this decision. The municipal executive has decided to release the draft “Son en Breugel Environmental Plan” for the public comment period. During this period, stakeholders may comment on the draft “Son en Breugel Environmental Plan.” After reviewing the submitted comments, the council will be asked to adopt the “Statement of Comments” and the “Son en Breugel Municipal Environmental Plan.” 

The college decides to:

  1. To take note of the draft “Son en Breugel Municipal Environmental Plan”;
  2. To make the draft “Son en Breugel Environmental Plan” available for public comment.

9. Request for repayment of the ice festival loan

In 2018, the municipality of Son en Breugel granted a subordinated (interest-free) loan to the IJsfeest Son en Breugel Foundation. In 2023, the IJsfeest Foundation was taken over by the Winter Event Foundation, and the subordinated loan was transferred to the new board. When granting the loan, the municipality established a provision in connection with the risk that the foundation might not be able to fully repay the loan. Due to various factors, the issue of pre-financing is no longer relevant; the foundation’s board has indicated its intention to repay the full loan amount of €50,000. 

College Decision:

  1. To repay the €50,000 loan.
  2. To eliminate the 6.3% risk levy.
  3. To release the provision into the 2025 net income.

10. Exceptions to the Procurement Policy for Project Management and Coordination of the CAP Project

The municipality has received a grant for forest revitalization and hydrological restoration in the Sonse forests. Specialized project supervision is required to ensure timely and careful implementation. The municipal executive has adopted a procurement strategy that justifies the sole award to Bosgroep Zuid Nederland. This party possesses the specific knowledge of the grant application and the project area necessary to complete the project within the set deadline of June 30, 2028. 

College Decision:

  1. To adopt the procurement strategy for the management of the project "CAP Forest Revitalization and Hydrological Measures in the Sonse Forests";
  2. Based on this procurement strategy, to award the contract for project management and coordination solely to Bosgroep Zuid Nederland;
  3. To accept the bid for the Sonse Forests under the CAP submitted by Bosgroep Zuid Nederland.
