1. Internal (not public) decision list and public decision list dated March 15, 2022 / Hans Gaillard

The college adopts the decision lists with the following addition to the public decision list of March 15, 2022. The text ''subject to the adoption of the Regional Vision for Protected Housing'', to decision item 4, will be added to the advisory note Procurement Plan for Protected Housing 2023-2026. Addition of new decision 7 to agenda item 4. ''Board decides to re-evaluate the Vision Living with Health ''.

2. Covenant care table / Hans Gaillard

The Care Covenant for Victims of Human Trafficking describes who, when and how may share information for the benefit of the Health and Care of Victims of Human Trafficking in the East Brabant region. Several parties work together at the case level to achieve this goal, complying as best as possible with the requirements set by (privacy) laws on the sharing of (special) data. The sharing of (special) personal data is not a goal in itself, but is inextricably linked to it. The covenant converts the (im)possibilities of the privacy legislation for processing personal data into a practical working method that meets the requirements of the law as well as possible.

College Decision:

  1. To agree with the Care Covenant for the exchange of personal data in case consultations to organize the Health and shelter of victims of human trafficking in the East Brabant region;
  2. Agree to the Privacy Protocol associated with the Covenant;
  3. To agree with the decision for structural provision of police data under Article 20 of the Police Data Act in the context of the Care Table East Brabant Region Human Trafficking Victims 18-/18+;
  4. To approve the designation of the Health and Safety Policy Officer as the Human Trafficking Attention Officer.

3. RIB Membership K80 / Hans Gaillard

On Feb. 25, the K80 was established. Son and Breugel immediately became a member. A council information letter will inform the council about this membership.

The college takes note of the text of the Council Information Letter "Son and Breugel Member of K80".

4. Sale of green strip Maaslaan 16 / Jan Boersma

On June 28, 2018, the City Council unanimously adopted the motion ''The sustainable facade'' or ''Flemish Gable Decree in Son and Breugel''. Recently an initiator came forward who wants to insulate the outside of his facade. On December 14, the college adopted the policy rules ''Sustainable facade insulation outside''. The initiator has already obtained an irrevocable environmental permit. In order to carry out work, the land must now be transferred to the initiator through sale.

College Decision:

  1. 2.25m2of cadastral plot known as Son en Breugel section A number 5660 to sell to the owners of Maaslaan 16 for a land price of €140,- p/m2for the realization of facade insulation;
  2. To agree to the draft purchase and sale agreement.

5. RIB svz proactive rollout of charging stations / Paul van Liempd

Municipality of Son and Breugel participates in the provincial concession agreement with Vattenfall. With the participation we are assured of the number of public charging stations for passenger cars envisioned by the state. Phase 1 of the rollout took place in 2021. Traffic orders have been issued for 9 public charging stations. The charging stations will be installed in April. This brings the total number of public charging stations in Son en Breugel to 24, double the number installed last year. Phase 2 has also started in the meantime. This involves 10 new charging station locations in 2023.

The college decides to approve the draft text of the council information letter on the proactive rollout of public charging stations.

6. Regional plan of action Homelessness Prevention / Paul van Liempd

With the adoption of the regional plan of approach for the prevention of homelessness, we arrive at policy, implementation and process agreements to prevent homelessness as much as possible By working together with other municipalities, the scarce resources and capacity are used efficiently to promote social inclusion in the region. A regional project leader will be recruited to jointly implement the plan of approach with all municipalities in the Eindhoven region.

The college decides

  1. To note in substance the results of the 2021 Homelessness Prevention Scanner conducted by the Prevention Alliance;
  2. to agree with the regional plan of action for the prevention of homelessness and to jointly take up the proposed priorities for the prevention of homelessness, namely: realize basic needs stable living, no one leaves institution/shelter without shelter and prevent evictions, within the Eindhoven region;
  3. Agree to the implementation of the above mentioned issues;
  4. To agree to the provision of € 8000,- , for the assignment by the Municipality of Eindhoven to a project manager to support the proposed regional preventive approach and to charge this to the Innovation Budget Social Domain;
  5. To inform the City Council of this through the RIB text.
