4 Start tender procedure for construction and residential development of Akkerpad
A developer wants to start building 8 houses on Akkerpad in Breugel. Before construction can begin, the site must be prepared for building. After the construction of the houses the public space will be made ready for living. A suitable contractor must be contracted for the work. The 1st step is to draw up a comprehensive procurement strategy.
The college decides to approve the extended procurement strategy for the purpose of a tender for construction and preparation of the building site at Akkerpad in Breugel.
5 Decision on objection regarding reservation of two parking spaces for charging electric vehicles in the Zebrakever area
On December 20, 2023, the college decides to reserve two parking spaces for charging electric vehicles in the Zebrakever in Son en Breugel. On January 6, 2024, the college receives a notice of objection from the objector against the above decision. The Objections Committee recommends that the objection be declared unfounded and that the contested decision be upheld.
The college decides:
- Declare the objection unfounded;
- uphold the contested decision;
- Refer to the opinion of the Objections Committee for the reasons for the decision.
6 Establishing Municipal Polling Station European Parliament Elections 2024
Under the Elections Act, the Board of Mayor and Aldermen establishes a Municipal Voting Board (GSB) for each election and appoints the members of the GSB. The GSB will hold a public hearing on Friday, June 7, 2024. This session shall be adjourned after all votes have been entered. On Monday, June 10, 2024, the session resumes and the final results are determined.
The College decides to determine the members of the GSB for the 2024 European Parliament elections.
7 (Re)development Ekkersrijt 1001; advice by council regarding preconditions and principles
An initiator has been discussing for some time to develop a plan for the location Ekkersrijt 1001 for housing different target groups (24/7 drivers, labor migrants, expats and local starters). The initiator has discussed this with local residents on several occasions. Partly based on this, the initiator has submitted an initiative proposal. For the (re)development of the location Ekkersrijt 1001 the draft 'preconditions and principles (re)development location Ekkersrijt 1001' have been inventoried at the Environment Table. On November 23, 2023, the City Council decided that the City Council has an advisory role in the informal process phase if there is a deviation from the environmental vision or the environmental plan and there is a BOPA procedure involving the addition of more than 25 dwellings. Before the college makes a final decision about the "preconditions and starting points (re)development location Ekkersrijt 1001", the council must first be asked for advice about the "preconditions and starting points". The starting point for this advice is the draft 'preconditions and starting points (re)development location Ekkersrijt 1001'. This also includes the obligation for the initiator to participate, which includes the petition submitted to the municipality by the local residents.
The college decides to:
- To take note of the 'preconditions and principles (re)development location Ekkersrijt 1001 inventoried at the Environmental Table;
- To request the council's advice to adopt the 'preconditions and principles (re)development location Ekkersrijt 1001' and/or to supplement these 'preconditions and principles' and to use the memo at an advisory session for this purpose.
8 (Re)development of Van Gentlaan 4 site; demolition of school building
Currently, the former school building at Van Gentlaan 4 is vacant due to the departure of the BuitensteBinnen schools to the site. Also, all temporary users have left the building. The building suffers from vandalism / vandalism. There is also a feeling of social insecurity in the immediate neighborhood. Meanwhile, planning for the intended housing development at this location is at an advanced stage. Within that framework it has been agreed that the municipality will deliver the location Van Gentlaan 4 ready for construction and will be responsible for the demolition of the existing building. The college decides to initiate the demolition of the existing building and, for that reason, to no longer use the existing building for temporary users
The college decides to:
- not to use the former school building on Van Gentlaan 4 for temporary users as of now;
- Instruct the project management of "Breugel Bruist" to proceed with the demolition of the existing vacant school building at Van Gentlaan 4 at the earliest possible date and to prepare and initiate all work for this purpose as a matter of priority;
- To instruct the project management of 'Breugel Bruist', with the demolition of the existing vacant school building at Van Gentlaan 4, to have the site prepared for construction immediately for the purposes of the new housing project and to prepare and initiate all work for this as a matter of priority.
9 (Re)development Breeakkerstraat 1A; advice by council regarding preconditions and principles
For the (re)development of the location Breeakkerstraat 1A the draft 'preconditions and principles for (re)development of the location Breeakkerstraat 1A' have been inventoried at the Environment Table. On November 23, 2023, the City Council decided that the City Council has an advisory role in the informal process phase if there is a deviation from the environmental vision or the environmental plan and there is a BOPA procedure involving the addition of more than 25 dwellings. - To request the council's advice to adopt the "preconditions and principles (re)development location Breeakkerstraat 1A" and/or to supplement these "preconditions and principles" and to use the memo at an advisory session for this purpose.
10 Regional mobility vision MRE
In order to keep the Metropolitan Region Eindhoven (MRE) livable and accessible in the future, a Regional Mobility Vision has been drawn up. The municipality of Son en Breugel, as part of the MRE, submitted an opinion on the draft of this vision. These views, along with those of the other municipalities in the MRE have been assessed and incorporated into a final vision. During the Portfolio Holder meeting of May 15, 2024, the final version of the Regional Mobility Vision was adopted.
The College decides to propose that the Council authorize the College to approve this MRE Regional Mobility Vision.
11 Participation in national monument day Sept. 7, 2024
The municipality of Son and Breugel will participate in the national open monument days OMD in 2024 in cooperation with civil society organizations, monument owners and the heritage association with a public-oriented program. It will make supporting official capacity and budget available for this purpose. The monument budget will be used for expenses.
College Decision:
- participate with a public-oriented program in the national monument days on Sept. 7, 2024;
- allocate sufficient official capacity for this purpose.
