1. Adoption of non-public decision list and public decision list Municipality of Son and Breugel dated December 22, 2020 / Hans Gaillard
The college adopts the decision lists.
2. Eindhoven Metropolitan Region Annual Program 2021 / Hans Gaillard
Every year, the Eindhoven Metropolitan Region draws up an annual program. In it, the organization indicates which activities within themes will be tackled in the coming year. The city councils are given the opportunity to submit an opinion on the annual program, if desired. The annual program does not give rise to any comments or questions. For this reason, it is proposed that the City Council not submit an opinion on this annual program.
The college decides:
- To take note of the 2021 annual program of the Eindhoven Metropolitan Region;
- To propose that the City Council not submit a view on this 2021 Annual Program.
3. B&W advisory note Mandate decision CMD coordinator / Hans Gaillard
As of October 19, 2020, the interim coordinator of the CMD started. In order to perform the position of CMD coordinator, it is necessary to mandate the powers listed in the current list of mandates related to this position.
The College decides:
- To grant mandate to Ms. M. van der Steen for the same powers as mandated to Ms. N. Janssen in the current mandate list January 2020;
- incorporate this into the mandate list.
4. Schedule of council and committee meetings and Political Evenings 2021 / Hans Gaillard
In January, the General Affairs Committee adopts the schedule of meetings of the City Council, committees and Political Evenings for the entire year. This establishes when meetings take place and can be taken into account in planning.
The College takes note of and approves the 2021 schedule of meetings of the City Council, committee meetings and Political Evenings to be presented to the General Affairs Committee by the Chairman and Clerk of the Council.
5. Application for replenishment allowance IJssellaan bomb scheme / John Frenken
Research for unexploded explosives (CE) was conducted for the IJssellaan project. For 70% of the actual costs, a supplementary payment can be requested from the Ministry of the Interior and Kingdom Relations based on the circular (September 2012).
The city council is proposed to set the actual costs with regard to the explosives investigation for the 'IJssellaan' project in 2020 at € 29,942.04 excluding VAT. Based on the council decision, a request can be submitted to the Ministry of the Interior and Kingdom Relations (BZK) to qualify for this supplementary payment no later than April 1, 2021.
The college decides to:
- To seek the advice of the council's territory committee on the draft council proposal and draft council decision on determining the actual costs for the IJssellaan explosives survey and requesting a benefit for the costs of the unexploded ordnance survey for the IJssellaan project;
- To propose that the council approve the council proposal and council decision and set the expenditure for conducting explosives survey for IJssellaan in 2020 at € 29,942.04 excluding VAT;
- To propose to the council to apply to the Ministry of the Interior and Kingdom Relations for a supplementary payment from the Municipal Fund in the amount of 70% of €29,942.04 excluding VAT, i.e. €20,959.43;
- Upon positive decision by the council, to submit the application to the Ministry of the Interior and Kingdom Relations for a replenishment payment for 70% of the costs determined by the council.
6. Principle request for redevelopment End 4 / John Frenken
A request in principle has been received from Adriaan Van den Heuvel estate agents and consultants for the division of the existing long-gabled farmhouse and in addition the construction of two detached houses on the plot Eind 4. The location lies within the Keske core zone and offers (very) limited possibilities for the addition of dwellings in view of the spatial and environmental situation. Under Requirements regarding environmental aspects, traffic, landscape and urban planning, cooperation can be granted to a zoning plan revision for part of the requested.
The College decides:
- To cooperate in principle and under Requirements with the division of the existing cultural heritage farmhouse at End 4 and the development of an additional dwelling on the parcel using space-for-space;
- Requests the initiator to elaborate the plan in a (draft) zoning plan on this basis;
- enter into an antecedent agreement to be drawn up with the promoter for this purpose.
7. Sonniuspark winter 2021 progress report Committee GZ January 11, 2021 / John Frenken
Periodically, the current status of the development of the Sonnius Park residential area is brought to the attention of the Territory Affairs Committee through a progress report. See attached draft decision "To be brought to the attention of the Land Area Committee".
The College:
- Approves the contents of the Sonnius Park Winter 2021 Progress Report and grants text mandate to Alderman John Frenken;
- Decides to submit this Progress Report to the January 11, 2021 Land Use Committee.
8. Omgevingswet; update Plan of Approach to Omgevingswet Dec 2020 / John Frenken
In the November 25, 2020 council AZ committee, when discussing the sent simplified Plan of Approach to Omgevingswet and the invitation to participate in the "council sounding board group for Omgevingswet" to be established, it was requested and promised that once again a new Plan of Approach to Omgevingswet will be presented to the committee members. It was noted that in 2016 the "Plan of Approach Implementation of Omgevingswet" had already been adopted. All work on the Implementation of the Environment Omgevingswet is a result of this. Committee and council members also received this plan of approach earlier with all documents sent to them this year in the context of the Environment Omgevingswet . The decision has been made to update this plan of approach. The "Plan of Approach Implementation Omgevingswet" (2016) and the update in the form of the "Update Plan of Approach Implementation Omgevingswet Son and Breugel" (2020) are seen as fulfilling the commitment to the committee members general affairs.
The college decides to:
- To send the "Plan of Approach Implementation of Omgevingswet" (2016) adopted in 2016 together with the "Update Plan of Approach Implementation of Omgevingswet Son en Breugel" (2020) to the members of the General Affairs Committee for information;
- To invite committee and council members once again to participate in the council Omgevingswet Sounding Board.
9. First amendment to fee table 2020 / Jan Boersma
The rates for travel documents and driver's licenses were recently set by the State. The proposal is to adopt these rates.
The college approves the rates for travel documents and driving licenses for 2020 (Title 1, chapter 2 and 3 of the Fees Ordinance 2020).
10. Electric car charging infrastructure rollout / Paul van Liempd
Due to the expected increase in electric transportation, additional public charging stations must be installed in the municipality. By proactively rolling out the charging infrastructure, the municipality is making its contribution to the acceleration of zero-emission transport in accordance with the agreements of the Climate Accord and the National and Regional Agenda for Charging Infrastructure. The charging station policy contains the criteria on which the locations, as provided by Vattenfal in the placement map, will be assessed. By communicating the placement map with residents at the earliest possible stage, objections from residents are avoided as much as possible.
The college decides to:
- To approve the charging station policy with the criteria for evaluating new sites for charging stations;
- due to the tight schedule, mandate the validation of the final placement map with new charging points to the sustainability and traffic portfolio holders.
11. Digitization logo / Paul van Liempd
In the 2020 budget, money was set aside (€10,000) to digitize the municipality's logo. An adjustment was needed because the current logo is not digital-proof, while we do communicate more and more digitally with our residents and business owners. This fall, behind the scenes work was done to adjust the logo.
The college decides:
- To take note of the memo on the digitization of the logo;
- Agree to inform the council via the January 8 RIB.
12. Reallocating nature reserves for nature development / Paul van Liempd
The college is proposed to submit the council proposal Rearranging nature reserves for nature development to the city council for adoption.
The college decides to approve the council proposal Rearranging nature reserves for nature development and presents it for the advice of the Land Affairs Committee and for adoption by the council.
13. Theme night Waste Committee GZ Jan. 4, 2021 / Paul van Liempd
On October 6, 2020, the college decided to start the conversation with the council on waste collection in the 1st quarter of 2021. A theme night was organized with the Cie GZ on January 4, 2021. The college informs the council in advance about the themes that will be discussed and the underlying research reports.
The college decides to inform the council via the memo on the topics that will be discussed at the theme evening waste with the underlying research reports.
14. Education housing program 2021 adjustment of standard amount / Jos de Bruin
In September 2020, the City Council adopted the investment credit for the new construction of De Regenboog/De Krommenhoek and the expansion for the Bloktempel and De Ruimte. The council proposal) calculated with the 2020 standard amounts and indicated to come back with the 2021 standard amounts as soon as they are known.
The college agrees:
- with making the 2021 standard amounts available to the school board;
- with the text for the council information letter and will include it in the next council information letter.
15. Grant funding 2021 / Jos de Bruin
Before the beginning of the new year, the college will decide on the 2021 grant funding. The 2021-2024 multi-year budget already includes the budgets for grant funding. The college is asked to decide on the granting of these funds and thus decide on the grant applications received.
The College decides:
- To award the grants for 2021 in accordance with the attached "Overview of Grants 2021" and to cover the costs thereof from the budgets indicated in the 2021-2024 budget;
- To provide a grant to the Lazy Sonny Afternoon Foundation starting in 2021 and to cover the costs for this in 2021 from the "one-time grants" budget and to include it structurally in the P&C cycle starting in 2021;
- To reject the grant applications of: the Model Flying Club, Radar and Gymnastics Association Dioscuri;
- offset the unused funds of organizations, whose activities could not continue at all in 2020, against the 2021 grants.
16. Extension of board agreement library / Jos de Bruin
Library work in the municipalities of Geldrop-Mierlo, Nuenen c.a. and Son and Breugel is carried out by Dommeldal Library on the basis of a board agreement. This describes the quantitative and qualitative agreements between the four parties and was concluded for the period 2016-2019. The board agreement was extended by one year until January 1, 2021 in order to first establish a vision for library work and only enter into a new agreement based on that vision. It will not be possible to complete the new vision for library work by December 31, 2020. Therefore, it is proposed to extend the current agreement until July 1, 2021.
College Decision:
- To extend the current 2016-2019 board agreement until July 1, 2021;
- Inform the Council with the following text in the next council information letter.
