Advisory session Mobility plan

The municipality is in the process of creating a Mobility Plan. The Mobility Plan contains our vision on mobility and how we want to give substance to this vision. For our vision, we are in line with the Regional Mobility Vision 2040 that is being drawn up, but we place our own accents. The Mobility Plan lays down how we can improve safety, livability and accessibility in the future. This includes looking at the desired layout of our roads for car traffic, cyclists, pedestrians and public transport. Besides the layout of roads, we also look at the current and desired behavior of road users.
The mobility plan also includes an assessment of the current traffic situation in the municipality. For example, how is traffic safety doing? Is the center of Son safely and comfortably accessible for cyclists and pedestrians? What nuisance, if any, do residents experience from traffic?
The inventory phase has been completed. This phase consisted of collecting and analyzing traffic data (such as accident figures and traffic counts) and gathering input from residents and other stakeholders. From this phase, traffic concerns, solution directions and dilemmas emerged. We want to discuss these issues, solution directions and dilemmas with the city council members. This provides direction for the further implementation of the mobility plan.

The college decides:

  1. To adopt the memo with subject 'Advisory session Mobility Plan';
  2. Submit the presentation "Presentation Advisory Session Political Evening" to the council in an advisory session.

Appropriation increase redesign of environmental street

Following the council decision taken on June 22, 2023 "Future-proof environmental street", further elaboration of the sketch design into a Definitive Design has taken place, a Descriptive Document has been prepared and a management estimate has been prepared on this basis. Because the desire is for modular and circular construction, there are changes from the June 22, 2023 council proposal. The circular building leads to a higher investment amount, but lower capital costs. The college submits the credit increase to the city council.

The College resolves to present to the City Council an appropriation increase for the refurbishment of the Environmental Site for the renovation of the Environmental Site and for the KCA Unit.

7

Abuse and improper use policy

With the introduction of legitimacy accountability, the college accounts for, among other things, the abuse and improper use criterion. The policy concerns the prevention of abuse and improper use of municipal property and (financial) regulations. The BBV Committee recommends that an overarching policy be drawn up for these management measures.

The college decides to adopt the abuse and improper use policy.

Variant study of access A. Jansen BV, Kanaaldijk Zuid 24

On August 24, 2022, the Administrative Law Division of the Council of State annulled the zoning plan "Ekkersrijt; Jansen Kanaaldijk Zuid 24" in its entirety. In doing so, the Council of State ordered us to make a new decision within 52 weeks and announce it in the manner prescribed by law. In order to comply with this, a study of various access variants for the business premises at Kanaaldijk Zuid 24 was carried out. Based on this variant study a careful consideration was made and it is proposed to maintain the access to the plot Kanaaldijk Zuid 24 via Terraweg.

College Decision:

  1. To propose to the council to take note of the variants study "Unlocking A. Jansen B.V. Son en Breugel";
  2. To propose to the council the preference for Variant 1.1 from this variant study as the most desirable and suitable access to the business site Kanaaldijk Zuid 24;
  3. To inform the college of the City of Best by letter of considerations made and the council proposal;
  4. Provide text mandate to portfolio holder to amend letter to Municipality of Best as necessary.
