3 Annual Report 2023 VTH
Each year, the council adopts an annual VTH report. The 2023 VTH Annual Report presents the results of the tasks included in the 2023 implementation program. The annual report concerns the elaboration of the so-called home tasks and environmental tasks. The environmental tasks are mandated to the Southeast Brabant Environmental Service (Odzob). The VTH Annual Report of the Environmental Service is attached to the Annual Report for the home tasks. The submission of this annual report to the municipal council is a legal obligation set out in the Environmental Law Decree (as of January 1, 2024, Environmental Decree).
The municipal executive decides:
- To adopt the annual report on Licensing, Supervision, and Enforcement 2023;
- To adopt the policy rule National Enforcement Strategy for Environmental Law (LHSO) municipality of Son en Breugel and declare it applicable to the VTH tasks performed by the municipality of Son en Breugel and the tasks performed by the Southeast Brabant Environmental Service on behalf of the municipality;
- Inform the municipal council about this via a RIB.
4 Decision to defer payment
Taking a decision to defer payment ensures that the limitation period for the authority to collect a forfeited penalty is extended. This council proposal requests the council to take a decision to defer payment in order to secure the collection period.

5 Amendment to the joint regulation of the Southeast Brabant Environmental Service
On July 1, 2022, the Joint Arrangements Act was amended. As a result, the joint arrangement for the Southeast Brabant Environmental Service must be amended. Before the municipal executive can approve the amended arrangement, the council must give its consent. The municipal executive has approved the amended arrangement, subject to the council's consent, and has decided to request this consent from the council.
The municipal executive decides:
- To agree to the adoption of the amended joint regulation for the Southeast Brabant Environmental Service, subject to the approval of the council;
- The council proposal Amendment to the joint regulation of the Southeast Brabant Environmental Service to be submitted to the council for decision-making.
6 Draft budget for 2025 with multi-year estimate for 2026-2028 ODZOB
The Southeast Brabant Environmental Service (ODZOB) has sent the draft budget for 2025 and the multi-year estimate for 2026-2028 to the participating municipalities and province. The municipal councils and Provincial Council will be given the opportunity to submit any opinions by June 8, 2024, at the latest. It is proposed that the council take note of the draft budget and the multi-year estimate and not submit any opinions.
College Decision:
- take note of the draft budget for 2025 with multi-year estimates for 2026-2028 of the Southeast Brabant Environmental Service;
- To be presented to the City Council:
- No opinion to be submitted on the draft budget for 2025 of the Southeast Brabant Environmental Agency;
- The financial consequences of the draft budget for 2025 for the Southeast Brabant Environmental Agency to be incorporated into our municipality's Framework Memorandum for 2025–2028.
7 Uncollectible public law claims 2021-2023
In order to formally release the head of the Finance Department of the Dommelvallei municipal authority from the obligation to take further collection measures, we propose to declare two public-law claims, totaling €2,686.00, uncollectible due to the lack of recourse options. This proposal concerns the years 2021 to 2023, as the last proposal to declare claims uncollectible was drawn up for the year 2020.
The board decides to agree to declare two claims uncollectible due to the lack of recourse options and to cover this from the provision for doubtful debts.
8 Response from the college to the advice of the Social Domain Advisory Council
The first version of the Local Inclusion Agenda was discussed with the municipal council in an advisory session on January 18. On January 24, the Social Domain Advisory Council (ASD) issued its recommendation.
The council decides to adopt a response to the Social Domain Advisory Council's advice on the Local Inclusion Agenda.
9 Opinion on the draft budget for 2025 VRBZO
Under the Joint Arrangement for the Brabant-Zuidoost Safety Region, the councils of the participating municipalities are given the opportunity to express their views on the draft budget before the General Board adopts it. The draft budget for 2025 VRBZO was sent to the councils on March 19 for their views. The draft budget is submitted to the municipal council by means of a council proposal.
The municipal executive decides to approve the council proposal Opinion on the draft budget for 2025 VRBZO, in which the following decision points are submitted to the council:
- No opinion to be submitted on the draft budget for 2025 for the Brabant-Zuidoost Safety Region and VRBZO to be informed of this with the attached letter;
- The financial consequences of the draft budget for 2025 VRBZO to be incorporated into our municipality's Framework Memorandum 2025-2028.
10 Opinion Draft program budget for the Eindhoven Metropolitan Region 2025
On March 11, 2024, the Executive Committee of the Eindhoven Metropolitan Region (DB MRE) presented the draft program budget for 2025 to the municipal executive and municipal council. Based on the joint MRE regulation, the municipal council is given the opportunity to submit its opinion. The municipal executive takes note of the draft program budget and proposes that the municipal council submit its opinion.
College Decision:
- Take note of the draft program budget for the Eindhoven Metropolitan Region 2025;
- Propose to the municipal council to submit an opinion on the draft program budget for the Eindhoven Metropolitan Region 2025;
- To agree with the draft opinion.
11 Project progress Breugel Bruist
Council information letter on the progress of the Breugel Bruist! project
The council decides to adopt the council information letter "Progress on Breugel Bruist!" and to send it to the municipal council with the next RIB on May 3, 2024.
12 Vision for a Safe School Environment
A Vision for a Traffic-Safe School Environment in Son en Breugel has been drawn up to ensure a traffic-safe school environment. This vision concerns the uniform and recognizable design of the immediate school environment as part of ensuring traffic safety, traffic education, and influencing behavior.
College Decision:
- Until the adoption of the Vision for a Traffic-Safe School Environment in Son en Breugel;
- Designing the school environment in a uniform and recognizable manner by installing colored elements (posts and fences) and applying "SCHOOL" markings on the road surface;
- Committing to actively invest in becoming a 100% certified Brabant Road Safety Label (BVL) municipality, whereby the municipality, in its coordinating role, encourages, supports, and assists schools in achieving and maintaining the label. (* BVL is a road safety program run by the province of North Brabant for primary schools.);
- Forwarding the RIB text to the Council.
13 Opinion on the 2025 budget and 2023 financial statements GR WSD
Every year, the Joint Arrangement WSD (GR WSD) makes its financial statements available to the municipal councils of the participating municipalities. The council is given the opportunity to submit its opinion on the draft annual accounts for 2023 and the draft budget for 2025 by June 7, 2024, at the latest. The municipal executive proposes that the municipal council not submit an opinion and has therefore adopted the council proposal on the opinion on the 2025 budget and 2023 financial statements of GR WSD.
The board decides to propose to the council that it not submit an opinion on the WSD 2023 annual accounts and WSD 2025 budget and to inform WSD of this with the attached draft letter.
