1. Internal (non-public) list of decisions and public list of decisions dated June 14, 2022 / Hans Gaillard

The college adopts the decision lists.

2. May Circular 2022 / Jan Boersma

The May circular was published on June 1, 2022, and the financial consequences have been detailed in a memo. With this memo, we are informing the council about the financial consequences and how they will be incorporated into the 2023-2026 multi-year budget. The consequences for 2022 will be included in the second management report for 2022.

The council takes note of the memo Meicirculaire 2022 and agrees to submit this memo to the council as an appendix to the 2022 framework memorandum.

3. Regulation on the funding of student transportation in Son en Breugel 2022 / Paul van Liempd

The municipal council has a legal obligation to establish regulations for the funding of student transportation. The present draft regulation is based on the current model regulation of the Association of Netherlands Municipalities (VNG) from December 2020. At the request of the municipal executive, the Social Domain Advisory Council has issued an opinion on the draft regulation. The municipal executive will send a response to the opinion to the Social Domain Advisory Council and has amended the regulation
on a number of points. The municipal executive has decided to send the response to the ASD's opinion and to submit the regulation to the council for information.

College Decision:

  • send the response to the advice on the Regulation on the funding of student transportation in Son en Breugel 2022;
  • to submit the Son en Breugel 2022 Student Transportation Funding Regulation to the council for information purposes.

4. Procurement of youth care / Paul van Liempd

The college agrees to:

  • Adjusting the Youth Assistance products 50A85 and 50A86, guidance groups 1 and 2, to 3 hours each, maximum 1 per day, maximum deployment 4 per week;
  • adjusting the rate for 50A85 supervision group 1 from €28.70 to €43.05 and the rate for 50A86 supervision group 2 from €37.08 to €55.6

5. Sanctions policy / Paul van Liempd

With the entry into force of the Civil Servants (Normalization of Legal Status) Act (Wnra), the framework for possible disciplinary measures has been abolished in the current collective labor agreement municipalities. However, there is a need for a framework for imposing sanctions in the event of culpable acts or omissions
by a civil servant. The board takes note of the works council's response and adopts the sanctions policy.

College Decision:

  • take note of the works council's response to the request to approve the sanctions policy;
  • to finalize the sanctions policy.

6. Response to written questions from the VVD parliamentary party / Hans Gaillard

The VVD political party has asked questions about the demolition of the Eind 4 building. Answers have been provided.

The council decides to agree with the answers to the questions about the demolition of Eind 4.

7. Ice control 2022-2026 / Jan Boersma

The contractor with whom the municipality of Son en Breugel has an agreement for ice control is ceasing to exist. The municipality is responsible for keeping major roads and cycle paths free of snow and ice. From the new gritting season, starting in October 2022, the municipality of Son en Breugel wants to have contracted a new contractor for ice control within its municipal boundaries.

The council decides to adopt the procurement strategy for the implementation of the "2022 Ice Control Plan."
