The college adopts the decision list.

2 Deputy secretary appointment

The replacement of the town clerk should be secured within the organization. The positions of Manager Society and Manager Space have now been filled and this means that the management team is complete. In coordination with the management team, the proposal is to make an adjustment in the designation of replacements as of February 1, 2024.

The College decides to designate as substitutes for the City Clerk, in view of Article 106 of the Municipal Law, effective February 1, 2024:

  • First alternate, Mr. H.C. Koolen, Manager of Society.
  • Second alternate, Ms. E.E.F. Siero - Stolp, manager of Space
  • Third alternate, Mr. H.A.J. Loos, a.i. manager of Operations and Services.

3 Conversation cycle

The interview cycle for the organization has been revised and is based on frameworks where the focus has shifted to principles such as personal development, work development (optimal use of talents) and ownership. The proposal is to adopt this interview cycle. The current arrangement will then lapse.

College Decision:

  • To adopt the 2024 Conversation Cycle while repealing the current regulation.
  • To take note of the opinion of the works council.

4 Land sale to Enexis Penseelkevel/Zebrakever

Enexis has placed a substation near the playground on the corner of the penseelkever/zebrakever in Sonniuspark to increase the weight of the electricity network. Enexis has requested to purchase approximately 31 m2 of cadastral parcel Son en Breugel, Sectie G, number 864. It is municipal policy to cooperate with such requests. The land will be sold in accordance with the land price policy for utilities.

The college decides to:

  1. To sell a part of cadastral parcel Son en Breugel, Sectie G, number 864 in the size of 31m2 located near the brush beetle to Enexis B.V.
  2. To adopt the agreement ''Land Acquisition Son and Breugel Penseelkever''.
  3. To grant a mandate to the City Clerk, with under mandate to the Manager and Policy Officer for Land Affairs to enter into and sign agreements for the sale of land or to establish a right in rem for the benefit of low voltage cabinets of Enexis.

6 Adjustment GR VRBZO 2024 after views

As of July 1, 2022, the Joint Arrangements Act has been amended. This makes it necessary to amend the Joint Arrangement Security Region Brabant-Zuidoost (VRBZO). After the councils have been given the opportunity to present an opinion, VRBZO has tightened up some changes. The college is now being asked to approve the 2024 Joint Arrangement. The Joint Arrangements Act stipulates that colleges do not proceed to change an arrangement until after obtaining the consent of the municipal councils. The consent can only be withheld because of conflict with the law or the public interest.

The college decides to propose to the city council by means of the council proposal Adjustment Joint Regulation Safety Region Brabant-Zuidoost:

  1. To take note of the Joint Regulation Safety Region Brabant-Zuidoost 2024 after viewing
  2. To authorize the college to adopt the amendment to the Joint Regulation Veiligheidsregio Brabant-Zuidoost 2024
  3. After obtaining the consent of the council to approve the Joint Arrangement Security Region Brabant-Zuidoost 2024 and to notify VRBZO of this by the attached draft letter.
  4. Conforming, with addition in the Council proposal that Son and Breugel does not submit a view.

7 Reception of displaced persons Ukraine - surveillance (security)

The war in Ukraine continues and with it the municipal reception for displaced persons from Ukraine. At the large reception location at Ruysdaelstraat 2 in Son en Breugel, 24/7 supervision is needed due to (fire) safety. Due to the longer duration of the reception and the associated costs, the rules of the procurement policy become applicable. For 2024, the comprehensive procurement strategy can still be determined. In spring 2024, BIZOB will start a procurement process.

College Decision:

  1. Adopt the Procurement Strategy Monitoring/Security Reception Site Ukrainian Displaced Persons
  2. To commission BIZOB to oversee the procurement from 2025 onwards
  3. Inform the council through a council information letter

8 Implementation program VTH 2024

Every year an implementation program for licensing, supervision and enforcement is adopted. With this we implement the legal obligation to elaborate, both for licensing and supervision and enforcement, the previously adopted 2023 -2026 Implementation and Enforcement Strategy (U&H Strategy). The implementation program lists which of the activities mentioned in the U&H strategy we intend to perform in 2024. The VTH tasks extend to construction, spatial planning, environment, heritage and the APV/special laws. For the implementation of these tasks we work closely with the Environment Service (Odzob) and the Safety Region (VRBZO).

The college decides

  • To adopt the implementation program U&H 2024 Son and Breugel
  • To inform the City Council on this matter

9 College proposal loan repayment and annuity reduction

In the past, four loans for solar panels were granted to residents of the municipality of Son en Breugel by the province of North Brabant. Residents who purchased solar panels subsequently took out a loan from the municipality. The amount of the loan obtained from the province turned out to be higher than the loans granted to residents. This amount has since been repaid to the province. We propose to repay this amount on the highest interest loans. In addition, the province asks us to make a choice between maturity reduction or reduction of the annuity regarding the loan that is partially repaid. We propose to choose to reduce the annuity so that the remaining maturity of the county's loan remains the same as that of the loan to residents.

College Decision:

  • To apply repayment to the loans with the highest interest rates.
  • Reduce the annuity on one of the two remaining loans, viz. loan number 3.

10 December Circular 2023

The December Circular was published on December 6, and we will incorporate the financial effects in the 2023 Annual Report, 1st Administrative Report 2024 and the 2025-2028 Framework Memorandum.

11 Adopt Implementing Decree Waste Regulation Municipality of Son and Breugel 2024

On November 7, the college adopted and made available for inspection the draft implementation decree on waste materials ordinance municipality of Son en Breugel 2024. No views were received on the draft implementation decree. A (minor) official amendment was made. The college adopts the amended implementation decree Waste Regulation 2024.

12 Covenant Cooperation Agreement CMD

The Center for Social Participation (CMD) brings together all services in the social domain. In the CMD we cooperate with a number of social organizations. The cooperation takes the form of a network organization. To date, the CMD Business Plan has formed the basis for this cooperation. One of the recommendations in the December 2022 Court of Audit investigation was to lay down the cooperation agreements in a cooperation agreement. This cooperation agreement has now been drafted, coordinated with all organizations involved and can be signed.

The college decides

  • To adopt the Cooperation Agreement CMD Son and Breugel.
  • To request the Mayor to delegate the signing of the CMD Cooperation Agreement to Alderman Grevink.

13 RIB delay amendment GR WSD

The Joint Arrangements Act (Wgr) was amended last year. As a result, the WSD Joint Arrangement ( GR WSD) must also be amended. The preparation of the draft regulation by WSD has been delayed. The council will be informed about this.

The college decides to include ' delay amendment common regulation WSD' in the next council information letter.
