1. Non-public decision list and public decision list dated November 16, 2021 / Hans Gaillard

The college adopts the decision lists.

2. Oliebollenparty 2021 / Hans Gaillard

During preparations for the 2021 Oliebollenparty, the question arose as to whether it is possible and prudent to host this traditional end-of-year party. The current corona measures, rising infections and the expected tightening of measures create uncertainties. It is suggested to the college that the Oliebollenparty should not be held this year either and that an alternative action be organized, as it was last year.

The college decides not to organize an Oil Ball Party this year due to the corona pandemic and to organize an alternative action like last year.

3. Decision on complaint / Hans Gaillard

On August 11, 2021, a complaint was received against an employee of the municipality of Son en Breugel. The complaint was handled according to the 2009 Complaints Procedure. It follows from the report of findings that the complaint can be declared unfounded. However, there are a number of points for improvement.

College Decision:

  • declare the complaint unfounded;
  • address the areas for improvement mentioned in the report of findings.

4. Political Evening program and list of commitments November 25, 2021 / Hans Gaillard

The college will discuss the documents scheduled for the Nov. 25 political evening.

5. Agenda Dagelijks Bestuur Dienst Dommelvallei d.d. November 30, 2021 / Hans Gaillard

The daily board of Dienst Dommelvallei includes the mayor and municipal secretary of the participating municipalities. It was agreed between the municipalities and Dienst Dommelvallei that the agenda and related documents would be discussed in advance in the college meetings for information.

The college takes note of the agenda of the Daily Board of Service Dommelvallei of November 30, 2021.

6. Answering questions Group For-U November 12, 2021 / Hans Gaillard

The Voor-U group has submitted questions to the college about the benches in the council chamber, and about the decision-making furnishing of the council chamber as well as the furnishing of the Village Hall. Furthermore, the questions about the benches in the council chamber have also been submitted by a journalist. Presented is the draft answer with the corresponding annexes. If the college agrees with this letter, it will be sent first to the council members and then to the journalist, thus informing the council first.

College Decision:

  1. To take note of the letter answering the questions;
  2. To agree to answer the questions;
  3. Agree to send the letter to council members;
  4. agree to send responses via communication to the journalist.

7. Appointment of 3rd deputy secretary / Paul van Liempd

The replacement of the town clerk should be secured within the organization. In coordination with the town clerk a.i., the proposal is to appoint a 3rd replacement as of November 23. This is a temporary situation related to the current staffing within the Steering and Coaching team. The moment the team is again fully staffed, the appointment of replacements will be reviewed.

The College resolves to designate as substitute for the Town Clerk, in view of Article 106 of the Municipal Law, effective November 23, 2021:
- Third and temporary replacement, Mr. J.L.A. Farla, senior strategic advisor.

8. Decision on objection rejection of urgency decision / Jos de Bruin

On August 2, 2021, the college decides to reject the application for an urgency decision. On August 12, 2021, the college receives a notice of objection from the objector to the above decision. The Objections Committee recommends that the objection be upheld and that the contested decision be rescinded and urgency still granted.

College Decision:

  1. Declare the objection well-founded;
  2. Revoke the contested decision and still grant urgency;
  3. Refer to the opinion of the Objections Committee for the reasons for the decision.

9. Volunteer medal / Hans Gaillard

It is customary to award a Volunteer Medal at the turn of the year. The Volunteer Medal can be awarded as a token of appreciation, both to residents and non-residents of Son en Breugel, who have achieved generally recognized merits in any field of social life. The college decides on this and requests prior advice from the presidium. This advice contains a proposal about the awarding of the medal.

The college makes a decision in principle on awarding the volunteer medal, to be presented at a date to be determined around the turn of the year, and submits it to the Presidium for discussion.

10. Renewal of grants 2022 / Jos de Bruin

Before the beginning of the new year, the college decides on the 2022 grant funding. The multi-year budget 2022-2025 already includes the budgets on grant funding. The college is asked to decide on the granting of these funds and thus decide on the submitted grant applications.

College Decision:

  1. To award the grants for 2022 in accordance with the attached "Overview of Grants 2022";
  2. to include the additional subsidy requests from the CMD organizations (Lumens, MEE de MeentGroep and GGzE de Boei) in the decision-making around the further development of the CMD; and until a decision is made on the additional subsidy requests, to maintain the commitment from the past;
  3. To reject the grant application of the Son and Breugel Chess Association;
  4. Cover the costs for the 2022 grant award in accordance with the 2022-2025 multi-year budget as indicated in the "2022 Grant Overview" annex.
