1. List of non-public and public decisions 20210615 / Hans Gaillard
The board approves the lists of decisions.
2. Mandate for joint participation in GT Mobiel / Hans Gaillard tender
On May 26, the Dommelvallei Directors' Council (DOD) decided to participate jointly on behalf of the four organizations in the GT Mobiel 3 tender. The Dommelvallei Service will take the lead in the procurement process. To this end, it is necessary for the council to mandate the service to participate on their behalf.
The council decides to grant a mandate to Dienst Dommelvallei to participate on behalf of the council in the procurement process for GT Mobiel 3.
3. Council proposal Adoption of zoning plan “Breugel; Sint Hubertuslaan ong.” / John Frenken
On April 7, 2021, your council decided to definitively cooperate in changing the zoning of Sint Hubertuslaan for the construction of a house, by releasing the draft zoning plan for public inspection and signing the prior agreement. The required draft zoning plan for the construction of the house has been drawn up and made available for inspection during the consultation period (April 15 to May 26, 2021). The draft zoning plan was also submitted to, among others, the province of North Brabant (no response) and the Dommel Water Board (approval) to give them the opportunity to respond to this draft zoning plan by means of an opinion. The period for submitting opinions did not yield any further responses. To complete this process, the zoning plan "Breugel; Sint Hubertuslaan ong." can be submitted to the municipal council for adoption.
The college decides to:
- to request the council's opinion in an advisory meeting on the adoption of the zoning plan "Breugel; Sint Hubertuslaan ong." in accordance with the draft council proposal and draft council decision;
- propose to the council that, pursuant to Article 6.12 of the Spatial Planning Act, it decide not to adopt an exploitation plan for the zoning plan "Breugel; Sint Hubertuslaan ong.";
- to propose to the council that the zoning plan "Breugel; Sint Hubertuslaan ong." with plan identification "NL.IMRO.0848.BP405BREUGEL-VA01" be adopted unchanged and made available digitally.
4. Policy rules Extension Temporary support necessary costs Tonk 2021 Son en Breugel / Paul van Liempd
The cabinet has decided to extend the economic support and recovery package, including Tonk, by three months until October 1. The previously relaxed municipal policy rules for Temporary Support for Necessary Costs (Tonk) will also be extended until October 1. In addition, the council will continue to assess individual cases of households and entrepreneurs for possible support from the municipal fund.
The College:
- adopts the policy rules "Extension of Temporary Support for Necessary Expenses (Tonk) Municipality of Son en Breugel (2021)";
- continues to implement the municipal council's motion by calling on households and businesses to register for individual support when (national) regulations do not provide for this;
- approves the attached council information text for inclusion in the next council information letter.
5. Poverty Policy Memorandum 2021-2024 / Paul van Liempd
Our current poverty policy dates back to 2007. In February 2019, the subject of 'poverty' was raised during the Civil Affairs Committee meeting. Initially, the focus was on hidden poverty among the elderly, but later the subject was broadened. An action plan has been drawn up to develop a new poverty policy memorandum. The Municipal Health Service (GGD) conducted research into poverty and income schemes in Son en Breugel. The report contains recommendations for poverty policy. The Social Domain Advisory Council has issued advice on poverty policy. The new poverty policy is now available.
The College:
- takes note of the Poverty Policy Memorandum 2021-2024;
- approves the Poverty Policy Memorandum 2021-2024;
- approves the letter to the Social Domain Advisory Council with feedback on the advice regarding poverty policy;
- agrees with the attached council proposal to adopt the Poverty Policy Memorandum 2021-2024.
6. Annual Report on Childcare and Childminding Services 2020 / Jos de Bruin
The municipality is responsible for supervising and enforcing the quality of childcare and childminding services. Each year, the municipality reports on these tasks to the Ministry (Education Inspectorate). The Municipal Health Service (GGD) carries out the supervision on behalf of the municipality. In 2020, not all childcare locations were inspected due to the (temporary) closure of childcare facilities as a result of the coronavirus. The Inspectorate has indicated that it understands this when assessing the annual report.
The College:
- takes note of the 2020 Annual Childcare Report and gives permission for it to be submitted to the Inspectorate;
- approves the text for the next Council information letter.
