1. Non-public and public decision list dated March 16, 2021 / Hans Gaillard

The college adopts the decision lists.

2. Renewal of waiver of residency requirement Alderman Paul van Liempd / Hans Gaillard

According to the Municipal Law, an Alderman must reside in the municipality where he or she is an Alderman . The City Council can waive this requirement for up to one year at a time. On May 9, 2019, Paul van Liempd, who lives in Eindhoven, became Alderman with us and was granted dispensation from the residency of Son en Breugel for one year. This term was extended from May 9, 2020 to May 8, 2021. The purpose of this proposal is to propose to the City Council that this dispensation be extended again, from May 9, 2021 to May 8, 2022.

The college notes and concurs with the draft council proposal Renewal of waiver of residency requirement of Alderman Paul van Liempd.

3. Opinions additional land area committee March 15, 2021 / Hans Gaillard

On March 15, an additional Land Use Committee meeting was held on waste disposal. The college is informed of the opinions given by this committee.

The college takes note of the opinions of the March 15, 2021 Additional Land Affairs Committee.

4. Anterieure overeenkomst en Ontwerpbestemmingsplan Sint Hubertuslaan 18-20 / John Frenken

In 2019, the college agreed to the request in principle for the realization of one detached house next to Sint Hubertuslaan 20. In order to recover the costs of this plan and to ratify the starting points, the anterior agreement and the draft zoning plan are now before us to be put into procedure.

College Decision:

  1. Enter into the antecedent agreement with promoter and publish the business content of the agreement;
  2. To make the draft zoning plan "Breugel; Sint Hubertuslaan ong.", with plan IDN NL.IMRO.0848.BP405BREUGEL-ON01 available for inspection, after the agreement has been signed by all parties.

5. Plan EIA manure treatment plants / John Frenken

The college decides to:

  1. Take note of the status of the plan EIA manure treatment plants;
  2. To inform the council of the status of the plan EIA manure treatment plants through the council information letter.

6. Audit committee report 2020 Public Space Reports / Jan Boersma

In the mid-2020s, the trade association of courts of auditors, NVRR, issued a call for courts of auditors to participate in a study of public space reporting (MOR). In the end, 51 municipalities participated. The overall conclusion of the audit committee is that Son en Breugel performs at least equal to the other 50 surveyed municipalities. It is noted that Son en Breugel is generous when it comes to ways in which residents can make reports.

College Decision:

  1. To propose to the City Council to take note of the report "Reports of Public Space Municipality of Son and Breugel" by the Audit Committee;
  2. To propose that the City Council adopt the following recommendation of the Audit Committee to the City Council: Better align policy and implementation by creating a process description that links policy and implementation.

7. Appoint supervisors Participation Act and Basic Registration of PersonsBrp) / Paul van Liempd

The designation decision supervisors Participation Act and Basic Registration of Persons must be amended due to personnel changes at cluster Work and Income. The Brp Act requires the Municipal Executive to appoint officials charged with supervising citizens' compliance with their obligations. They will be able to obtain information by means of a home visit when there is a reasonable suspicion that a citizen has not fulfilled his obligations.

The college decides to designate the positions and persons listed in the designation decision as supervisors Brp and as supervisors Participation Act and affiliated schemes.

8. Extension end date of 2021 energy-saving measures subsidy scheme / Paul van Liempd

On June 11, 2020, the City Council approved the Energy Use Reduction Approach Scheme and budget was made available for it. All resident-owners of owner-occupied houses and apartments will be reimbursed up to €70 for (small-scale) energy-saving measures. Due to the corona measures, the planned start date for the subsidy scheme has been adjusted to Oct. 28, 2021. The planned end date was March 31, 2021. On Jan. 12, the Cabinet decided to extend the restrictive measures surrounding the Corona virus. The measures limit the ability of municipalities and homeowners to implement the RRE measures. The RRE is therefore extended by 9 months through Dec. 31, 2021.

College Decision:

  1. Adopt the amended 2021 Energy Conservation Measures Grant Scheme;
  2. To repeal the old subsidy scheme on energy saving measures dated October 6, 2020.

9. Reports of gifts and gratuities / Hans Gaillard

Presented are the reports of gifts and presents received from council- college and staff members, received around Sinterklaas / the turn of the year. The college has the authority to determine that the gifts must be returned or must be brought to the benefit of third parties. Given the limited size of the gifts, there is no reason to use that authority.

The college accepts for notification the reports of gifts and gratuities under the integrity regulations and submits them for inspection by the General Affairs Committee.

10. Connection Report Crime Anonymously (MMA) / Hans Gaillard

In the municipalities of Cranendonck, Geldrop-Mierlo, Heeze-Leende, Nuenen c.a., Son en Breugel and Valkenswaard, we are working together to tackle undermining crime. Information that can help us here are the reports that residents make to the hotline Meld Misdaad Anoniem (MMA) of the M foundation. This organization manages the reports and guarantees the anonymity of the reporter. This requires an agreement.

College Decision:

  1. Agree to enter into a cooperation agreement with the M Foundation for the duration of one year for the purpose of receiving reports directly from Report Crime Anonymous;
  2. Agree with the text to inform the City Council by information letter on this matter;
  3. Agree with the text of the press release.

11. Land sale on Huygensstraat / Jan Boersma

The owners of a plot on Huygensstraat have requested to purchase a strip of land. The college is advised not to cooperate. The strip is and will remain unsaleable.

The college decides not to grant the request for land acquisition on Huygens Street.

12. One-time grant online event Lazy Sonnie Afternoon / Jos de Bruin

The corona crisis has put a dent in social welfare. The Lazy Sonnie Afternoon Foundation, in collaboration with La Sonnerie, wants to organize an online Wine & Dein Festival to give a boost to the community's socio-cultural livability. The organization will provide a version of their event with live music; it is also possible for participants to purchase a consumption package. The organization is asking the college for financial support. This request fits within the amendment adopted by the council ("from each other, with each other, for each other") to support initiatives for the inhabitants of Son and Breugel.

College Decision:

  1. To grant a one-time grant in the amount of €2,500 to the Lazy Sonnie Afternoon Foundation to organize an online event;
  2. Pay the cost of the one-time grant (€2,500) from the "one-time grants" budget.

13. Fill in project management Breugel Bruist! per April 2021 / Jos de Bruin

The project management will change at the end of March 2021. In order to ensure a proper and smooth handover, a handover document has been created. It also describes how and by whom the project can continue to be managed. The purpose of this proposal is for the college to adopt the handover document and also to agree on the method of handover.

The college decides:

  1. Shape the overall project management of Breugel Bruist! as proposed in the handover document;
  2. Shape the project leadership of subproject The Bongerd as proposed in the handover document;
  3. To agree to the external hiring of overall project leadership and to authorize the steering committee or, as the case may be, the city clerk to hire overall project leadership from De Haan MAC/ Management Advies en consultancy b.v. (hereinafter: De Haan MAC), within the framework of the procurement policy;
  4. To agree to a limited continuation of the work of the current project manager for deployment as sub-project manager of The Bongerd through August 6, 2021 and to authorize the steering committee or, as the case may be, the town clerk to formalize this continuation within the frameworks of the procurement policy.

14. Join the K80! / Hans Gaillard

Join the K80! is an Initiative of small municipalities to stand strong in the intermunicipal consultations with VNG and the ministry in the reassessment of municipal funds, among other things.

The college decides to join this initiative.

15. Terrace policy 2021 / Jan Boersma

The college decides to continue the application of the 2020 policy in connection with Corona, as long as the situation continues in this manner in 2021

16. Final report on town hall project 2017 - 2021 / Hans Gaillard

The college takes note of the final report on renovation of City Hall and new back office construction and makes it available to the General Affairs Committee for information.

17. Finalization choice document environmental vision Son en Breugel / John Frenken

The college releases the choice document environmental vision for participation (residents' evening March 31, 2021).
