1. List of non-public decisions and list of public decisions dated November 16, 2021 / Hans Gaillard

The college adopts the decision lists.

2. Oliebollen Party 2021 / Hans Gaillard

During preparations for the Oliebollen Party 2021, the question arose as to whether it was possible and sensible to organize this traditional end-of-year party. The current coronavirus measures, rising infection rates, and the expected tightening of measures are causing uncertainty. It is proposed that the council decide not to organize the Oliebollen Party this year and, as last year, organize an alternative event.

Due to the coronavirus pandemic, the college has decided not to organize an Oliebollen party this year and, as last year, to organize an alternative event instead.

3. Decision on complaint / Hans Gaillard

On August 11, 2021, a complaint was received against an employee of the municipality of Son en Breugel. The complaint was handled in accordance with the 2009 Complaints Procedure. The report of findings shows that the complaint can be declared unfounded. However, there are a number of areas for improvement.

College Decision:

  • to declare the complaint unfounded;
  • address the areas for improvement mentioned in the findings report.

4. Political Evening Program and list of commitments November 25, 2021 / Hans Gaillard

The council discusses the items on the agenda for the political evening of November 25.

5. Agenda of the Executive Committee of the Dommelvallei Service dated November 30, 2021 / Hans Gaillard

The mayor and municipal secretary of the participating municipalities sit on the Executive Committee of Dienst Dommelvallei. The municipalities and Dienst Dommelvallei have agreed that the agenda and accompanying documents will be discussed in advance at the council meetings.

The council takes note of the agenda of the Executive Committee of Dienst Dommelvallei of November 30, 2021.

6. Response to questions from the Voor-U political party November 12, 2021 / Hans Gaillard

The Voor-U political party has submitted questions to the council regarding the benches in the council chamber, the decision-making process regarding the layout of the council chamber, and the layout of the village hall. Questions about the benches in the council chamber were also submitted by a journalist. The draft response with accompanying appendices has been submitted. If the council approves this letter, it will first be sent to the council members and then to the journalist, so that the council is informed first.

College Decision:

  1. To take note of the letter answering the questions;
  2. To agree to answer the questions;
  3. agree to send the letter to the council members;
  4. agree to the sending of responses via communication to the journalist.

7. Appointment of third deputy secretary / Paul van Liempd

The replacement of the municipal secretary must be guaranteed within the organization. In consultation with the acting municipal secretary, the proposal is to appoint a third replacement as of November 23. This is a temporary situation related to the current staffing situation within the Management and Coaching team. Once the team is fully staffed again, the appointment of replacements will be reviewed.

The council decides to appoint the following as replacement for the municipal secretary, with effect from November 23, 2021, in accordance with Article 106 of the Municipalities Act:
- Third and temporary replacement, Mr. J.L.A. Farla, senior strategic advisor.

8. Decision on objection to rejection of urgent decision / Jos de Bruin

On August 2, 2021, the council decides to reject the application for an urgent decision. On August 12, 2021, the council receives an objection from the objector against the above decision. The objections committee recommends that the objection be declared well-founded, that the contested decision be revoked, and that urgent status be granted after all.

College Decision:

  1. Declare the objection well-founded;
  2. revoke the contested decision and grant urgent relief;
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

9. Volunteer medal / Hans Gaillard

It is customary to award a Volunteer Medal around the turn of the year. The Volunteer Medal can be awarded as a token of appreciation to both residents and non-residents of Son en Breugel who have made generally recognized contributions in any area of social life. The municipal executive makes a decision on this and seeks advice from the presidium in advance. This advice includes a proposal on the awarding of the medal.

The council will make a decision in principle on the awarding of the volunteer medal, to be presented on a date yet to be determined around the turn of the year, and will submit this for discussion to the presidium.

10. Granting of subsidies for 2022 / Jos de Bruin

Before the start of the new year, the council will decide on the granting of subsidies for 2022. The budgets for the granting of subsidies have already been included in the multi-year budget for 2022-2025. The council is asked to decide on the granting of these funds and thus to decide on the subsidy applications received.

College Decision:

  1. to grant the subsidies for 2022 in accordance with the attached 'Overview of subsidies 2022';
  2. to include the additional subsidy applications from the CMD organizations (Lumens, MEE de MeentGroep, and GGzE de Boei) in the decision-making process regarding the further development of the CMD; and to maintain the current level of commitment until a decision has been made regarding the additional subsidy applications;
  3. to reject the subsidy application from the Son en Breugel Chess Club;
  4. to cover the costs of granting subsidies in 2022 in accordance with the multi-year budget for 2022-2025, as indicated in the appendix "Overview of subsidies for 2022."
